MAYOR DWYER – WE HAVE TWO PRESENTATIONS TONIGHT.  I WOULD LIKE TO INTRODUCE MARIANNE SCHMIDT WHO IS HERE TO DISCUSS HONOR FLIGHT ON BEHALF OF THE HUDSON VALLEY.  I HAVE HEARD THIS PRESENTATION BEFORE AND IT’S A WONDERFUL THING.

 

MARIANNE SCHMIDT – THE HONOR FLIGHT WAS CONCEIVED BY A GENTLEMAN NAMED OWEN MOORE WHO IS A RETIRED AIF FORCE CAPTAIN.  AFTER THE WORLD WAR II MEMORIAL WAS BUILT IN 2004, HE WANTED TO DO SOMETHING TO HONOR THE VETERANS OF THE GREAT WAR WHO WERE GETTING OLDER AND MAYBE NOT SO EASILY ABLE TO MAKE THE TRIP TO SEE THE MEMORIAL.  HE CAME UP WITH WHAT IS NOW CALLED THE NATIONAL HONOR FLIGHT ORGANIZATION WHICH NOW HAS 70 CHAPTERS THROUGHOUT THE UNITED STATES.  THE HUDSON VALLEY STARTED ABOUT A YEAR AGO WITH STEVE NICHOLAS.  HE HAS SINCE STEPPED DOWN AND OUR ACTING CHAIRMAN IS BRIAN MAYER WHO IS THE MAYOR OF WALDEN AND HIS SISTER PATRICIA AND ANOTHER WOMEN NAMED BECKY BRONAIR AND THEN THERE ARE THOSE OF US ON DIFFERENT COMMITTEES.  SINCE I AM A NURSE I AM ON THE MEDICAL TEAM AND AM INVOLVED WITH GETTING PEOPLE ORGANIZED IF THEY HAVE ANY HEALTH ISSUES, NEED OXYGEN OR WHATEVER NEEDS THEY HAVE.  WE HAVE HAD TO TURN PEOPLE AWAY BECAUSE OF SOME ISSUES, BUT THEY TRY NOT TO.  THIS INVOLVES A TRIP TO WASHINGTON DC FOR THE DAY.  WE LEAVE FROM STEWART AIR FORCE BASE ON A CHARTER FLIGHT SO IT IS JUST THE VETERANS AND GUARDIANS.  THE VETERANS GO FREE OF CHARGE, PAID FOR BY DONATIONS FROM LOCAL ORGANIZATIONS, BUSINESSES, ETC.  OUR BIGGEST SPONSOR IS SHOPRITE BUT WE ARE ALWAYS LOOKING FOR MORE SPONSORS.  THE GUARDIANS PAY FOR THEMSELES AS DO ANY FAMILY MEMBERS THAT WANT TO GO.  IT COSTS APPROXIMATELY $400.00 PER PERSON TO GO.  WE MEET AT SHOPRITE IN MONTGOMERY AND THEY HAVE A PARADE THAT TAKES THEM TO THE AIRPORT.  THERE ARE THRONGS OF PEOPLE THAT COME OUT AND DIFFERENT POLICE DEPARTMENTS, MILITARY AND MOTORCYCLE ORGANIZATIONS COME OUT.  THE NEXT FLIGHT IS GOING TO BE SEPTEMBER 23RD.  WE TRY TO GO TWICE A YEAR AS THESE GENTLEMAN ARE NOW IN THEIR MID 80’S ON UP.  I PERSONALLY HAD THE HONOR OF ESCORTING A GENTLEMAN WHO IS A PEARL HARBOR SURVIVOR AT 92 YEARS OLD.  HE WAS A STAFF SERGEANT IN THE ARMY.  HE WAS VERY HUMBLE, SERVED FOR SIX YEARS.  WE TOLD THEM THAT THEY SAVED A LOT OF LIVES.  WE FLY THEM DOWN AND HAVE A POLICE ESCORT.  WE GO TO THE MEMORIAL, GET A BOX,LUNCH AND SPEND A COUPLE OF HOURS AT THE MEMORIAL.  WE THEN GO TO THE TOMB OF THE UNKNOWN SOLDIER IN ARLINGTON.  I THINK THAT MOVES THEM EVEN MORE.  THEY GET TO WATCH THE CHANGING OF THE GUARD.  AFTER THAT WE WENT TO THE MEMORIAL FOR IWO JIMA  AND TAKE A LOT OF PICTURES.  THE HONOR FLIGHT HAS A WEBSITE THAT YOU CAN GO ON TO SEE PICTURES AND GET INFORMATION.  IT’S REALLY FOR ALL WORLD WARII VETERANS.  WE HAD OUR FIRST WOMAN THIS YEAR WHO WAS A NURSE.  IT CAN BE OTHER WAR VETERANS. SUCH AS KOREAN WAR AND DISABLED VIETNAM VETERANS AS WELL. 

 

THE REASON I AM HERE TONIGHT IS TWO FOLD.  I BELONG TO THE AMERICAN LEGION AUXILIARY AND WE DON’T HAVE ANY MORE WORLD WAR II VETERANS THAT ARE MEMBERS OF THE LEGION.  I  HAVE ONE MORE PERSON THAT I WANT TO TAKE.  IF ANYONE KNOWS OF A VETERAN WHO MIGHT BE INTERESTED IN THE FLIGHT.  I AM GOING TO LEAVE SOME INFORMATION AT THE VILLAGE HALL AND THERE IS ALSO APPLICATIONS AT THE AMERICAN LEGION.  I SPOKE TO THE MAYOR AT THE LIONS CLUB MEETING AND THEY ARE VERY INTERESTED IN HELPING. 

 

MAYOR DWYER – THE LIONS HAVE PLEDGED TO SPONSOR SOMEONE TO TAKE THE FLIGHT.  IF THERE IS ANYONE LOCAL, WE WOULD LIKE THAT TO GO TO THEM FIRST, BUT IF THERE ISN’T WE WILL STILL GIVE YOU THE MONEY TO SPONSOR SOMEONE ELSE. 

 

MARIANNE SCHMIDT – OUR COMMANDER’S WIFE JEAN KITTLE WENT ON THE LAST FLIGHT TOO AS THE GUARDIAN OF A GENTLEMAN FROM MONROE.  FUNDRAISING CAN BE DONE TO RAISE THE MONEY FOR A SPONSOR.  THERE ARE STORIES ON THE WEBSITE.   THE WEBSITE IS HUDSON VALLEY HONOR FLIGHTS. 

 

TRUSTEE HOLDER – THE CUB SCOUTS WOULD LOVE TO WRITE LETTERS TO THEM AND IF WE KNOW IN ADVANCE WE CAN HAVE THEM ALL PACKED UP AND READY TO GO.

