MAYOR DWYER – WE HAVE A PRESENTATION TONIGHT BY JOHN TUCCI OF LAKE SAVERS, BUT HE IS NOT HERE YET SO WE WILL MOVE ON.

CORRESPONDENCE IS POSTED.

LETTER FROM RESIDENTS ADAM AND TINIE FILIPOWSKI – THANKING US FOR A QUICK RESPONSE TO THE WEED PROBLEM. THIS IS IN REFERENCE TO ALL OF THE WEEDS THAT HAVE BEEN WASHING UP ON OUR SHORES FROM THE NEW JERSEY SIDE OF THE LAKE. AN ARTICLE WAS IN THE PAPER SAYING IT WAS HARVESTER MALFUNCTION, AND OTHER PEOPLE ARE SAYING IT WAS CAUSED BY BOATS. WE DON’T KNOW BUT OUR DPW AS WELL AS THE LAKE COMMISSIONERS WERE OUT WORKING HARD TO SOLVE THE PROBLEM AND I THINK WE HAVE.

LETTER FROM RESIDENT KATHIE TURNER TO MAYOR AND TRUSTEES – THANKING EVERYONE ALONG WITH THE TOWN CREW FOR REMOVING THE TREE THAT BORDERED HER PROPERTY ON WRIGHT STREET. A LARGE PART OF IT CAME DOWN LAST YEAR AND THE REST NEEDED TO BE REMOVED. SHE IS HAPPY THAT BARELY A MONTH AFTER NOTIFYING US WE HAD THE TREE REMOVED AND SHE IS APPRECIATIVE.

LETTER FROM TOWN OF WARWICK APPROVING SUMER CONCERTS AND EVENTS AND CONTRIBUTING $500 TOWARDS FIREWORKS. THE TOWN BOARD APPROVED THIS ON JUNE 13TH BY RESOLUTION.

VISITING ELECTED OFFICIALS

TOWN COUNCILMAN FLOYD DEANGELO – I UNDERSTAND THE DOT IS MEETING WITH SUPERVISOR SWEETON AS THEY HAVE TO APPROVE THE RESURFACING OF EAST SHORE ROAD AND IT SHOULD BE DONE RIGHT AFTER JULY 4TH.

MAYOR DWYER – DEPAULIS IS LOOKING VERY GOOD.

FLOYD DEANGELO – IT IS LOOKING GOOD THANKS TO STAYING OFF OF IT.

MAYOR DWYER – MR. TUCCI HAS FINALLY ARRIVED SO HE WILL BE GIVING A PRESENTATION.

