TOWN COUNCILMAN FLOYD DEANGELO – I WANT TO CONGRATULATE EVERYONE ON THEIR REELECTION AND ELECTION.  WE ARE STARTING WORK AT THE BEACH TO TRY AND GET IT OPEN ON TIME.  I HOPE SOME GOOD THINGS COME OUT OF THE MEETING WITH SUPERVISOR SWEETON TOMORROW REGARDING SHARED SERVICES. 

 

MAYOR DWYER – I THINK IT WILL BE A VERY VALUABLE MEETING FOR US ALL. 

 

DEPARTMENT HEAD REPORTS

 

BUILDING DEPARTMENT               REPORTED BY DODY NICHOLAS, BUILDING INSPECTOR

 

FOR THE MONTH OF MARCH THE BUILDING DEPARTMENT COLLECTED FEES OF $3,419.00.  WE SENT OUT 6 ORDER TO REMEDY’S, ISSUED 12 BUILDING PERMITS, 7 CC/CO’S, SENT OUT 57O SEPTIC LETTERS, 13 EXPIRED PERMIT LETTERS, 16 RENTAL INSPECTION LETTERS, 67 FIRE INSPECTION LETTERS, DID 28 RENTAL INSPECTIONS, 13 COMM ERCIAL FIRE INSPECTIONS AND FOUR MUNICIPAL SEARCHES.  THE WRATHER IS GETTING NICER AND I WILL BE OUT ENFORCING PROPERTY MAINTENANCE ISSUES.  I ATTENDED A ZBA MEETING AND PLANNING  BOARD MEETING AND WILL BE ATTENDING HVCEO CONFERENCE ON APRIL 22ND THROUGH APRIL 24TH.  I HAVE ONE BUILDING PERMIT RENEWAL LETTER REQUESTING ANOTHER RENEWAL.

 

MAYOR DWYER STATED WE DISCUSSED THIS AT OUR WORKSHOP AND WE WILL BE GRANTING ANOTHER RENEWAL.   I WANT TO REITERATE WHAT THE BUILDING INSPECTOR SAID THAT SHE WILL BE TRYING TO ENFORCE PROPERTY MAINTENANCE LAWS.  I HAVE SEEN FIRST HAND THE NUMEROUS ATTEMPTS THAT THE BUILDING DEPARTMENT MAKES TO FIX PROBLEMS BEFORE THEY GET TO COURT.  I ENCOURAGE YOU TO CLEAN UP YOUR PROPERTY IF NECESSARY. 

 

MAYOR DWYER STATED I RECOMMEND THAT WE RENEW THE PERMIT AT 26 STERLING ROAD FOR A SIX MONTH PERIOD.

FOR THE MONTH OF MARCH THE POLICE DEPARTMENT HANDLED 1241 COMPLAINTS, ISSUED 112 CITATIONS, MADE 22 ARRESTS, ISSUED 1 PARKING TICKET AND INVESTIGATED 2 MVA’S.

SINCE TODAY IS ACTUALLY MY FIRST OFFICIAL DAY I DON’T HAVE MUCH TO REPORT.  I HOPE THAT I CAN KEEP RUNNING THE COURT EFFICIENTLY AS NANCY DID AND HOPE EVERYTHING RUNS NICE AND SMOOTH. 

 

COMMISSIONER REPORTS

 

TRUSTEE HOLDER – THE LIBRARY BOARD MEETING IS APRIL 23RD AT 7:30PM .  THEY ARE HAVING PAJAMA STORYTIME ON WEDNESDAYS AT 6:30 AND ART INSTRUCTION FOR ADULTS, THE BASICS OF STAINED GLASS, ON APRIL 29TH FROM 12:00 TO 3:00PM.  RECREATIONAL SOCCER STARTS THIS WEEKEND ON APRIL 12TH.  THE DPW HAS BEEN OUT AT THE FIELDS CLEANING THEM UP. SO THANK YOU TO THEM.  BASEBALL PICTURES ( LITTLE LEAGUE) ARE THIS WEEKEND.  OPENING DAY HAS BEEN MOVED TO APRIL 18TH.  THEY ARE LOOKING FOR T-BALL COACHES SO IF ANYONE IS INTERESTED GET IN TOUCH WITH LITTLE LEAGUE.  THE MIDDLE SCHOOL PLAY

ANNIE JR IS ON APRIL 10TH AT 7:00PM AND APRIL 11TH AT 2:00PM.  THE SCHOOL IS ALSO OFFEREING FREE SAT PREP TESTS FOR MATH AND READING AT THE MIDDLE SCHOOL LIBRARY ON MONDAYS WEDNESDAYS AND SATURDAYS.  YOU CAN SIGN UP THROUGH THE SCHOOL WEBSITE.  FOR THOSE REFUSING TO TAKE THE STATE TESTS, THERE WILL BE A SEPARATE ROOM FOR THE CHILDREN.  FOR ANY PARENT THAT FEELS THEY DO NOT WANT THEIR CHILDREN TO TAKE THE STATE TESTS, THEY CAN BRING A BOOK TO READ DURING THAT TIME.  STATE TESTS WILL BE FROM APRIL 14TH TO ASPRIL 16TH AND APRIL 22NSD TO APRIL 24TH.  THE BUDGET WORKSHOP WILL BE ONAPRIL 8TH FROM 6:00 TO 9:00 AND THE MONTHLY BOARD MEETING WILL BE ON APRIL 15TH AT 6:30PM.  AT THE LAST BOARD MEETING. AS OF JUNE 2015, OUR HIGH SCHOOL STUDENTS WILL NO LONGER BE ATTENDING TUXEDO HIGH SCHOOL.  THE JUNIORS, SOPHMORES AND FRESHMEN WILL HAVE TO DECIDE TO GO TO EITHER WARWICK OR CHESTER