HOWARD – SUSTAINABLE WARWICK HAS BEEN AROUND FOR ABOUT FIVE YEARS AND IT IS A CITIZEN’S GROUP FOCUSED ON THE SUSTAINABILITY OF WARWICK.  WE STARTED THE COMMUNITY GARDEN IN WARWICK AND ARE VERY HAPPY THERE IS A COMMUNITY GARDEN HERE IN GREENWOOD LAKE.  WE STARTED A WHOLE LOT OF COMMUNITY EFFORTS.  TONIGHT I AM HERE TO TALK ABOUT A REAL INTERSTING PROGRAM THAT AFFECTS EVERYONE AND HAS TREMENDOUS ADVANTAGES TO EVERYONE.  ITS CALLED ENERGIZE WARWICK, BUT THE PARENT PROGRAM IS ENERGIZE NEW YORK.  ENERGIZE NEW YORK IS A STATE PROGRAM TO HELP THEM MEET THEIR COMMITMENT TO REDUCE ENERGY CONSUMPTION STATEWIDE.  IT HAS INCENTIVES FOR HOMEOWNERS TO WEATHERIZE THEIR HOMES.  IF YOU OWN A HOME THAT IS NOT AS ENERGY EFFICIENT AS IT COULD BE, THIS IS A WAY TO ADDRESS THOSE PROBLEMS UNDER VERY ADVANTAGEOUS CIRCUMSTANCES.  ENERGIZE WARWICK HAS ADDED THAT EVERYONE WHO GOES THROUGH THE PROGRAM GETS A $200 DONATION TO ANY LOCAL NON PROFIT MADE IN THEIR NAME.  I SENT OUT THE FIRST NINE CHECKS LAST WEEK. 

 

IF YOU SIGN UP YOU GET A FREE HOME ASSESSMENT.  I HAVE HAD THIS PROCESS DONE.  TWO OR THREE PROFESSIONALS COME TO YOUR HOUSE FOR ABOUT THREE HOURS AND EVALUATE YOUR HOME.  THEY ARE VERY PROFESSIONAL.  IT IS FREE UNLESS YOUR INCOME IS OVER $170,000 YOU HAVE TO PAY $50.00.  IF YOUR INCOME IS OVER $220,000 YOU HAVE TO PAY $100.00.  FOR 92% OF HOMEOWNERS THIS IS FREE.  YOU WILL THEN GET A REPORT BASED ON THIS ASSESSMENT THAT IS ABOUT 15 PAGES LONG.  EACH ITEM THEY RECOMMEND WOULD HAVE A PRICE ASSOCIATED WITH IT AND A PAY BACK PERIOD FOR THE ENERGY YOU SAVE.  THE WAY YOU PAY FOR IT IS CALLED ONBILL FINANCING.  IF YOUR UTILITY BILL WAS ABOUT $300,00, THE ITEMS ON THE LIST WE CHOSE TO DO WOULD BRING THAT PRICE DOWN TO SAY $249.00.  WE PAY $51.00 A  MONTH FOR THE LOANS, SO THE PRICE TO YOU FOR EACH MONTH IS THE SAME.  I HAVEN’T PAID A CENT OUT OF MY POCKET.  NEW YORK STATE WANTS PEOPLE TO LEARN AND TO SAVE ON ENERGY.  THIS IS A REALLY GOOD PROGRAM.  IT REDUCES ENERGY CONSUMPTION FO THE COMMUNITY AT LARGE.   THE HOMEOWNER ENDS UP WITH A COOLER HOME IN THE SUMMER, A WARMER HOME IN THE WINTER AND A LOWER UTILITY BILL.  NONPROFITS ALSO BENEFIT FROM THE DONATION.  I HAVE APPLICATIONS AVAILABLE.  THE PROGRAM IS RUN THROUGH NYSERDA AND I HAVE A BASIC INFORMATION SHEET.  I HOPE THAT THE BOARD MEMBERS PASS THIS ALONG TO ANY OTHER ORGANIZATIONS THEY BELONG TO.  SUSTAINABLE WARWICK ALSO HAS TWO ENERGY ENGINEERS THAT WILL COME TO YOUR HOUSE AND EXPLAIN IT ALL TO YOU IF YOU HAVE QUESTIONS.  NYSERDA HAS A LIST OF CONTRACTORS IN OUR AREA AND THEY GIVE US A SPECIAL RATE TO DO THE WORK. 

 

NANCY DEANGELO – AFTER THE EVALUTATION IS IT REQUIRED THAT THE HOMEOWNERS DO ALL OF THE RECOMMENDATIONS, OR CAN THEY PICK AND CHOOSE?

 

MR. HOWARD – YOU CAN PICK AND CHOOSE.  YOU DON’T HAVE TO DO ANY, EXCEPT TO GET THE $200.00 DONATION.  WE DISCOURAGE NOT DOING ANYTHING.  IF YOU GET THE AUDIT AND THINK NONE OF THOSE THINGS MAKE SENSE, THEN CERTAINLY YOU DON’T HAVE TO.  THERE WERE APPROXIMATELY NINE THINGS ON OUR LIST AND WE DID SIX OF THEM. 

 

NANCY DEANGELO – WHO PAYS THE CONTRACTORS AND WHAT HAPPENS IN THE EVENT OF THE SALE OF THE HOME. 

 

MR. HOWARD – THERE IS A FINANCING ARM OF NYSERDA THAT DOES THIS.   WE HAD TO GIVE A 10% DEPOSIT AND THEN WE GOT THAT BACK ABOUT THREE MONTHS LATER.    THE FINANCING IS BILLED BY ORANGE AND ROCKLAND.  I DON’T KNOW THE ANSWER TO THE SALE OF THE HOUSE.  THE HOMEOWNER WOULD HAVE TO BE STILL RESPONSIBLE FOR IT.    I WILL FIND OUT. 

 

UNKNOWN  RESIDENT ASKED IS THERE AN END DATE TO SIGN UP FOR THIS PROGRAM?

 

MR. HOWARD – I BELIEVE ITS 2015.  WE ARE LAUNCHING THIS PROGRAM IN THE FALL IN FULL FORCE, BUT WE WOULD LOVE TO HAVE SOME EARLY TAKERS SO THAT THEY CAN TALK ABOUT THEIR POSITIVE EXPERIENCE.  PLEASE TAKE AN APPLICATION.

 

TRUSTEE HOWLEY – DO YOU HAVE TO USE A CONTRACTOR THAT IS ON THE LIST, AND HOW DOES A CONTRACTOR GET ON THE LIST. 

 

MR. HOWARD – YES, THEY ARE ALL BPI CERTIFIED AND WHEN YOU GET THE REPORTS IT GOES TO NYSERDA AND THEY LOOK IT OVER TO MAKE SURE EVERYTHING LOOKS LEGITIMATE.

LETTER FROM RESIDENT MR. MORDHORTST – REGARDING HIS WATER BILL.  WE DISCUSSED THIS AT THE WORKSHOP.  THIS INDIVIDUAL HAS A SUMMER HOME HERE, WENT AWAY FOR THE WINTER, AND WHEN HE CAME BACK NOTICED PIPES HAD FROZEN.  HE HAD A HUGE LEAK CAUSING EXCESS WATER CHARGES.  RIGHT NOW WE HAVE 72 HOMES IN THE VILLAGE THAT DO NOT HAVE WATER METERE SO THEY PAY A FIXED RATE NO MATTER WHAT.  WE HAVE DECIDED WE WILL GIVE THIS INDIVIDUAL THE NON METERED RATE FOR THIS BILLING CYCLE.  THEY HAVE PAID A LOT OF MONEY TO GET THEIR WATER PIPES FIXED SO WE ARE REDUCING THAT BILL TO $380.00.

MAYOR DWYER – I HAVE ALREADY SPOKEN TO DPW ABOUT GETTING LINES PAINTED ON EDGEMERE AVE.  ITS VERY EXPENSIVE, APPROX $2200.00 PER MILE.  WE WILL BE GETTING QUOTES.  I PERSONALLY KNOW THERE WERE OFFICERS ON EDGEMERE AVE..  THE TWO MANHOLES WILL BE LOOKED AT BY THE DEPUTY SUPERINTENDENT.