MR. TUCCI – I AM HERE MOSTLY TO ANSWER ANY QUESTIONS THAT THE BOARD MAY HAVE ON HOW WE ARE DOING WITH THE LAKE PROGRAM. OVERALL WE ARE DOING VERY WELL IN LIGHT OF THE WEATHER PATTERN. THERE IS A TREMENDOUS INFLUX OF NUTRIENTS INTO THE LAKE IN THE PAST MONTH. THE NUTRIENT LEVELS ESPECIALLY PHOSPHORUS HAVE JUMPED TWO TO THREE TIMES WHAT IT WAS IN APRIL. WE ARE SEEING REGROWTH OF WEEDS IN CERTAIN AREAS, ALONG THE SHORE IN THE EAST ARM AND THE WEST ARM. THE BATTLE IS ALL ABOUT NUTRIENTS. OUR SYSTEM IS DESIGNED TO PROCESS THEM EFFICIENTLY AND EFFECTIVELY AND PREVENT WEEDS FROM GROWING OR KNOCK THEM DOWN BY STARVING THEM. THAT’S THE ONLY SUSTAINABLE WAY TO CONTROL WEED GROWTH IS BY MAKING THE LAKE HEALTHIER OVER TIME BY REDUCING NUTRIENTS. ANY OTHER METHOD WILL HARM THE HEALTH OF THE LAKE OR WONT MAKE IT ANY BETTER. WE ARE DOING WELL OVERALL. I HAVE HANDOUTS FOR THE RECORD. THIS IS DATA WE TAKE ON THE LAKE, WE ARE NOT CONTRACTED TO DO THIS, BUT WE DO IT SO THAT WE KNOW HOW WE ARE DOING. WE WANT TO BE BUDGET CONSCIOUS WITH THE VILLAGE THIS YEAR AND WE THOUGHT WE WOULD BE FINE WITH NO ADDITIONAL BIOLOGICAL ADDITIVES THIS YEAR. GIVEN ALL THE RAIN, AFTER WE SAID THAT, WE FELT THAT BIOLOGICALS WOULD BE BENEFICIAL THIS YEAR. AT OUR EXPENSE, WE HAVE PUT OVER 45 LITERS OF PRODUCT TO HELP YOU OUT. AS OF 5/28 THE PHOSPHORUS LEVELS WERE EXTREMELY HIGH. THE LAKE HAD LEVELS OF .07, .09, .11 WHEREAS A HEALTHY LAKE SHOULD HAVE .02 OR LOWER. ON APRIL 26TH IN THE EARLY SPRING WITHOUT A LOT OF RAIN AND NICE COOL WEATHER THE SAME NUMBER WAS AT .04, .03, .04 WHICH IS EXTREMELY GOOD FOR THIS LAKE. PRIOR TO STARTING THIS PROGRAM, THERE WAS PHOSPOROUS LEVELS OVER .18. .22, .17. I WOULD SUGGEST FOR THE FUTURE, LOOKING FOR WAYS TO SLOW DOWN OR STOP THE FLOW OF NUTRIENTS FROM THE INLETS INTO THE TREATMENT AREA. THAT WOULD BE A GOOD INVESTMENT AND WOULD GIVE BETTER RESULTS. ON THE WEST ARM, THERE IS AN OVERGROWN POND PAST DEFEO’S MARINA, AND THE INLET COMES FROM THE POND. THAT LAGOON IS COVERED WITH DUCKWEED AND EVERYTIME IT RAINS; IT GETS PUSHED INTO THE WEST ARM AND CLOGS UP THE NARROWS AND HELPS TO FEED THE WEEDS. IN APRIL THIS AREA WAS LOOKING GREAT, BUT NOW WITH ALL THE RAIN IT IS THERE. ABOVE THE ROUTE 17A BRIDGE, WE WILL STRUGGLE WITH THAT AREA FOREVER. IT’S A WETLAND, AND WE ARE TRYING TO KEEP IT AS CLOSE TO A LAKE AS WE CAN BUT THE REAL PURPOSE IS TO KEEP SOME LANES OPEN SO THAT THE RESIDENTS CAN GET THEIR BOATS OUT TO THE MAIN LAKE. A LOT OF THE NUTRIENTS COME IN THERE FROM THE MOUNTAIN AND FEED THE WEEDS. WE ARE TRYING TO TREAT THAT AREA AGGRESSIVELY WITH THE AERATION AND THE BIOLOGICALS SO THAT WE PROCESS THOSE NUTRIENTS BEFORE THEY CAUSE PROBLEMS DOWN THE WAY. WE TRY TO GET THE BEST RESULTS AS WE CAN BUT IT IS ALWAYS GOING TO BE A STRUGGLE. IF YOU HAD A FEW MILLION DOLLARS TO DREDGE THAT WHOLE AREA AND MAKE IT DEEPER AND SOME WAY TO STOP ALL THE NEW STUFF COMING IN FROM THE MOUNTAIN, YOU COULD REALLY HAVE A GREAT AREA. THAT AREA IS ALWAYS GOING TO BE A PROBLEM. THE RESTORATION PROJECT TO CUT CHANNELS BACK WILL BE A BENEFIT BECAUSE YOU WILL REMOVE A LOT OF THE NUTRIENT LADEN SEDIMENT. YOU PROBABLY NEED TO AERATE THOSE CHANNELS IF YOU WANT TO KEEP THEM OPEN. I REALIZE THIS IS SELF SERVING.

JOHN TUCCI CONTINUED I HANDED OUT AN APRIL REPORT AND IF WE COULD KEEP THE NUTRIENTS AT THIS LEVEL AT ALL TIMES, AND WE GET A NORMAL SUMMER WHERE IT DOESN’T RAIN EVERY DAY THERE WOULD BE VERY LITTLE WEED GROWTH. YOU CAN’T CONTROL THE WEATHER AND WE HAVE TO HAVE A SYSTEM THAT CAN RECOVER OR CAN TAKE INTO ACCOUNT THESE WEATHER PROBLEMS SO THAT’S WHY THE NEXT HILL TO CLIMB IS TO LOOK INTO TECHNOLOGIES TO STOP THE FLOW OF NUTRIENTS BEFORE THEY REACH THE AREAS WHERE THE HOUSES ARE. NUTRIENT BARRIER TECHNOLOGY HAS SHOWN PROMISE AND WE ARE TESTING IN ON A FEW PROJECTS.

