VISITING ELECTED OFFICIALS

 

TOWN COUNCILMAN FLOYD DEANGELO – THE EAST SHORE ROAD RENOVATIONS ARE COMPLETE.  WE ARE BRINGING BACK THE ORIGINAL CONTRACTOR TO REPAVE THE ROAD IN APPROXIMATELY FOUR TO SIX WEEKS.  WE HAVE DONE ALL OF THE NECESSARY IMPROVEMENTS AT THE BEACH THAT WERE REQUESTED BY RESIDENTS.  WE HAVE BROUGHT IN NEW SAND, STAINED THE STAGE, FIXED PICNIC TABLES, ETC.  THERE IS A GENTLEMAN NAMED JASON STEIN WHO WILL BE OPENING A FOOD WAGON DOWN THERE DURING THE DAY.   I’D LIKE TO SET UP A MEETING WITH RICH DEMBEK, KATHELEEN HOLDER, CHRIS CASSE AND KELLI KELM TO DISCUSS FIELD USAGE AT GREENWOOD LAKE PARK.   I WANT TO THANK THE DPW FOR THE GREAT JOB THEY DID AT THE BEACH. 

 

TRUSTEE HOLDER – I AM VERY HAPPY WITH THE FIELDS AND WONDER WHEN WE CAN ACTUALLY USE THEM?

 

FLOYD DEANGELO – WE WERE JUST OUT THERE AND PERHAPS IN THE FALL, BUT NO PROMISES. 

 

TRUSTEE HOLDER – WE ARE PLANNING A SOCCER TOURNAMENT IN THE FALL AND WE REALLY NEED TO KNOW IF THAT FIELD WILL BE AVAILABLE.  I WILL ASK CHRIS AND RICH TO COME TO THE NEXT MEETING.  THE TOURNAMENT IS SCHEDULED FOR AUGUST 19TH TO THE 23RD

 

BUILDING DEPARTMENT REPORT – IN THE MONTH OF MAY THE BUILDING DEPARTMENT COLLECTED 2 ABSTRACT FEES, 9 ANNUAL FIE INSPECTION FEES, 9 ANNUAL RENTAL INSPECTION FEES, 28 BUILDING PERMIT FEES, 1 ENGINEERED SEPTIC, 1 ESCROW, 4 ORDER TO REMEDIES, 1 PLANNING BOARD APPLICATION AD 1 SIGN PERMIT FEE.  IN ADDITION, WE ISSUED 16 VIOLATIONS, 29 BUILDING PERMITS, 16 CC/CO’S,   WE ALSO SENT OUT 54 EXPIRED SEPTIC LETTERS, 9 EXPIRED BUILDING PERMIT LETTERS, 19 RENTAL INSPECTIONS LETTERS, 16 FIRE INSPECTION LETTERS, DID 16 RENTAL INSPECTIONS, 10 COMMERCIAL FIRE INSPCETIONS, AND SENT OUT 5 ACCUSATORIES TO COURT.  I ALSO APPEARED IN COURT WITH 1 CASE.   JUST WANT TO REMIND EVERYONE I WILL BE GOING OUT ENFORCING PROPERTY MAINTENANCE CODES.

IN THE MONTH OF MAY WE CLEANED CATCH BASINS, PICKED UP BRUSH VILLAGE WIDE, WE LIMED THE FIELDS.  WE PICKED UP A HUGE LOAD OF WOOD IN GREENWOOD PARK.  THE SWEEPER HAS BEEN OUT CLEANING THE STREETS.

 

MAYOR DWYER – DID YOU SWEEP THE SENIOR CENTER PARKING LOT?

 

BEN ASTORINO – YES. 

 

VILLAGE CLERK PAT OLSEN – DOES THE TOWN OF WARWICK HAVE A CHIPPER?  ONCE WE GET RID OF THE BIG PILE UP ON TOP OF THE FIELD, CAN’T WE CHIP ON A REGULAR BASIS?

 

BEN ASTORINO – ITS’ REALLY NOT MADE FOR THAT, IT’S MADE FOR BIG BRANCHES.  

 

TRUSTEE HOLDER – HAVE YOU LOOKED AT THE FIELD, ARE THEY HOLDING THE WATER, IS IT PONDING?