LETTER FROM ORANGE COUNTY DEPT OF HEALTH – REGARDING THE INTRODUCTION OF LARVACIDES INTO THE CATCH BASINS, AS THEY DO EVERY HERE TO HELP OUT WITH THE MOSQUITO POPULATION. IN JUNE AND JULY.

 

LETTER FROM RESIDENTS CAROLE FLOOD AND VALERIE JENTER – REGARDING THE GREENWOOD LAKE GARDEN CENTER REGARDING THE LACK OF MAINTENANCE OF THAT PROPERTY.  THE BUILDING INSPECTOR, ATTORNEY AND MYSELF DID GO OVER THERE AS SOON AS WE GOT THIS LETTER AND PICTURES.  WHEN WE GOT THERE THE PROPERTY HAD BEEN CLEANED UP.  WE WILL CHECK ON IT RANDOMLY AND ENCOURAGE EVERYONE TO MAINTAIN THEIR PROPERTY.

MAYOR DWYER – WE ARE NOW ASKING THE FIRE DEPARTMENT TO COME TO THE BOARD MEETINGS AND GIVE A REPORT IF THEY SO DESIRE.  CHIEF JOHN RADER IS HERE TONIGHT. 

 

FIRE DEPARTMENT – CHIEF RADER STATED I MET WITH MAYOR DWYER, TRUSTEE ENGLISH AND TRUSTEE HOWLEY THIS MONTH, NOT AT THE SAME TIME, AND WE DID GO OVER UPCOMING EVENTS AND THE FIRE DEPARTMENTS COMMITMENT TO THE VILLAGE ON THESE EVENTS.  ONE OF THE THINGS WE DISCUSSED WAS NOT SOUNDING THE FIRE SIREN FROM 11:00 AT NIGHT TO 7:00 IN THE MORNNG WHICH HAS BEEN THE POLICY FOR THE LAST COUPLE OF YEARS.  THERE ARE SOME QUESTIONS ABOUT WHAT WE DO.  IN 2012 WE RESPONDED TO 424 ALARMS. IN 2010 WE BROKE THE 300 MARK, IN 2011 WE HAD OVER 600 CALLS DUE TO ALL OF THE STORMS.  THE BREAK DOWN WAS 17 STRUCTURE FIRES, 51 AUTOMATIC ALARMS, 9 PUBLIC SERVICE CALLS, 18 CARBON MONOXIDE CALLS, 1 HAZMAT CALL, 1 CAR FIRE, 16 SMOKE INVESTIGATIONS, 3 MEDVAC LANDINGS, 1 CHIMNEY FIRE, 25 GAS LEAKS, 8 BRUSH FIRES, 91 WIRES DOWN, 3 MOTOR VEHICLE ACCIDENTS, 2 IN HOUSE STAND BY’S,   43 RESPONDING TO ANOTHER DISTRICT FOR EMERGENCIES, 18 ILLEGAL BURNINGS, 19 MISCELLANEOUS, AND 51 STORM RELATED CALLS.  NON FIRE RELATED ITEMS INCLUDE FIRE PREVENTION WEEK WHERE WE GO INTO THE SCHOOLS AND TRY AND TALK TO EVERYONE ABOUT PREVENTION OF FIRES.  WE TALK TO THE SENIORS AS WELL WHO ARE SOMETIMES AFRAID TO CALL US ABOUT THEIR CONCERNS.  WE DO GO OUT DURING CHRISTMAS AND HANNUKAH ON THE FIRE TRUCKS AS WELL.  WE PARTICIPATED IN CLEAN SWEEP.  MY SON IS IN THE ROCKLAND COUNTY POLICE ACADEMY AND HE BROUGHT A BOUT 25 CLASSMATES UP TO HELP OUT.

 

MAYOR DWYER – YES, THEY JOINED ABOUT 20 MEMBERS OF THE FIRE DEPARTMENT AND THE REST OF US THAT WERE VOLUNTEERING AND DID A TREMENDOUS JOB.  WE THANK THEM VERY MUCH. 

 

CHIEF RADER – I JUST WANT TO REITERATE THAT IF ANYONE HAS ANY PROBLEMS, EMERGENCIES PLEASE DO NOT HESITATE TO CALL US. 

 

TRUSTEE HOWLEY – I JUST WANT TO MENTION THAT THE FIRE DEPARTMENT IS HAVING A GOLF OUTING JUNE 21ST THEIR THIRD ANNUAL TO RAISE MONEY FOR THE VOLUNTEER FIRE DEPARTMENT AND HAVE A GREAT TIME FOR THE DAY.

WE HAVE BEEN CLEANING OUT CATCH BASINS AND ROAD SWEEPING THROUGHOUT THE VILLAGE, BRUSH PICKUP AND POTHOLES THROUGHOUT THE VILLAGE.  THE NORMAL ASPHALT PLANT IS NOT OPERATIONAL SO IT GIVES US A CHALLENGE WE HAVE TO GO TO MIDDLETOWN AND GET 3 TONS AND YOU NEED A PLACE TO PUT IT RAPIDLY BECAUSE OTHERWISE YOU WILL BE DUMPING A TON OF ASPHALT UP ON THE HILL CAUSE YOU CAN’T LET IT HARDEN IN THE TRUCK.  AS FAR AS THE BALLPARKS, WE WORKED ON THE SOFTBALL FIELD ISSUES BY RAKING THE FIRST BASE LINE, PICKING UP THE BIGGER ROCKS.  THE GRASS IS COMING UP AND PROGRESSING.  WE ALSO WOKDED ON THE BASKETBALL COURTS ON HELEN KELLY FIELD, STRAIGHTENING THE HOOPS, PUT UP A HANDICAP SIGN AT VILLAGE HALL AS WELL AS REPLACED SIGNS THROUGHOUT THE VILLAGE THAT WERE DAMAGED.  WE HAULED SOME MATERIAL TO THE STOCKPILE

WE WORKED ON THE SUMMER WATER SYSTEM WITH THE WATER DEPARTMENT FIXING SOME LEAKS,  WE WILL BE REPLACING SAND DOWN AT THOMAS P MORAHAN WATERFRONT PARK, IT’S A GOOD QUALITY WHITE SAND.  WE ACCOMPANIED THE MAYOR TO A PROBLEM ON MORGANS WAY REGARDING A RETAINING WALL,   WE ARE PUTTING DOWN MULCH.

TRUSTEE ENGLISH – I HAD TWO RESIDENTS APPROACH ME ABOUT CATCH BASINS NEAR THE OLD AMBULANCE BUILDING.  IT SEEMS TO BE SURROUNDED BY BAGS OF SAND THAT ARE RIPPED OPEN AND THE SAND IS BEING WASHED INTO THE CATCH BASINS.  ALSO THREE DOORS DOWN THERE IS A CATCHBASIN THAT IS COMPLETELY COVERED WITH MULCH, WEEDS, ETC.  IT LOOKS LIKE ITS BEEN COVERED FOR YEARS.  IT IS ON WATERSTONE ABOUT THREE DOORS DOWN.  THE CATCH BASIN NEAR GRACE LUTHERAN CHURCH IS ALSO FULL AND NEEDS TO BE CLEANED OUT.  I CAN SHOW YOU WHAT I AM TALKING ABOUT TOMORROW MORNING.