MAYOR DWYER – I WANT TO THANK YOU FOR COMING HERE TONIGHT. ONE OF OUR MAIN GOALS IS DREDGING AND IT CERTAINLY STARTS WITH THAT PORTION OF THE LAKE. I MET WITH THE SENATOR AND THE ASSEMBLYWOMAN AND THEY ARE BOTH ON BOARD AND KNOW OUR GOALS AND HOPEFULLY EVENTUALLY WE CAN RAISE THE MONEY TO DO THAT. THE WETLAND UP THERE SEEMS TO BE GROWING EVERY YEAR. YOU MENTIONED SOMETHING ABOUT NOT REQUIRING THOSE REPORTS, THE DATA THAT YOU GENERATED, ISN’T THAT A REQUIREMENT WITHIN OUR DEC PERMIT TO SUBMIT ANNUAL REPORTS.

MR. TUCCI – I DON’T KNOW IF IT IS OR NOT. WE HAVE A CONTRACT WITH THE VILLAGE AND IT IS VERY CLEAR AS TO WHAT OUR RESPONSIBILITIES ARE. I AM CERTAINLY WILLING TO SUBMITRESULTS BUT IT’S NOT WITHIN OUR CONTRACT.

MAYOR DWYER – IT IS OUR RESPONSIBILITY AS IT IS IN OUR DEC PERMIT AS A REQUIREMENT, BUT WE WOULD NEED YOU TO GIVE US THE DATA.

MR. TUCCI – I AM NOT GOING TO PRODUCE A FIFTY PAGE REPORT, BUT I WILL CERTAINLY HELP OUT.

MAYOR DWYER – I MENTIONED IT TO YOU LAST YEAR AS WELL, SO I WILL FOLLOW UP WITH YOU ON THAT. SOME OF THE TRUSTEES HAVE QUESTIONS FOR YOU I BELIEVE.

TRUSTEE ENGLISH – YOU STARTED IN 2010, HOW MANY ACTUAL REPORTS HAVE YOU SUBMITTED TO THE VILLAGE.

MR TUCCI –WE REPORTED IN 2010 AND 2011. I’M NOT SURE WE SUBMITTED ANYTHING IN WRITING LAST YEAR THAT I KNOW OF.

MAYOR DWYER – WE ELIMINATED THE USE OF ORTHO POLYPHOSPHATES FROM OUR WATER TREATMENT PLANT SO THAT SHOULD HELP AS WELL.

MR. TUCCI – WHERE DOES THAT COME INTO THE LAKE?

MAYOR DWYER – OVER BY DEFEO’S.

MR. TUCCI – WELL WE CAN TAKE SAMPLES AND SEE IF THERE IS A DIFFERENCE BETWEEN THE WEST AND THE EAST. I WOULD HAVE EXPECTED CHAPEL ISLAND TO HAVE ELEVATED LEVELS OF TOTAL PHOSPHOROUS. IT IS STILL HIGH.

TRUSTEE ENGLISH – DO YOU EVER MOVE THE EQUIPMENT AROUND TO DIFFERENT AREAS?

MR. TUCCI – WE HAVE DONE SOME MOVING OF DIFFUSORS ABOVE THE ROUTE 17A BRIDGE SEVERAL TIMES, TO MOVE AROUND THE MUCK REDUCTION IMPACT. AS YOU GO DOWN THROUGH THE EAST ARM OR WEST ARM, THE DIFFUSORS WERE PLACED BASED ON DEPTH AND YOU WANT THEM IN THE DEEPEST PART SO THERE IS NOT A LOT OF ROOM TO MOVE THEM AROUND. THROUGHOUT THE TREAMENT AREA WE ARE CIRCULATING HIGHLY OXYGENATED WATER FROM TOP TO BOTTOM, SHORE TO SHORE. WEEDS TEND TO GROW WHERE IT’S SHALLOW. WE COULD PUT A DIFFUSOR EVERY TEN FEET AND YOU WOULD STILL GET WEED GROWTH NEAR THE SHORE IF THE CONDITIONS ARE RIPE. AFTER HURRICAN IRENE, WE ADDED SOME DIFFUSORS TO THE SYSTEM. THERE IS PLENTY OF AERATION OUT THERE.