FOR THE MONTH OF MAY THE VILLAGE COURT OPENED 171 NEW FILES.  THE TOTAL COLLECTED WAS $24,353.50.  THE BREAKDOWN WAS VEHICLE AND TRAFFIC MATTERS CRIMINAL MATTERS, DWI’S, SCOFFLAW FEES, CIVIL FEES, BAIL POUNDAGE, BAIL FORFEITURES AND SURCHARGES.  IN ADDITION I WANT EVERYONE TO KNOW THAT IS NOT WHAT THE VILLAGE GETS TO RETAIN.  IT’S LIKE 50% AND THE STATE BILLS US FOR THE REST.  IT USED TO BE WE SENT THE WHOLE AMOUNT TO THE STATE AND THEN THEY WOULD SEND US A CHECK 3 MONTHS LATER.  A LOT OF FEES AND FINES REMAIN HERE.

FOR THE MONTH OF MAY WE HANDLED 1202 COMPLAINTS, ISSUED 212 CITATIONS, MADE 30 ARRESTS, ISSUED 2 ARKING TICKETS, INVESTIGATED 9 MOTOR VEHICLE ACCIDENTS, HANDLED 12 NAVIGATION COMPLAINTS AND ISSUED 3 NAVIGATION TICKETS.  THE GREENWOOD LAKE COALITION IS OPENING A YOUTH CENTER AT HOLY ROSARY CHURCH ON JUNE 12TH FOR AGES 13 -17 FROM 6:00PM TP 9:00PM ON WEDNESDAYS.  WE ARE LOOKING FOR VOLUNTEERS TO CHAPERONE.

 

TRUSTEE REPORTS

 

TRUSTEE ED ENGLISH – I HAVE NOTHING TO REPORT ON THE PLANNING OR ZONING BOARD THIS MONTH AS NEITHER ONE HAD A MEETING.  THERE IS A MEETING THIS THURSDAY AT 7:30 FOR THE PLANNING BOARD. 

 

TRUSTEE KATHELEEN HOLDER – THE GREENWOOD LAKE SCHOOL BUDGET PASSED LAST MONTH AND TWO NEW BOARD MEMBERS WERE ELECTED, LENA BUCKLEY AND KARYN GARDNER.

 

MAYOR DWYER – THE SUMMER EVENT CARDS LISTING CONCERTS AND OTHER EVENTS SHOULD BE READY BY FRIDAY, I HOPE.  I HAD A GREAT TIME BOOKING ALL OF THE CONCERTS.  THERE ARE SOME NEW AND DIFFERENT BANDS THIS YEAR SO COME OUT AND ENJOY THEM. 

 

TRUSTEE TOM HOWLEY- DELIVERY WAS TAKEN TODAY ON THE FLIGHTS AND CHAINS HARDWARE AT THE WATER PLANT AND WILL BE INSTALLED SOON.  WITH EVERYTHING OPERATIONAL THE PROGRAMMING CAN FINALLY BE DONE TO PROPERLY REMOVE THE SETTLED OUT MANGANES SLUDGE.  THE MAYOR WILL BE DISCUSSING THE SPDES PERMIT APPLICATION.  OUR OPERATORS HAVE ALSO DISCOVERED A FAULTY CHECK VALVE IN THE LAKELANDS PUMP STATION.  A CHECK VALVE ONLY ALLOWS WATER TO FLOW IN ONE DIRECTION, IT IS BEING FIXED BY THE WATER OPERATORS, AND THEY HAVE ORDERED THE PARTS FOR THE HYDRANT IN WAH TA WAH PARK AS WELL. 

 

TRUSTEE HOWLEY CONTINUED, DURING THE STREET FAIR ON JUNE 8TH, THE ELKS CLUB ALONG WITH THE BOY SCOUTS WILL BE HAVING A FLAG DAY CEREMONY AT 1:00PM. 

 

TRUSTEE KELM – THE STREET FAIR IS SATURDAY JUNE 8TH ON WINDERMERE AVENUE FROM 11:00 – 5:00PM.  WINDERMERE AVENUE WILL BE CLOSED TO TRAFFIC DURING THAT TIME.  I RECEIVED A LETTER FROM THE TUXEDO BOARD OF EDUCATION REGARDING A PRESENTATION AT THE AMERICAN LEGION ON THE STEM PROGRAM WHICH WILL BE JUNE 5TH AT 7:00PM AND AT THE HIGH SCHOOL ON JUNE 6TH.  I’M PROUD OF THE GIRLS SOFTBALL TEAM FOR MAKING IT INTO THE SECTIONALS.  PLEASE PAY ATTENTION TO THE CROSSWALKS.  IT IS NICE OUTSIDE AND THERE ARE A LOT MORE PEOPLE WALKING AROUND AND RIDING THEIR BIKES. 

 

MAYOR DWYER – I WANT TO THANK ERIC KELM FOR ALL OF THE HARD WORK IN ORGANIZING THE STREET FAIR.  I ENCOURAGE EVERYONE TO COME. 