IT IS EMS WEEK THE WEEK OF MAY 18TH,  THERFORE WE ARE HAVING AN OPEN HOUSE THAT DAY FROM 11:00 – 2:00/  .  THE AMBULANCE CORP GETS APPROXIMATELY 550 CALLS PER YEAR AND THIS YEAR WE ACTUALLY HANDLED 2 CHILD BIRTHS.  WE ARE ON DUTY 24 HOURS A DAY.    FOR THE MONTH OF APRIL, THE COURT PROCESSED 169 NEW FILES.  THE BREAKDOWN IS AS FOLLOW, VEHICLE AND TRAFFIC MATTERS, DWI, SCOFFLAW FEES, CIVIL FEES, BAIL POUNDAGE PARKING FINES AMD SURCHARGES TOTALLING $25,948.75.  IN ADDITION WE RECEIVED A PRINTER FROM THE COURT ADMINISTRATION THAT NEEDS TO BE NETWORKED IN.  RIGHT NOW IT CAN’S ACCESS THE COURT ADMINISTRATION PROGRAMS.

JUDGE DEANGELO – YES ALL THE TIME.  WE PRINT OUT A LOT OF DIFFERENT FORMS, SUCH AS TEMPORARY ORDER OF PROTECTIONS, AND VARIOUS OTHER DOCUMENTS, AND RIGHT NOW THE CLERK HAS TO GO BACK INTO HER OFFICE TO PRINT ANYTHING OUT, BUT THIS WAY IT WILL BE RIGHT THERE IN THE COURTROOM. 

 

POLICE            REPORTED BY CHIEF JOHN HANSEN

 

FOR THE MONTH OF APRIL THE POLICE DEPARTMENT HANDLED 1066 COMPLAINTS WHICH INCLUDED 159 CITATIONS, 23 ARRESTS, 1 PARKING TICKET AND INVESTIGATED 6 MOTOR VEHICLE ACCIDENTS.  IN ADDITION THE PBA HAS SOME EVENTS SCHEDULED THAT I’D LIKE TO LET EVERYONE KNOW ABOUT.  THERE IS A BICYCLE RODEO SCHEDULED AT THE AMERICAN LEGION ON JUNE 22ND.  THEY ARE ALSO RUNNING A BASETBALL LEAGUE FOR CHILDREN AGED 12-18 THAT WILL RUN FROM JUNE 25TH THROUGH AUGUST 15TH.  YOU CAN SIGN UP AT THE POLICE DEPARTMENT.  THERE IS A BOATERS SAFETY COURSE SCHEDULED IN JUNE AS WELL, PLEASE CALL THE POLICE DEPARTMENT TO REGISTER.   WE ALSO HAD A PILL DROP ON APRIL 27TH AND WE ENDED UP WITH 62 POUNDS OF PILLS AND A LOT OF FOOD DONATIONS FOR THE FOOD PANTRY.

CHIEF HANSEN – WE ALSO HAD A LOCKDOWN DRILL AT THE SCHOOL AND WE NOW HAVE VIDEO MONITORS TO ALL OF THE ENTRANCES TO THE SCHOOL AND THE PARKING LOTS .  WE ALSO TOOK MONEY FOR MONITORING ALARMS, SUCH AS MEDICAL ALARMS, SECURITY ALARMS, ETC. 

 

MAYOR DWYER – I WANT TO CONGRATULATE THE PBA ON THE FUNDRAISER YOU HAD AT THE AMERICAN LEGION.  IT WAS VERY WELL ATTENDED, THE WHOLE VILLAGE BOARD WAS THERE, THE DINNER WAS GREAT.

TRUSTEE ED ENGLISH – IN THE BUILDING DEPARTMENT IN THE MONTH OF APRIL THERE WERE 4 ABSTRACT FEES, 2 ANNUAL FIRE INSPECTIONS, 6 ANNUASL RENTAL INSPECTIONS, 16 BUILDING PERMITS, 2 COURT FINES, 1 DYE TEST, 1 ENGINEERED SEPTIC, 1 ESCROW, 1 ORDER TO REMEDY, 4 PERMIT RENEAL FEES, 1 RENTAL REGISTRATION FEE, 2 SEPTIC REPAIRS, AND 2 SEPTIDF TANK REPLACEMENTS.  THE TOTAL COLLECTED BY THE BUILDING DEPARTMENT WAS $4,898.00.  IN ADDITION 15 VIOLATIONS WERE ISSUED, 30 BUILDING PERMITS WERE ISSUED, 13 CC’S/CO’S ISSUED, 62 SEPTIC LETTERS WERE SENT, 10 EXPIRED PERMIT LETTERS, 11 RENTAL INSPECTIONS LETTERS, 23 FIRE INSPECTION LETTERS, 26 RENTAL INSPECTIONS WERE DONE AND 1 COMMERCIAL FIRE INSPECTION.  THE BUILDING DEPARTMENT ALSO APPEARED IN COURT WITH 6 CASES, AND RESPONDED TO 2 FIRES, A STRUCTURE FIRE AT 18 MORGANS WAY AND A CHIMNEY FIRE AT 1 WILLOW LANE. 

 

I ATTENDED THE PLANNING BOARD MEETING ON APRIL 4TH.  ONE APPLICANT APPEARED BEFORE THE BOARD WITH THE PROPERTY LOCATED AT 641 JERSEY AVENUE.  THE APPLICATION IS TO INSTALL A PATIO, AND REPLACE A DOCK.  THE APPLICANT WAS GIVEN A CONDITIONAL APPROVAL PENDING A DYE TEST ON HIS CESSPOOL.  THE DYE TEST WAS PERFORMED AND PASSED INSPECTION AND THE APPLICANT WAS ALLOWED TO BEGIN CONSTRUCTION.

 

ZONING BOARD – THEY HAD ONE APPLICANT LOCATED AT 18 LINDEN AVENUE AND THEY WANT TO BUILD A 2 CAR GARAGE IN THE FRONT OF THE PROPERTY.  AFTER REVIEWING THE APPLICATION, THE BOARD AGREED IF THE GARAGE IS MOVED TO THE OTHER SIDE OF THE PROPERTY.  THEY HAVE TO GO BACK TO THE PLANNING BOARD FOR A VARIANCE PLACING THE GARAGE 5 FEET FROM THE SIDE PROPERTY AND 14 FEET BACK FROM LINDEN AVENUE.  THEY WILL HAVE TO GO BACK TO THE ZONING BOARD FOR FINAL APPROVAL.

SCHOOL BOARD – AT THE LAST MEETING THEY DID A PRESENTATION ON ALL OF THE TECHNOLOGY AVAILABLE AT THE SCHOOL, SUCH AS SMART BOARDS  I PADS, DIFFERENT PROGRAMS THAT THEY USE.  IT WAS NICE TO SEE HOW TECHNOLOGICALLY ADVANCED THEY ACTUALLY ARE.  ON MAY 14TH THERE IS A CANDIDATE FORUM AT THE ELEMENTARY SCHOOL FROM 7:00 – 8:30 PM.  THERE ARE FOUR CANDIDATES RUNNING FOR TWO OPEN SEATS ON THE SCHOOL BOARD, LENA BUCKLEY, KAREN GARDNER, MARY FAGAN AND DIANE ENDICOTT.  ON MAY 16TH IS THE KINDERGARTEN ORIENTATION AT THE ELEMENTARY SCHOOL.  ON MAY 21ST THE SCHOOL BOARD ELECTIONS ARE FROM 11-9 AT THE ELEMTARY SCHOOL.  YOU WILL BE VOTING FOR SCHOOL BOARD MEMBERS AND THE SCHOOL BUDGET. ABSENTEE BALLOTS ARE AVAILABLE BY MAIL OR AT THE SCHOOL.