VILLAGE CLERK PAT OLSEN – IS THE ONE ON MAPLE RUNNING AGAIN?

MR. TUCCI – YES AND THAT IS ANOTHER ISSUE. WE HAVE TO FIGURE OUT WHAT PERCENTAGE ON THE EAST ARM WAS KNOCKED OUT BY STORM DAMAGE WHERE THE ELECTRUCAL WAS KNOCKED OUT AND THERE WERE SIX DIFFUSORS THAT WERE DOWN FOR EIGHT MONTHS BECAUSE THERE WAS NO POWER THERE. CONNECTING POWER IS OUTSIDE OF OUR RESPONSBILITY. WE WORK WITH WHOM WE WERE TOLD TO WORK WITH ALONG A PRETTY LONG TIME SCHEDULE. WITHIN TWO DAYS OF THE ELECTRICAL BEING UP WE GOT THEM WORKING AGAIN.

MAYOR DWYER – DID YOU GET THE SYSTEM BACK ON IN THE WEST ARM.

MR. TUCCI – YES. YOU CAN’T REALLY SEE THEM BECAUSE OF ALL OF THE DUCKWEED COVERING THEM AND MY GUYS ARE GOING TO BE OUT. I DID SOME CHECKING ON THE COMPRESSORS TO MAKE SURE THEY WERE RESTARTED PROPERLY. MY GUYS WILL BE OUT CLEANING THE DIFFUSORS AND CHECKING ON THE SYSTEMS. WE MAY THROW SOME MORE PRODUCTS IN AS WELL.

MAYOR DWYER – THE NORTH ARM IS LOOKING REALLY BAD AS WE HAVE DISCUSSED WITH WEEDS.

JOHN TUCCI – IF IT WOULD JUST STOP RAINING WE WOULD SEE RESULTS.

JOHN BUCKHEIT – HAVE YOU TAKEN ANY MEASUREMENTS THAT WOULD QUANTIFY THE MUCK REDUCTION?

MR. TUCCI – WE DID IN 2011 AND SAW A 9 INCH REDUCTION IN THE ORGANIC SEDIMENT. WE HAVE BEEN DOING CHEMICAL TESTS OF THE SEDIMENT WHICH IS ACTUALLY A LITTLE MORE RELIABLE THAN A DEPTH PROBE AND WE SHOULD HAVE THAT INFORMATION FOR YOU, I THINK WE DID SOME SPRING SAMPLES AND IF NOT WE WILL DO SO SOON. WE SHOULD HAVE JUNE AND OCTOBER SAMPLES TO COMPARE TO THE ORIGINAL BASELINE. WE ARE NOT BEING PAID TO DO THAT. IF YOU WANTED TO HIRE A LEGITIMATE WATER QUALITY TESTING COMPANY, IT WOULD BE VERY EXPENSIVE ABOUT $15000. FOR US THE PROOF IS PRETTY COMPELLING IF YOU GO BACK AND LOOK AT THE TREATMENT AREA BEFORE WE STARTED.

JOHN BUCKHEIT – PERHAPS WHEN YOU HAVE DATA AVAILABLE, YOU COULD SHARE IT WITH US, EVEN IF IT IS NOT IN A FORMAL REPORT. WHEN PEOPLE ASK US QUESTIONS ESPECIALLY THOSE THAT LIVE ALONG THE SHORELINE, WHILE I AM NOT DISPUTING ANYTHING YOU ARE SAYING, FROM THE UNEDUCATED EYE STANDING ON THE SHORELINE, THE WEED REDUCTION IS NOT VERY APPARENT.

MR TUCCI – YES, THIS IS A START AND WE WILL SHARE ANYTHING THAT WE GATHER.

RESIDENT DAVID SHEFFIELD – WHAT DO YOU THINK THE RECENT SPIKE IS DUE TO?