 

TRUSTEE KELLI KELM – I WANT TO GIVE A BIG THANK YOU TO THE MAYOR OF WALDEN WHO GAVE US CONTACTS FROM THEIR STREET FAIR. 

 

ATTORNEY BUCKHEIT – THE ATTORNEY GENERAL’S OFFICE IS REVIEWING THE FIRST SET OF DOCUMENTS WE GAVE THEM. THE VILLAGE CLERK IS PREPARING THE SECOND SET OF DOCUMENTS.  I HAVE BEEN WORKING WITH ANNIE RABBITT AND SENATOR BONACIC’S OFFICE REGARDING THE DEC FINES.  I BELIEVE IT IS BASED ON NEED TO PUNISH US FOR MISTAKES.  DURING THE TIME OF ACTION, WE HAD A PAID EXPERT AND CONSULTANT.  THE CURRENT MAYOR IS BECOMING AN EXPERT.  I WOULD ARGUE THAT THE FINE WOULD BE REVENUE GENERATING FOR THE DEC.  THE IMPACT OF A FINE WOULD HAVE A HARSH EFFECT ON OUR COMMUNITY WHICH IS IN A VERY TIGHT BUDGET.  I HAVE BEEN WORKING WITH DODY ON TWO PROPERTIES.  ONE IN WAH TA WAH AND THE OTHER IS THE BETHUNE PROPERTY WHICH HAS BEEN CLEANED UP.

TAX BILLS ARE OUT AND IF YOU HAVEN’T RECEIVED ONE PLEASE CALL THE OFFICE.  WE INCLUDED A NOTICE TO SIGN UP FOR IRIS, OUR EMERGENCY NOTIFICATION SYSTEM WITH YOUR TAX BILL.

RESIDENT NORMAN WESTPHAL – I SEE BAGS OF LEAVES EVERYWHERE THAT HAVEN’T BEEN PICKED UP, WHAT IS THE SCHEDULE?

 

VILLAGE CLERK PAT OLSEN – CALL US AT VILLAGE HALL IF YOU HAVE A PROBLEM.  THEY DIDN’T PICK UP BAGS LAST MONDAY BECAUSE OF THE HOLIDAY SO THEY WERE BEHIND. 

 

RESIDENT TINIE FILIPOWSKI – IS THERE A HELMET LAW?

 

MAYOR DWYER – YES THERE IS A NEW YORK STATE LAW.  THE POLICE DEPARTMENT IS HAVING A BICYCLE RODEO ON JUNE 22ND FROM 11:00 TO 1:00AND WILL BE DISCUSSING BICYCLE SAFETY AS WELL.

 

OLD BUSINESS

 

MAYOR DWYER CONTINUED, IF YOU HAVE BEEN FOLLOWING THE MEETINGS FOR THE LAST COUPLE OF MONTHS WE HAVE RESTRICTIONS ON DISCHARGING WATER FOR THE SPDES PERMITS.  .  WE ARE NOT ALLOWED TO DISCHARGE PHOSPHATE, BUT WE WERE PRODUCING POLYORTHO PHOSPHATE TO RESIST LEAD AND COMPPER AND KEEP MANGANESE LEVELS DOWN.  WE HAVE IDENTIFIED THAT NEEDED TO BE CHANGED SO WE ARE NO LONGER DISCHARGING PHOSPHATES.    THE VILLAGE PASSED A LAW FOR RESIDENTS THAT STATES YOU CAN’T USE PHOSPHATE FERTILIZER ON YOUR LAWN.  WE ARE NO LONGER ADDING PHOSPHATES; WE ARE SAVING MONEY ON CHEMICALS AND REDUCING THE AMOUNT OF CHEMICALS IN THE WATER THAT WE DRINK.  WE HAVE NOT RECEIVED THE PERMIT AS OF YET. 

 

MAYOR DWYER – WE RECEIVED A DEC VIOLATION BACK IN FEBRUARY REGARDING OUR CHLORINE STORAGE.  WE WERE USING A 300 GALLON TANK.  IF WE SWITCHED THEM OUT TO TWO 180 GALLON TANKS WE WOULDN’T NEED A DEC PERMIT.  WE HAVE DONE THAT, BUT DEC ARE STILL GOING TO FINE US.  WE MET WITH THEM AND EVEN THOUGH THE PROBLEM HAS BEEN FIXED THEY FEEL THE NEED TO STILL FINE US.  ATTORNEY BUCKHEIT SPOKE TO SENATOR BONACIC WHO THOUGHT THEY WERE FINING US FOR CONTINUING AND WE AREN’T, WE FIXED THE PROBLEM.   HOPEFULLY WE CAN GET IT REDUCED.   