 

REVITALIZATION – NOTHING TO REPORT.  I SPOKE TO LISA MULCAHY AND THEY ARE PLANNING ON HAVING A MEETING, SHE WILL LET ME KNOW WHEN AND WHERE. 

 

HEALTH AND WELLNESS – I SPOKE WITH MELINDA, AND SHE WOULD LIKE TO HAVE A BOOT CAMP AT THE BEACH.  IT WOULD BE FROM 8-9:00 ON SATURDAYS FROM JUNE THROUGH OCTOBER.  WE HAVE DONE THIS IN THE PAST.  THEY MAY ALSO HAVE IT ON TUESDAY NIGHTS FROM 7:00 TO 8:00 PM. 

 

LIBRARY – THIS MONTH THE LIBRARY HAD A PUBLIC HEARING ON THE PROPOSED BUDGET.  THE PROPOSED RATE IS $6..54  AND LAST YEARS WAS $6.51 PER THOUSAND.  THE VOTE IS MAY 16TH AT THE LIBRARY FROM 2:00 – 8:00PM.  IF YOU ARE REGISTERED IN THE SCHOOL DISTRICT YOU CAN VOTE ON THE LIBRARY BUDGET, YOU DON’T HAVE TO BE A VILLAGE RESIDENT, JUST A SCHOOL DISTRICT RESIDENT.

THE LIBRARY SUMMER READING PROGRAM STARTS 6/20 AND THEY ARE HAVING A BOOK SALE FROM MAY31 – 6/2.

 

TRUSTEE HOWLEY –  THE WATER REPORT FOR THE MONTH OF APRIL – THE HYDRANTS WERE FLUSHED AND THEY CLEANED UP VERY QUICKLY AND WERE FINISHED AFTER TWO DAYS.  THE SUMMER WATER SYSTEM HAD FULL SERVICE BY THE MAY 1ST DEADLINE.  THEY HAD THE USUAL LEAKS AND WERE REPAIRED WITH THE HELP OF THE DPW.  THE OLD GALVANIZED PIPE IN THE WAH TA WAH PARK PUMP STATION HAS BEEN REPLACED.  THE OPERATORS RAN INTO A SERIOUS PROBLEM WITH ONE OF OUR WELLS IN VICTORY ACRES WHICH WAS CAUSING THE WELL TO IMMEDIATELY TRIP AND SHUT OFF.  IT WAS AN ELECTRICAL PROBLEM AND WITH THE HELP OF JM ELECTRIC AND THE DPW, THEY LOCATED TWO SHORTS AND NEW WIRE HAD TO BE INSTALLED.  ON A GOOD NOTE, THE OLD HEAVY COPPER WIRE THAT WAS REMOVED WAS TURNED IN FOR SCRAP AND PAID FOR THE ENTIRE JOB.  WE ACTUALLY MADE ABOUT $800.00 ON THE WIRE ABOVE THE COST.  DELIVERY HAS BEEN TAKEN ON 2 CHEMICAL BULK STORAGE TANKS.  THE OLD TANKS REQUIRED BULK STORAGE PERMITS FROM THE DEC AND THE NEW ONES DO NOT.  THE OPERATORS ORDERED THE NEW FLIGHTS AND CHAINS WHICH WERE SUPPOSED TO BE INSTALLED DURING THE FILTRATION PLANT PROJECT. 

 

PBA – I HAD AN INITIAL MEETING WITH THE PBA AND THE MAYOR TO DISCUSS CONTRACT NEGOTIATIONS. 

 

MAYOR DWYER – TO CLARIFY THE FLIGHTS AND CHAINS AND FLOATING DECANTERS.  THESE ARE TWO ELEMENTS OF THE PROJECT TO REDO THE WATER PLANT THAT WERE NEVER FIXED.  WE FINALLY FIXED THEM THIS WEEK IN HOUSE AND THE PLANT OPERATOR TOOK CARE OF IT FOR US.

APPALACHIAN TRAIL COMMITTEE – LAST NIGHT I ATTENDED A MEETING FOR THE APPALACHIAN TRAIL COMMITTEE AND THEY DECIDED TO HAVE AN APPALACHIAN TRAIL DAY ON JUNE 29TH.  THEY ARE PLANNING DIFFERENT ACTIVITIES HERE AND IN WARWICK.  AS SOON AS I FIND OUT THE DETAILS I WILL LET EVERYONE KNOW. 

 

SENIOR CENTER – THE SENIORS WENT TO THE CITY TO SEE JERSEY BOYS AND HAD A GREAT TIME.  THEY HAD ABOUT 56 SENIORS GO.  ON MAY 22ND THE SENIORS WILL BE AT THE ELKS CLUB FOR LUNCH.  ON MAY 29TH THEY ARE HAVING A SPORT FITNESS DAY FOR ANYONE 55 AND OLDER.  PLEASE CALL THE SENIOR CENTER AT 845-477-8482 FOR ANYMORE DETAILS.  ON MAY 30TH ST FRANCIS HOME IS COMING TO DO A DEMO ON HOME SAFETY PRODUCTS FOR SENIORS.  ON MAY 9TH DR. ATTORNEY BUCKHEIT REPORT

 

I WANTED TO ANNOUNCE THAT THE PBI OR BUIDING PERFORMANCE INSTITUTE WHICH IS A RECOGNIZED ENGINEERING ASSOCIATION THAT HAS ACCREDITATION IS WHAT SUSTAINABLE WARWICK GENTLEMAN WAS TALKING ABOUT.  I HAVE WORKED WITH THE BUILDING INSPECTOR WITH REGARDS TO THE ACCUSATORY INSTRUMENT BECAUSE THERE WAS AN ISSUE WITH THE WORDING.  WE ARE WAITING FOR THE APPELLATE DECISION THAT WENT AGAINST US.  I HAVE ALSO HAD INTERRACTION WITH THE COUNTY ATTORNEY REGARDING A PROPERTY UP IN WAH TA WAH PARK THAT IS OWNED BY THE COUNTY.  EVIDENTLY THEY HAVE HAD A CONTAINER UNIT UP THERE FOR QUITE A WHILE THAT IS IN VIOLATION OF VILLAGE CODE AND WE ARE WORKING TO GET IT REMOVED.  THE BIGGEST ISSUE WE HAVE BEEN WORKING ON IS WE RECEIVED A SUBPOENA FROM THE ATTORNEY GENERAL  FROM THE PUBLIC INTEGRITY BUREAU.  THE NATURE OF THE SUBPOENA IS REGARDING OUR DOCUMENTATION OF TWO PROJECTS, THE VILLAGE HALL COMPLEX AND THE COMMUTER LIBRARY PARKING LOT PROJECT.  THE CONCERN OF THE ATTORNEY GENERAL’S OFFICE IS THAT THE VILLAGE DID NOT COMPLY WITH PROPER BIDDING PROCEDURES WITH REGARDS TO INTERACTION WITH THE CONTRACTORS.  THE MAYOR HAS INSTRUCTED US TO BE IN COMPLETE COMPLIANCE WITH THE SUBPOENA.  WE DID ADVISE THE ATTORNEY GENERAL’S OFFICE THAT NO MEMBER OF THE CURRENT VILLAGE BOARD WAS INVOLVED IN THIS PROCESS.  I’VE BEEN WORKIING WITH THE VILLAGE CLERK AND THE INITIAL SET OF DOCUMENTS WE ARE GOING TO PROVIDE IS A STACK APPROXIMATELY 18 INCHES TALL. FOR DOCUMENT ACCOUNTABILITY WE WILL BE BATE STAMPING EACH DOCUMENT SO WE ARE ABLE TO MAINTAIN RECORDS SO WE KNOW EXACTLY WHAT WE SENDING THEM IF THEY HAVE A QUESTION. WE WILL FURTHER COMPLY WITH ANY OTHER REQUESTS FOR DOCUMENTS AND LET THEM KNOW THAT WHATEVER MAY HAVE BEEN DONE WAS NOT DONE BY ANYONE ON THE CURRENT BOARD AND GET THIS PROCESS CONTINUING AS SOON AS POSSIBLE.  IF ANYONE HAS ANY QUESTIONS ON THIS SUBPOENA PROCESS OR OUR RESPONSE I CAN ANSWER IT NOW.