MR. TUCCI – THE NUTRIENTS ARE FROM THE RAIN. IT PUSHES THE MUCK UP INTO THE WATER. WETLAND SOIL IS FULL OF PHOSPHOROUS. WE ARE PAYING FOR THE SINS OF 15 TO 20 YEARS AGO. I KNOW YOU HAVE A VERY EFFECTIBE SEPTIC MAINTENANCE PLAN IN THE VILLAGE, THAT IS TREMENDOUSLY BENEFICIAL TO THE LAKE IN TERMS OF WATERSHED MANAGEMENT BUT THE FACT IS THAT EVEN A WELL FUNCTIONING SEPTIC TANK, LEAVES PHOSPHOROUS AND THAT MAKES ITS WAY TO THE LAKE. IT CAN TAKE UP TO TEN YEARS TO GET THERE. AS LONG AS MEN NEED TO EAT AND POOP, THERE IS GOING TO BE WAY MORE NUTRIENTS LEACHING INTO THE LAKE THAN IT WAS DESIGNED TO HANDLE. MOST LAWNS ARE FERTILIZED. ANY TIME IT RAINS, IT ENDS UP IN THE LAKE.

RESIDENT KEITH GARLEY – YOUR BIO PRODUCTS UNDER STORM CONDITIONS, DO THEY REMAIN IN THE APPLIED AREA OR DOES IT GET WASHED DOWNSTREAM?

MR. TUCCI – NO IT GETS WASHED INTO THE MAIN LAKE. I LOST A GOOD AMOUNT OF DOLLARS WITH ALL OF THIS RAIN.

KEITH GARLEY – IS THERE ANYWAY TO RETAIN THEM.

MR. TUCCI – NOT WITHOUT EFFECTING NAVIGATION. WE ARE GOING TO DO SOME MORE DOSING WORKING WITH THE WEATHER. SOME OF IT WILL STAY, YOU DON’T LOSE IT ALL.

KEITH GARLEY – DURING THE HURRICANE, THE EAST ARM LOOKED LIKE THE MISSISSIPPI RIVER.

MR. TUCCI – AFTER THE HURRICANE, A LOT OF THE LIGHT ORGANIC STUFF GOT WASHED DOWN INTO THE MAIN LAKE AND WE WERE BASICALLY STARTING OVER IN THE ARMS. THAT’S WHY WHEN WE REINSTALLED THE SYSTEM WE INSTALLED A HEALTHY DOSE OF BIOLOGICALS TO HELP IT RECOVER. THAT WAS A REASON I THOUGHT WE COULD BACK OFF OF IT THIS YEAR, WHICH I STILL THINK IS TRUE, BUT IN THE INTEREST OF GETTING THE BEST RESULTS THAT I CAN FOR MY OWN INTEREST AND THAT OF THE VILLAGE WE HAVE ALREADY PUT IN 45 LITERS AND WILL PROBABLY DO ANOTHER 30 IN THE NEXT COUPLE OF WEEKS.

RESIDENT NORMAN WESTPHAL – DO THE CATCHBASINS AND STORM DRAINS FEED INTO THE LAKE?

MAYOR DWYER – ABSOLUTELY.

RESIDENT NORMAN WESTPHAL – DO THEY TAKE THE PHOSPHOROUS AND OTHER NUTRIENTS THAT SETTLE IN THERE INTO THET LAKE?

MR. TUCCI – THEY KEEP A LOT OF IT FROM GETTING INTO THE LAKE.

MR WESTPHAL IS THERE ANYWAY TO PUT SOMETHING INTO THE CATCH BASIN THAT TAKES THE NUTRIENTS OUT. IT WOULD BE BETTER TO DO THAT THAN PUT DIFFUSORS IN THE CENTER OF THE LAKE.

MR. TUCCI – THAT IS A GOOD IDEA.

MAYOR DWYER – WE HAVE FILTERS IN OUR CATCH BASINS NOW THAT FILTER OUT A LOT OF THE THINGS BUT SOMETIMES THEY GET CLOGGED.

JOHN TUCCI – THE NORTH ARM AND THE WEST ARM ARE NEVER GOING TO BE SWIMMING POOLS. THERE IS ALWAYS GOING TO BE WEEDS THERE. IF YOU WANT TO GO HERBICIDES WHICH IS THE USUAL STRATEGY AND YOU WANT TO DECLARE NUCLEAR WAR AGAINST THE WEEDS, YOU CAN WIPE THEM OUT FOR A SEASON. IN MICHIGAN, IT IS GROUND ZERO AGAINST THE HERBICIDES USE IN LAKES. THE WEEDS ARE DEVELOPING RESISTANCE TO THE PRODUCTS. EURASIAN MILFOIL, WHICH IS IN THE LAKE, IS RESISTANT AND THERE ARE LAKES NOW THAT HAVE TO SPEND $1000 PER ACRE TO DUMP HUNDREDS OF POUNDS OF TOXIC CHEMICALS ON THE WEED BEDS TO KILL THEM. THEY GO DOWN TO THE BOTTOM OF THE LAKE AND CREATE A TOXIC SLUDGE THAT POLLUTES THE WATER. THE FACT OF THE MATTER IS YES YOU CAN KILL WEEDS WITH HERBICIDES BUT IT WILL MAKE YOUR LAKE WORSE OVER TIME. THAT IS SCIENTIFIC FACT.