 

O&R WAH TA WAH PAVING – O & R IS INSTALLING NATURAL GAS UP TO THE SECOND ROAD IN WAH TA WAH.  YOU’VE SEEN HOW THEY FIX THE ROADS AFTER THEY INSTALL THE PIPES.  WE HAVE WORKED OUT A DEAL WITH THEM AND THEY MUST REPAVE EACH SECTION AS THEY GO.  THEIR ULTIMATE GOAL IS TO INSTALL NATURAL GAS ALL THE WAY UP TO THE TOP OF WAH TA WAH WHICH WOULD BE GREAT FOR ALL. 

 

AERATION – AT THE LAST MEETING THE BOARD REQUESTED MR. TUCCI COME IN TO ANSWER QUESTIONS ABOUT THE BIOLOGICALS AND RESULTS OF AERATION.  HE COULD NOT COME TO THIS MEETING, BUT THEY ARE GOING TO COVER THE COST OF THE BIOLOGICALS.  IT’S NICE TO SEE THAT THEY ARE STEPPING UP TO THE PLATE. 

SINCE WE MADE THE INITIAL INVESTMENT WE NEED TO DO THIS SO WE ARE NOT WASTING IT. 

 

TRUSTEE ED ENGLISH- WHEN IS MR. TUCCI GOING TO COME IN FRONT OF THE BOARD.

 

MAYOR DWYER – HE WILL BE AT THE NEXT MEETING.

 

NEW BUSINESS

 

MAYOR DWYER – I WANT TO THANK THE TOWN FOR ALL OF THE WORK THAT THEY DID AT THE BEACH.

 

SPECIAL EVENT FEES – THE VILLAGE HAS MANY SPECIAL EVENTS AND THERE HAS NEVER BEEN A FORMULA FOR MAJOR EVENT FEES.  TO KEEP THINGS FAIR SOMETHING SHOULD BE IN PLACE.  WE DON’T WANT TO DISCOURAGE EVENTS BUT WE CAN’T STRAP OUR RESOURCES SUCH AS POLICE SERVICES.  WE NEED TO COME UP WITH CREATIVE SOLUTIONS TO STRIKE THAT BALANCE.  WE WILL BE LOOKING AT OTHER MUNICIPALITIES TO TRY AND COME UP WITH SOMETHING FAIR AND REASONABLE. 

 

LEAF DISPOSAL AND TOP OF FIELD –  MAYOR DWYER STATED WE HAD ONLY ONE BID FOR SANITATION AND IT WAS FROM INTERSTATE WASTE AT A SAVINGS OF $16,000 OVER THE CURRENT CONTRACT.  WE HAVE NEGOTIATED WITH THEM TO START TAKING THE LEAVES TO MATERIAL PROCESSORS AT TO NO EXTRA FEE TO US.  WE WILL BE USING SOME OF THAT SAVINGS ALONG WITH MONEY FEMA WILL BE PAYING US TO REMOVE THE LEAVES AND BRUSH THAT IS UP ON TOP FIELD.  THE END RESULT WILL BE TO PROVIDE THE COMMUNITY WITH SOME RECREATIONAL SPACE.  WE WANT THE GATE THERE TO BE LOCKED FROM SUNDOWN TO SUNUP AND ON WEEKENDS TO KEEP RESIDENTS AND CONTRACTORS FROM DUMPING UP THERE.  NO ONE SHOULD BE UP THERE BESIDE INTERSTATE WASTE AND OUR DPW OR PARKS.  IT IS NO LONGER PERMITTED. 

 

SUMMER CONCERT SERIES – WE RECEIVED $1500 FROM THE LIONS CLUB SO THAT WE COULD HOST A YOUTH CONCERT AND CHILDRENS CONCERTS THIS SUMMER AT THE BEACH.  WE WANTED TO HAVE A YOUTH COMPONENT AS THE BEACH SHOULD BE DIVERSE TO ACCOMMODATE ALL AGES.  THANKS TO TRUSTEE HOLDER FOR WORKING ON THE SUMMER CONCERT CARDS, WHICH ARE AT THE PRINTER AND SHOULD BE AVAILABLE BY THE END OF THE WEEK.  YOU CAN PICK THEM UP AT VILLAGE HALL AND VARIOUS OTHER PLACES AROUND THE VILLAGE.