NANCY DEANGELO – REGARDING THE WATER SYSTEM, I HAD A QUESTION ABOUT THE CONDUITS AND HAS THERE BEEN ANY PROVISION MADE OVER THE YEARS TO REPLACE THE WATER PIPES IN THE ROADS WHICH IN SOME CASES ARE PROBABLY OVER 100 YEARS OLD. 

 

MAYOR DWYER – THAT WAS ONE OF THE FIRST THINGS I ASKED THE WATER OPERATOR, WHAT DO THEY LOOK LIKE.  HE TOLD ME THEY ARE NOT AS BAD AS YOU WOULD THINK.  SOME OF THE SERVICE LINES, FROM THE ROAD UP TO THE HOMES ARE IN BAD SHAPE, THEY ARE MUCH NARROWER.  YOU ARE TALKING MILLIONS OF DOLLARS TO REPLACE ALL THAT PIPING.   IT WOULD HAVE TO BE DONE SECTION BY SECTION.  SOONER OR LATER YOU ARE RIGHT, THEY WILL HAVE TO BE REPLACED, PROBABLY SECTION BY SECTION.

 

NANCY DEANGELO –IF WE MAKE SOME PROVISION TO REPLACE A SMALL SECTION EVERY YEAR, WE WOULDN’T HAVE TO HAVE THAT HEAVY HIT.  HUD GRANTS THAT ARE GIVEN OUT, CAN WE USE THEM FOR SOMETHING LIKE THIS.

 

VILLAGE CLERK PAT OLSEN – ONLY FOR AREAS THAT ARE QUALIFIED FINANCIALLY TO RECEIVE HUD FUNDS, WHICH RIGHT NOW IS HEMLOCK HILL TO SCOTTI’S WAY.  WE HAVE USED HUD GRANTS FOR WATER LINES, WATER METER INSTALLATION, ETC.  THE MEDIAN INCOME IN OUR AREA HAS RISEN, AND WE ONLY QUALIFY ON JERSEY AVENUE AND SENIOR CENTER PROJECTS.

OLD BUSINESS

 

2013/2014 BUDGET PASSED – THE BUDGET WAS PASSED UNANIMOUSLY BY THE VILLAGE BOARD WITH A .98% TAX LEVY INCREASE SO THAT TAX RATE WILL BY $50.35 PER ONE THOUSAND AND THAT IS AN .82 INCREASE FOR THE YEAR.

 

CONCERT SERIES – THIS YEAR’S CONCERT SERIES IS ALMOST COMPLETE.  WE RECEIVED A NICE DONATION FROM THE LIONS CLUB TOWARDS CONCERTS.  THEY HAVE DONATED $1500 THIS YEAR FOR YOUTH SUMMER CONCERTS, WHICH WILL INCLUDE A CHILDREN’S MOVIE AND TWO NIGHTS WHERE WE WILL HAVE LOCAL BANDS PLAYING FOR TEENS AND A YOUNG CHILDRENS BAND.  WE ARE INTRODUCING A YOUTH COMPONENT TO THE SUMMER CONCERT SERIES AND WE ARE VERY GRATEFUL TO THE LIONS CLUB FOR THEIR OUTSTANDING RESPONSE FOR OUR COMMUNITY.    THE CARDS SHOULD BE READY WITHIN A WEEK OR SO FOR EVERYONE.  WE ARE GOING TO HAVE A LOT OF GREAT BANDS AND IT SHOULD BE A LOT OF FUN THIS YEAR AND WE ARE GLAD TO KEEP THIS GOING. 

 

LAKE COMMISSION / HYDRORAKING –  THIS HAS BEEN DEPENDENT UPON A COUPLE OF THINGS HAPPENING.  I WAS ADAMANT ABOUT NOT STARTING THE PROCESS UNTIL WE GOT THE $18,000 BACK FROM THE GWL COMMISSION FOR A PREVIOUS PROJECT WE DID.  WHEN WE FIRST STARTED TALKING ABOUT THIS WE WERE GOING TO PAY FOR IT AND THEY WERE GOING TO PAY US BACK.  THEY STILL OWED US $18,000 AND I THOUGHT IT WOULD BE A BAD BUSINESS VENTURE TO DO THAT AGAIN.  I TALKED TO THE CHAIRMAN OF THE BI STATE COMMISSION WHO HAS TOLD US THE GRANT ADMINISTRATOR WILL GIVE US $46,000 TO START THIS PROJECT AND THE VILLAGE WILL NOT LAY OUT ANY MONEY, SO THIS IS A NO BRAINER.  THAT IS GREAT NEWS AND WE ARE IN THE PROCESS OF GETTING THE PERMITS SECURED SO THAT WE CAN GET THIS PROJECT DONE THIS SUMMER,. 

 

HAZARD MITIGATION PLAN – MAYOR DWYER STATED WE MET WITH TECTONIC ENGINEERING BACK IN APRIL REGARDING THE TOWNWIDE PLAN FOR THE FUTURE.  HOPEFULLY THIS WILL MITIGATE SOME OF THE PROBLEMS THAT WE HAVE WITH STORMWATER RUNOFF AND OTHER PROBLEMS WE HAD WITH HURRICANE SANDY IN OTHER AREAS.  HOPEFULLY WE CAN GET SOME MONEY TO MITIGATE SOME OF THESE PROBLEMS IN THE FUTURE.  WE HAVE A LIST OF AREAS THAT WE THINK NEED ATTENTION AND WE WILL GET THAT OUT THERE SO YOU CAN SEE IT.

AERATION – WE HAD A CONVERSATION LAST YEAR REGARDING TURNING THE AERATORS OFF FOR THE WINTER.  WE DECIDED AS A BOARD TO SHUT THEM OFF AND WE HAD A QUESTION ABOUT WHETHER OR NOT THE BIOLOGICALS WOULD NEED TO BE REPLACED WHICH WOULD BE A COST TO THE VILLAGE.  WE HAD LAKE SAVERS IN A COUPLE OF WEEKS AGO AND WENT THROUGH CHECKING ALL THE AERATORS TO MAKE SURE THEY WERE OPERATIONAL.  WE DO HAVE A FEW THAT THE ELECTRICIAN IS WORKING ON.  ACCORDING TO THE PRESIDENT OF LAKE SAVERS, HE DOES NOT SEE A NEED TO  ADD MORE BIOLOGICALS THIS YEAR.  WE WILL WATCH IT AND IF WE FEEL WE NEED THEM WE WILL ADD THEM.  THEY ARE A NECESSARY COMPONENT OF THE AERATION PROCESS TO EAT THE SEDIMENT AT THE BOTTOM OF THE LAKE.  IF WE NEED MORE COME JUNE OR JULY, WE WILL DISCUSS IS AS A BOARD THEN.  THEY ARE ACTUALLY MICRO ORGANISMS. 