MAYOR DWYER – I DON’T THINK ANYONE ASKED ABOUT HERBICIDES JOHN.

MR.TUCCI – UNLESS YOU GET IDEAL WEATHER, AND KEEP WORKING ON IMROVING NEW TOOLS TO USE AND IMPROVING OUR SYSTEM….BIOLOGICALS COMPETE WITH THE WEEDS AND ALGAE FOR NUTRIENTS. THEY STIMULATE THE GROWTH OF TINY ORGANISMS THAT EVENTUALLY FEED THE FISH. THE PROBLEM WITH MILFOIL IS NOTHING LIKES TO EAT IT, NOT EVEN THE CARP SO WHEN IT DIES IT ENDS UP ON THE BOTTOM OF THE LAKE

RESIDENT BARBARA MOORE – JOHN, ISN’T IT TRUE THAT YOU NEED SOME KIND OF PLANT LIFE IN THE LAKE?

MR. TUCCI – YOU DO NEED SOME WEEDS. I WOULD RATHER THAT YOU HAD A DIFFERENT SPECIES BESIDES THE EURASIAN MILLFOIL BECAUSE IT IS AN AGGRESSIVE AND CHALLENGING PLANT.

RESIDENT TINIE FILIPOWSKI – ISN’T THERE A WAY TO STOP PEOPLE FROM FERTILIZING. WE DON’T FERTILIZE AND OUR LAWN LOOKS OKAY.

MAYOR DWYER – THE ONE STEP THE VILLAGE DID TAKE IS TO ELIMINATE THE USE OF PHOSPHOROUS LADEN FERTILIZER.

MR. TUCCI – PEOPLE THAT LIVE ALONG THE LAKE SHOULD JUST BUY A PUMP AND USE THE LAKE WATER.

TRUSTEE HOWLEY – WE HAVE HAD A CONFERENCE CALL WITH THE MAYOR AND PBA AND THE VILLAGE CLERK CONCERNING THE PBA CONTRACT. WE HAVE A LANGUAGE ISSUE AND ARE WAITING A CALL BACK FROM THE PBA.

DEPUTY MAYOR KELM – I WOULD LIKE TO THANK EVERYONE FOR PARTICIPATING IN THE STREET FAIR. IT’S THE BIGGEST ONE SO FAR WITH OVER 60 VENDORS AND IT WAS A GREAT DAY. ERIC AND I ARE ALREADY WORKING ON NEXT YEAR’S.

DEPUTY MAYOR KELM – I HAVE TRUSTEE HOLDERS REPORT AS WELL.

THE SCHOOL BOARD – THE TEACHER CONTRACTS AND SCHOOL RELATED PERSONEL WERE APPROVED. THE NEXT MEETING IS JUNE 19TH AT THE GWL ELEMENTARY SCHOOL. THE ELEMENTARY SCHOOL HAD THEIR FIELD DAY LAST WEEK AND IT WAS A GREAT SUCCESS. TODAY THE 7TH AND 8TH GRADE HAD FIELD DAY AND TOMORROW 4TH THROUGH 6TH WILL HAVE THEIRS. THANK YOU TO THE ELKS FOR ALLOWING THE ELEMENTARY SCHOOL TO HAVE LUNCH UNDER THE PAVILLION AND FOR LETTING THE SCHOOL BORROW THEIR GRILL.