 

WEEDS – MAYOR DWYER STATED WE ARE GETTING A LOT OF COMPLAINTS ABOUT WEEDS FLOATING DOWN FROM NEW JERSEY.  WE ORIGINALLY THOUGHT THEY WERE WEED HARVESTING, BUT THEY ARE SAYING NO IT IS FROM BOATS CUTTING THE WEEDS.  IT IS PROBABLY A COMBINATION OF BOTH AS THE NEW JERSEY END OF THE LAKE IS REALLY HORRIBLE WITH WEEDS THIS YEAR, I’VE NEVER SEEN IT THIS BAD.  

 

MAYOR DWYER – I WANT TO COMMEND MELAND GOLD FOR THE FOUR SEASONS PAINTINGS WHICH ARE VERY SIMILAR TO THE ONES THAT WERE ALMOST OUTLAWED.

JUNE 14TH – TUXEDO HIGH SCHOOL BAND AND CHOIR AT THE BEACH

 

JUNE 22ND – TEEN NIGHT CONCERT AT THE BEACH WITH 3 LOCAL BANDS

 

JUNE 27TH – BOSSY FROG A CHILDRENS CONCERT AT THE BEACH.

 

JUNE 28TH – CONCERT AT MAGIC TOUCH.

RESIDENT ELLEN SHEFFIELD – I THINK ITS GREAT THAT YOU ARE STREAMNG THE BOARD MEETINGS TO THE WEBSITE.  THE PROBLEM IS YOU REALLY CAN’T HEAR IT.  IS THERE ANYTHING WE CAN DO TO FIX THAT? 

 

MAYOR DWYER – THERE WAS A PROBLEM WITH THE MICROPHONES BUT WE FIXED THEM SO IT SHOULD BE BETTER.

 

RESIDENT DAVID SHEFFIELD – WHEN ORANGE AND ROCKLAND CAME UP TO DO THE GAS LINES IN LAKELANDS THEY LEFT THE ROADS A MESS.

 

MAYOR DWYER – WE WILL LOOK INTO THAT.  THE DPW WENT UP AND LOOKED AT IT AND THOUGHT IT WAS OKAY.  WE ALSO ASKED ORANGE AND ROCKLAND TO LOOK INTO IT.  WE HAVE A BOND FROM THEM JUST IN CASE. 

 

RESIDENT DAVID SHEFFIELD – IS THERE ANYTHING THAT CAN BE DONE ABOUT THE INDUSTRIAL PARKING LOT THAT IS GOING ON ROUTE 17?

 

MAYOR DWYER – I WOULD LOVE TO SEE A BIG COMPANY COME IN THERE, BUT IT IS AN ALLOWED USE ON THE PROPERTY.

 

RESIDENT ELLEN SHEFFIELD – CAN HE PUT IN A FENCE TO SHIELD IT?

 

MAYOR DWYER – A FENCE ACROSS THE FRONT OF THE PROPERTY CAN ONLY BE 4 FEET HIGH SO IT REALLY WOULDN’T SHIELD ANYTHING.

 

ELLEN SHEFFIELD – THERE IS A PROPERTY IN TOWN THAT HAD TO PUT UP A FENCE. 

 

MAYOR DWYER – I WILL SPEAK TO DODY AND SEE IF THERE IS ANYTHING THAT CAN BE DONE. 

 

TRUSTEE KELLI KELM – I DON’T MIND THE TRUCKS PARKED THERE AS MUCH AS I MIND THE PROPERTIES THAT HAVE ALL THE HIGH GRASS AROUND TOWN.

 

MAYOR DWYER – I WILL SPEAK TO DODY ABOUT THAT AS WELL. 

 

RESIDENT DENISE SPALTHOFF – IF DODY IS OUT LOOKING, THERE ARE TWO HOMES ON MURRAY THAT ARE COMPLETELY EMPTY AND THE YARDS ARE A MESS.  ONE OF THEM IS RIGHT NEXT TO THE PRIVATE BEACH.

 

MAYOR DWYER – DODY WILL LOOK INTO THIS AS WELL.

AUTHORIZES THE REPAIR OF POLICE BUILDING ROOF FROM DAMAGE OF HURRICANE SANDY TO THE LOWEST ESTIMATE OF $12,675.00 TO AG CONTRACTING.  PROCEEDS FROM INSURANCE COMPANY AND FEMA TO COVER THE COST. 

 

MOTIONED BY TRUSTEE ENGLISH.  SECONDED BY TRUSTEE HOWLEY.  ALL AYES TO SAID MOTION. 

 

MOTION TO CLOSE THE VILLAGE BOARD MEEITING AT 8:45PM.  THE NEXT MEETING IS JUNE 17TH AT 7:30PM.  MOTIONED BY TRUSTEE HOLDER.  SECONDED BY TRUSTEE KELM.  ALL AYES TO SAID MOTION.