 

 

CLEAN SWEEP – MAYOR DWYER STATED I WANT TO THANK EVERYONE THAT CAME OUT FOR THE CLEAN SWEEP LAST WEEK.  WE HAD ABOUT 80 PEOPLE PARTICIPATE THIS YEAR AND WE WENT ALL AROUND THE COMMUNITY.  ONE OF THE MAIN FOCUS POINTS WAS CLEANING UP THE WOODED LOT NEXT TO THE SOCCER FIELD.  TRUSTEE ENGLISH AND A FEW OTHERS HELPED PLANT SOME BUSHES.  ALL THE TRUSTEES WERE INVOLVED, AS WELL AS THE FIRE DEPARTMENT AND YOUNG JOHN RADER BROUGHT HIS POLICE ACADEMY CLASS.  SOME HIGH SCHOOL STUDENTS PAINTED OUR GARBAGE CANS WHICH WERE IN PRETTY POOR SHAPE SO NOW THEY LOOK BEAUTIFUL. 

 

TRUSTEE ENGLISH – THANK YOU TO THE ELKS FOR PROVIDING FOOD AFTERWARDS. 

 

MAYOR DWYER – YES, THANKS TO THE ELKS AND TO EVERYONE WHO CAME OUT IT WAS A GREAT COMMUNITY EFFORT. 

 

NEW BUSINESS

 

GARBAGE BID – THE BID OPENING WILL BE MAY 15TH AT 9:00AM AT VILLAGE HALL.  WE MET WITH IWS WHO CURRENTLY PROVIDE OUR SANITATION.  RIGHT NOW WE DUMP OUR LEAF BAGS ON TOP OF THE HILL AT LIONS FIELD.  I DON’T WANT TO CONTINUE TO DUMP THEM THERE.  IWS TOLD US THEY WILL REMOVE THEM AND TRANSPORT THEM TO ANOTHER LOCATION IF WE CAN FIND A DROP OFF SITE.  WE ARE ACTIVELY LOOKING FOR SOMEONE WHO WILL TAKE THEM. 

 

NO DOGS ON FIELDS – WE HAVE PUT UP SIGNS TO PLEASE NOT WALK YOUR DOG ON THE FIELDS.  RESPECT THE YOUTH AND THE ORGANIZATIONS AND DO NOT WALK YOUR DOGS ON THE FIELDS.  PICK UP AFTER THEM WHERE YOU DO WALK THEM.  WE ARE WORKING WITH THE BOY SCOUTS RIGHT NOW AS SOMEONE WANTS TO PUT UP POOP RECEPTACLES WITH BAGS. 

 

PUMPED OUT TERRA CLEAN UNIT – MAYOR DWYER STATED THIS IS A LARGE FILTER FOR SEDIMENT REMOVAL AT THE BASE OF WAH TA WAH PARK.  IT WAS INSTALLED YEARS AGO TO HELP CATCH THE SEDIMENT IN THE RUN OFF BEFORE IT MEETS THE LAKE.  IT LOOKS REALLY GOOD AND WE WILL CONTINUE TO DO THIS TWICE A YEAR. 

 

SPDES PERMIT – MAYOR DWYER STATED WE WERE ALL TOLD THAT WE HAD A SPDES PERMIT TO DISCHARGE BACKWASH WATER AT OUR WATER TREATMENT FACILITY.  WE DO NOT HAVE A PERMIT.  WE ARE ILLEGALLY DISCHARGING THE BACKWASH WATER RIGHT NOW AND HAVE BEEN.  WE ARE ACTIVELY TRYING TO GET AUTHORIZATION AND PERMITS FROM THE DEC.  THIS WEEK YOU WILL SEE A PUBLIC NOTICE IN THE PAPER WHICH IS THE FIRST STEP TO ACQUIRE THE SPDES PERMIT WHICH WILL ALLOW US TO SAFELY AND EFFECTIVELY DISCHARGE OUR BACKWASH WATER.  IT IS NECESSARY, WE HAVE TO DO IT, BUT WE WANT TO DO IT SAFELY, TAKE THE TESTS, SUBMIT THEM TO THE DEC.  SO THIS IS THE FIRST STEP TO LEGALLY DISCHARGE THE BACKWASH WATER FROM THE PLANT.  WE WILL KEEP YOU UPDATED.  IF ANYONE HAS ANY QUESTIONS OR CONCERNS PLEASE BRING THEM TO US AND WE WILL ADDRESS THEM. 

 

ENGINEERS – EVERY YEAR WE TRY TO GET ON A LIST FOR SEWERS.  WE ARE TRYING TO GET A GRANT, A MASSIVE GRANT FOR OVER $100,000,000 WHICH THEY DO GIVE BUT YOU HAVE TO CONTINUOUSLY APPLY.  IF YOU DON’T YOU LOSE YOUR SENIORITY.  WE ARE GOING TO CONTINUE TO APPLY FOR IT.  THIS KEEPS US ON THE LIST TO SECURE GRANT FUNDING FOR SEWERS.  THERE IS NO COMMITMENT. 

 

HUD GRANT – THERE WILL BE A PUBLIC HEARING AT THE NEXT BOARD MEETING TO DISCUSS THIS.

 

SUBPOENA – MAYOR DWYER STATED THE ATTORNEY BROUGHT THIS UP ALREADY.  NO ONE ON THE CURRENT BOARD VOTED IN SUPPORT OF THOSE TWO PROJECTS AND HAD NOTHING TO DO WITH THEIR OPERATIONS, BUT WE WILL BE AS COOPERATIVE AS POSSIBLE.  WE WANT TO MAKE SURE THE ATTORNEY GENERAL’S OFFICE GETS EVERYTHING THAT THEY NEED TO MAKE A DETERMINATION THAT EVERYTHING WAS ETHICAL AND HELD TO THE HIGHEST STANDARD THAT A GOVERNMENT OFFICIAL SHOULD BE HELD TO.  WE HOPE EVERYTHING COMES OUT OKAY AND WE WILL KEEP YOU UPDATED. 

 

PBA – TRUSTEE HOWLEY, THE CLERK AND MYSELF MET WITH THE PBA TO DISCUSS ANOTHER THREE YEAR CONTRACT.  IT IS UP THE END OF MAY AS WELL AS THE OTHER TWO UNION CONTRACTS AS WELL.  WE ARE WORKING DILIGENTLY AND WILL KEEP YOU UPDATED.  WE DO NOT KNOW WHAT THEY WANT AS OF RIGHT NOW.