ATTORNEY REPORT; REPORTED BY JOHN BUCKHEIT

WE DELIVERED OUR SECOND DOCUMENT RESPONSE TO THE ATTORNEY GENERALS OFFICE IN RESPONSE TO THE SUBPOENA WITH REGARD TO THE VILLAGE’S BIDDING PROCESS. AS I INDICATED EARLIER THEY HAVE SAID THEY WOULD LIKE TO INTERVIEW MYSELF AND MAYOR DWYER AND WE ARE AWAITING FURTHER COMMUNICATION FROM THEM. IN REGARDS TO THE DEC I PREPARED A BRIEF REGARDING THE DEC’S PURPOSE OF SETTING A FINE IS TO SERVE AS A DETERRENT AS OPPOSED TO REVENUE GENERATING AND I WILL FORWARD THIS ON TO THE SENATOR AND ASSEMBLYWOMAN’S OFFICE WHO ARE WORKING WITH US TO TRY AND GET THE DEC TO WAIVE THE FINES ON THE FILTER PLANT. WE HAVE FINALLY CONVINCED THE COUNTY THAT THE STORAGE UNIT UP IN WAH TA WAH HAS TO GO.
I THINK THAT I HAVE FINALLY CONVINCED THEM THAT THE FORMER PROPERTY OWNER WHO PROBABLY HAS RIGHTS TO THAT CONTAINER HAS IGNORED SO MANY COMMUNICATIONS THAT THEY HAVE FORFEITED THEIR RIGHTS. THEY SUGGESTED THAT THE PROPER POLICE AGENCY COULD TAKE POSSESSION OF IT. I TOLD THEM WE DON’T HAVE THE HEAVY EQUIPMENT NECESSARY TO MOVE THAT AND THEY SUGGESTED THEY COULD MOVE IT TO THE CUSTODY OF OUR POLICE DEPT AND THEY COULD DISPOSE OF IT IN ACCORDANCE WITH THE NEW YORK STATE PROPERTY LAW. WE WILL CONTINUE TO PUSH THAT IN A WAY THAT WILL NOT COST THE VILLAGE ANY EXPENSE.

TAX BILLS HAVE GONE OUT AND I HOPE THAT EVERYONE HAS RECEIVED THEIRS BY NOW. THEY ARE DUE BY JULY 1ST WITHOUT PENALTY.WE HAVE GOTTEN QUITE A GOOD RESPONSE TO THE MAILING ON THE IRIS PROGRAM, THE EMERGENCY RESPONSE NOTIFICATION SYSTEM. IF ANYONE STILL WANTS TO SIGN UP JUST GIVE US A CALL AT VILLAGE HALL. I WANTED TO THANK THE ELKS FOR DONATING A MONITOR TO MY OFFICE AS ONE OF MINE CRASHED IN THE MIDDLE OF DOING A LARGE BANK DEPOSIT. THEY CAME TO MY AID WITH ONE THAT WAS SITTING IN THEIR CLOSET. HYDRORAKE PROJECT – MAYOR DWYER STATED WHEN I WAS A TRUSTEE I HAD SOME QUESTIONS ABOUT SOME OF THE LANGUAGE IN THE GRANT. WE DID HAVE THE GRANT LANGUAGE CHANGED AND THEY WILL BE GIVING US UP FRONT MONEY AS WELL AS SPECIFIC LANGUAGE CONCERNING THE HYDRORAKE. I WAS SKEPTICAL BECAUSE WE ARE STILL WAITING FOR SOME OF THE MONEY ON A PROJECT THAT WAS DONE A COUPLE OF YEARS AGO, BUT I HAVE GIVEN THE ENGINEERS THE GO AHEAD TO APPLY FOR THE PERMITS NECESSARY FOR THE PROJECT.

BRUSH AND LEAVES – I SPOKE TO MATERIAL PROCESSORS TODAY ABOUT THIS MATTER. WE HAVE SAVED SOME MONEY WITH OUR SANITATION COMPANY THIS YEAR AND WE WERE GOING TO TAKE THAT MONEY TO GET RID OF THE LEAVES AND BRUSH THAT HAVE BEEN BUILDING UP ON TOP OF LIONS FIELD. WE RECEIVED ONE BID FROM MATERIAL PROCESSORS AND WE ARE STILL LOOKING FOR OTHERS. IT IS UNDER OUR PROCUREMENT POLICY OF $20,000 SO WE DON’T HAVE TO GO OUT TO COMPETITIVE BIDDING. MATERIAL PROCESSORS HAVE SAID $1000 A MONTH FOR THEIR BID. ORIGINALLY THEY GAVE US A BID OF $7.50 PER YARD AND THE MAP THAT IWS GAVE US WOULD HAVE PUT THAT AT $3600 PER YEAR. I ASKED IF THEY WOULD DO IT FOR $1000 A MONTH AND THEN DO AN ACCOUNTING AT THE END OF THE YEAR. I DON’T THINK WE CAN GO WITH THAT BECAUSE IT WOULD BE MORE MONEY THAN WHAT WE SAVED. ONCE WE RECEIVE SOME MORE BIDS WE WILL INFORM EVERYONE AND DECIDE IF WE WANT TO GO FORWARD ON THAT.