 

NYCOM – MAYOR DWYER STATED I WENT TO SARATOGA THIS PAST WEEKEND, SUNDAY, MONDAY AND TODAY.  ATTORNEY BUCKHEIT AND I BOTH ATTENDED.  AFTER THE MEETING CONCLUDED THIS MORNING I MADE SURE THAT I SCHEDULED MEETINGS WITH ASSEMBLYWOMAN RABBITT, AND SENATOR BONACIC AND THEY WERE VERY PRODUCTIVE.  SENATOR BONACIC HAS AGREED TO HELP US CHANGE A GRANT THAT WE RECEIVED MANY YEARS AGO FROM SENATOR MORAHAN.  IT WAS FOR $200,000 FOR IMPROVEMENTS TO THE WATER PLANT AND WE DIDN’T USE IT FOR THAT BECAUSE WE GOT LOWINTEST LOANS.  HE IS GOING TO CHANGE THE TERMS OF THAT GRANT AND PUT IT THROUGH THE SENATE FINANCE COMMITTEE AND PUT IT TOWARDS SOMETHING ELSE THE VILLAGE NEEDS WHICH IS NEW CAPS FOR OUR WATER METERS.  THE WATER PLANT OPERATOR HAD TO GO WALK UP TO PEOPLE’S HOUSES TO GET READS THIS LAST TIME.  THIS TAKES AN INCREDIBLE AMOUNT OF HIS TIME AND OUR MONEY.  WE ARE GOING TO REAPPROPRIATE IT TO BUY NEW CAPS AND THAT WILL ALLOW HIM TO READ FROM HIS TRUCK ONCE AGAIN.  WE WON’T HAVE TO BOND THIS MONEY AND WE THANK SENATOR BONACIC FOR IT.  ASSEMBLYWOMAN ANNIE RABBITT IS ALSO GOING TO HELP US WITH STATE POLICE DURING MAJOR EVENTS IN THE VILLAGE WHICH WE HAVEN’T HAD IN THE PAST.  WE HAVE HAD TO USE OUR POLICE FORCE, INCURRING A LOT OF OVERTIME.  WE MAY ALSO GET SHERRIFF’S DEPUTIES.  APPLEFEST, FOURTH OF JULY FIREWORKS AND MANY OTHER EVENTS WILL BE COVERED.

 

GWL HARDBALL – MAYOR DWYER STATED SOME OF OUR COMMUNITY YOUTH CAME TO ME WITH A NEED FOR HARDBALL TEAMS.  MANY KIDS AGE OUT OF LITTLE LEAGUE AND THEY NEED ANOTHER LEAGUE TO PLAY.  IT KEEPS THEM ACTIVE AND OUT OF TROUBLE AND WE ARE COMMITTED TO THIS.  IT IS AN ORGANIZES YOUTH SPORT THAT IS FUNDED BY THE GWL PBA.  SERGEANT EIRAND AND I MET WITH THE HEAD OF THIS GROUP AND WE ARE GOING TO HELP THEM OUT AS MUCH AS POSSIBLE.  THE PBA IS BUYING THEM SHIRTS, HELMETS, BALLS, ETC.  IF WE GIVE YOUTH THE OPPORTUNITY TO KEEP BUSY AND ACTIVE THEY WILL.  I WAS INFORMED THEY SPEND A LOT OF TIME THIS PAST WEEKEND CLEANING UP LIONS FIELD AND RESPECTING THE PROPERTY.  THEY ARE ALSO GOING TO REPAINT THE DUGOUTS FOR US AS LONG AS WE SUPPLY THE PAINT.  IF YOU GIVE THE YOUTH THE TOOLS TO BE PROACTIVE AND HAVE GOOD OPPORTUNITIES AND THEY WILL GIVE BACK TO THE COMMUNITY.  I WANT TO COMMEND THEM FOR THIS.

 

BASKETBALL COURTS – AS BEN ASTORINO SAID, THE BASKETBALL COURTS HAVE BEEN IN PRETTY POOR SHAPE FOR THE LAST COUPLE OF YEARS.  THE PBA SPONSORS A LEAGUE AND WE WANT THEM TO BE ABLE TO PLAY ON GOOD COURTS, SAFE COURTS,  THE DPW CUT OUT THE POLES, POURED CONCRETE AND THEY ARE ALL GOOD AT NO EXTRA COST TO THE VILLAGE. 

 

NANCY DEANGELO – WHO IS GOING TO BE CHECKING THE FIELDS TO MAKE SURE THERE ARE NO DOGS BACK THERE.

MAYOR DWYER – WE WERE CONSIDERING REPLACING THE ENTIRE WATER METERS, BECAUSE THEY HAVE GOTTEN PRETTY OLD.  WE SENT TWO RANDOM WATER METERS TO BE TESTED BY THE COMPANY AND THEY CAME BACK 100% ACCURATE.  THERE IS A CAP THAT SEND OFF A SIGNAL THAT IS READ BY THE METER READER, AND THE BASE WHICH DETERMINES HOW MUCH HAS BEEN USED.  THE TOP PART, THE CAP HAS A BATTERY IN IT AND THEY ARE GETTING TOO OLD,  THE WATER OPERATOR HAS TO GET REALLY CLOSE TO GET A READ NOW.

WHEREAS THE CHILDREN OF OUR NATION ARE THE RESPONSIBILITY OF ALL ITS PEOPLES AND PEOPLE SHOULD BE ENCOURAGED TO CELBRATE THE GIFTS OF CHILDREN TO SOCIETY, THEIR CURIOUSITY, LAUGHTER, ENERGY, SPIRIT, HOPES AND DREAMS, AND

AUTHORIZES MAYOR JESSE DWYER TO SIGN THE BUS GARAGE LEASE WITH THE GREENWOOD LAKE UNION FREE SCHOOL DISTRICT.

RESOLUTION #34 OF 2012/2013

 

AUTHORIZES THE HIRING OF JOSEPH PUZIO FOR PART TIME GROUNDSKEEPER AT $10.00 AN HOUR.  WE HAVE LOST BRENDAN WHO WAS THE PART TIMER AS HE IS GOING FULL TIME WITH WARWICK DPW.  WE ARE SAD TO LOSE HIM, BUT JOE IS A WONDERFUL KID AND HE IS COMING IN AT THE SAME RATE SO IT WILL EVEN OUT.

BUDGET AMENDMENTS AND TRANSFERS

 

MAYOR DWYER – BEFORE THIS BOARD CAME ON WE WERE OVER BUDGET IN A LOT OF ITEMS AND WE ARE KEEPING THAT IN MIND WITH OUR FUTURE BUDGET, BUT SOME OF THESE TRANSFERS NEED TO BE MADE NOW TO OFFSET THE OVER BUDGETED ITEMS. 

 

INCREASE 3501.100 CHIPS CAPITAL AND INCREASE 5112.201 CHIPS OPERATING AND MAINTENANCE BY 38,671.21 TO APPROPRIATE CHIPS FUNDING ON CHIPS EXPENSES. 

 

INCREASE 2705.211A DONATIONS FOR MOVIE TOUR AND INCREASE 7620.411 MOVIE PREMIER EXPENSES BY 4701.52 TO APPROPRIATE DONATIONS TOWARDS THE COST OF MOVIE.

TRUSTEE ENGLISH – WHAT IS THE MOVIE TRANSFER FOR?

 

MAYOR DWYER – THE MOVIE TOUR WAS FOR THE MAGIC OF BELLE ISLE.  REMEMBER THERE WAS A TOUR THROUGH GREENWOOD PARK PRIOR TO THE MOVIE SHOWING.  HOW MUCH MONEY DID WE HAVE TO SPEND ON THAT WHICH WAS NOT REIMBURSED THROUGH FUND RAISING.

 

VILLAGE CLERK PAT OLSEN – THIS IS THE AMOUNT THAT WE NEED TO COVER $4701.42.  WE WERE SHORT ABOUT $2500.00.  THESE BILLS WERE ALREADY PAID AND THERE IS REALLY NOTHING WE CAN DO ABOUT THEM, THEY HAVE TO BE COVERED.  WE WILL CERTAINLY KEEP A MORE WATCHFUL EYE WHEN WE DO THINGS LIKE THIS IN THE FUTURE.