NEW BUSINESS

WEED HARVESTER – MAYOR DWYER STATED AS I MENTIONED ALREADY TO MR. TUCCI AND THE TRUSTEES WE ARE GOING TO PUT THE WEED HARVESTER IN THE NORTH ARM OF THE LAKE TO TRY AND GIVE SOME RELIEF TO THE HOMEOWERS IN THAT AREA. IN THE PAST SOME OF THE AERATOR LINES HAVE BEEN CUT BY THE HARVESTER, BUT MR. TUCCI IS GOING TO GET US A MAP AND WE WILL MAKE SURE WE DON’T GO ANYWHERE NEAR THE LINES. WE DO NOT WANT TO PAY FOR REPAIRS. WE ARE EXPECTING THE HARVESTER WILL BE THERE WITHIN THE NEXT WEEK OR SO. THE HARVESTER COST IS BEING PAID BY THE COMMISSION AND WE ARE VERY HAPPY ABOUT THAT. I KNOW SOME OF THE MARINAS HAVE MENTIONED THE WEED PROBLEM AND WE WILL ADDRESS THAT AS WE GO.

GWL TEEN CENTER – THE VILLAGE COALITION JUST OPENED A TEEN CENTER INSIDE OF HOLY ROSARY CHURCH FOR 13 – 17 YEAR OLDS AND IS OPEN EVERY WEDNESDAY AND ONE SATURDAY A MONTH. A WONDERFUL THING THAT HAS BEEN THE IDEA OF SO MANY OVER THE YEARS AND IT FINALLY CAME TOGETHER AS A RESULT OF A FEW PEOPLE WHO WORKED VERY HARD TO MAKE IT HAPPEN. IT’[S AN OUTSTANDING THING AND WILL GROW. THEY OPENED LAST WEDNESDAY, AND WILL BE OPEN AGAIN THIS WEDNESDAY AND IT IS WORKING OUT VERY WELL.

JUNE 20TH – ELEMENTARY SCHOOL MOVING UP CEREMONY FROM 1:00 TO 4:00PM AT THE WATERFRONT PARK.

JUNE 20TH – MIDDLE SCHOOL GRADUATION AT 7:00PM AT THE MIDDLE SCHOOL.

JUNE 21ST – GEORGE F. BAKER HIGH SCHOOL GRADUATION AT 6:00PM AT THE HIGH SCHOOL.

JUN 22ND – TEEN NIGHT AT THE WATERFRONT PARK. THERE WILL BE THREE LOCAL BANDS FOR TEENS.

JUNE 27TH – BOSSY FROG, A CHILDRENS BAND WILL BE AT THE WATERFRONT PARK. BOTH THIS CONCERT AND THE TEEN CONCERT WERE SPONSORED BY THE GREENWOOD LAKE LIONS CLUB. THEY DONATED THE MONEY FOR THE BANDS AND THE SOUND.

JUNE 28TH – MAGIC TOUCH AT THE WATERSTONE PARK.

JULY 5TH – THE NEW YORK HITMEN AT THE WATERSTOBE PARK.

JULY 6TH – FOURTH OF JULY PARADE AT 11:00AM AND FIREWORKS IN THE EVENING AT THE WATERFRONT PARK. TRUSTEE ENGLISH AND OFFICER NICHOLAS, DEPUTY COMMISSIONER BEN ASTORINO AND I MET WITH THE PRESIDENT OF THE FIREWORKS COMPANY AND HE WILL PERSONALLY BE RUNNING THE SHOW. HE HAS A FEW FANCY THINGS TO THROW IN THIS YEAR.

JULY 9TH – THE FIRE DEPARTMENT VOTE FROM 6:00 TO 9:00 TO RAISE THE STATUTORY SPENDING LIMITATION. THE BOARD ATTENDED THIS MEETING REGARDING THE POSSIBILITY OF HAVING A NEW BUILDING AT THE OLD CAMPELL PROPERTY BY THE AMERICAN LEGION. IT WAS A VERY INFORMATION SESSION.

JULY 12TH -14TH – THE LIONS CLUB CARNIVAL IS BEING HELD ON ELKS DRIVE. ALWAYS A LOT OF FUN AND I ENCOURAGE EVERYONE TO GO.