 

TRUSTEE HOWLEY REPORT – THEY HAVE STARTED THE REHAB ON THE WELL BACK IN VICTORY ACRES.  THEY HAVE REMOVED THE PUMP AND SENT SCRUBBERS DOWN.  IT IS GOING ACCORDING TO PLAN AND ONCE THAT IS COMPLETED AND WE RECOVER FROM IT, THEY WILL START ON WELL E.  PHIL HAS BEEN OUT TAKING CARE OF RESIDUAL PROBLEMS FROM FROZEN PIPES THIS WINTER.  IF YOU SEE ANY POTHOLES, PLEASE CALL THEM IN TO VILLAGE HALL SO THEY CAN NOTIFY DPW.  KEEP IN MIND THAT WINDERMERE AVE, JERSEY AV,E AND ROUTE 17A ARE STATE ROADS AND WE DO NOT FILL THE POTHOLES ON STATE ROADS. 

 

TRUSTEE SELLIER REPORT – FOR THE MONTH OF MARCH THERE WAS A ZONING BOARD MEETING AND THEY GRANTED A USE VARIANCE TO A RESIDENT WHO IS PUTTING IN AN INGROUND POOL AND PATIO.  THERE WAS NO PLANNING BOARD MEETING IN MARCH.  THERE WAS A COMPREHENSIVE PLAN COMMITTEE MEETING AND I AM GLAD TO REPORT THAT GROUP HAS BEEN WORKING VERY HARD FOR THE LAST YEAR AND IS TURNING THAT LAST CORNER.  THEY ARE WORKING ON AN IMPLEMENTATION PLAN WHICH IS REALLY A SUMMARY OF THE LARGER DOCUMENT THAT WILL BECOME AN ACTION PLAN THAT THEY WILL REPORT TO THIS BOARD AND THE COMMUNITY.  IT IS A FIRST DRAFT SO WE EXPECT REVISIONS.THE DOG PARK IS BACK ON MY RADER AND I HAVE IDENTIFIED A COUPLE OF INDIVIDUALS THAT WILL WORK AS AN EXPLORATORY GROUP AND THEY PLAN TO MEET FOR THE FIRST TIME THIS MONTH.  I EXPECT THE WIDER COMMUNITY WILL ALSO BE INVOLVED AND YOU SHOULD HEAR MORE ABOUT THE FEASIBILITY OF A DOG PARK IN THE NEAR FUTURE. 

 

ATTORNEY BUCKHEIT REPORT – DURING THE MONTH I WORKED ON A NUMBER OF LEGAL ISSUES WHICH I SUBMITTED IN A WRITTEN REPORT TO THE BOARD.  BEYOND THAT, I WAS ABLE TO ATTEND THE ELKS GOOD FRIDAY FISH DINNER AND THE PBA EASTER BREAKFAST AND JUDGED THE EASTER BONNET CONTEST.  I ALSO ATTENDED THE RIBBON CUTTING CEREMONY AT THE ROOSTER CAFÉ.  THE REASON I POINT THESE OUT IS THAT AT EACH OF THESE EVENTS. NOT ONLY DID I ATTEND BUT THE MAYOR AND MOST OF THE BOARD ATTENDS THEM AS WELL.  WE TRY TO BE RESPONSIVE TO RESIDENTS AND ANSWER QUESTIONS FOR THEM. 

 

VILLAGE CLERK REPORT – THE COLLECTION OF BROWN BAGGED LEAVES HAS BEGUN, AND IT IS TWICE A WEEK, ONCE FOR EACH SIDE OF THE VILLAGE, EITHER MONDAY OR THURSDAY.  MONDAY IS FOR THE FLATS, JERSEY AVE, WINDERMERE PARK, AND THURSDAY FOR STERLING, EDGEMERE. ORCHARDS, LAKELANDS, WAH TA WAH.  THEY ARE ALSO PICKING UP BRUSH, BUT IT MUST BE BUNDLED AND TIED.  IF IT DOESN’T GET PICKED UP PLEASE CALL MY OFFICE AND WE WILL TAKE CARE OF IT FOR YOU.  IF YOU SEE ANY POTHOLES, PLEASE REPORT THEM TO US AND WE WILL GET THEM FIXED.  BY NOW YOU SHOULD HAVE RECEIVED YOUR WATER BILL.  IF YOU HAVEN’T PLEASE CALL US AND WE WILL GET YOU A COPY. 

 

OLD BUSINESS

 

BUDGET – MAYOR DWYER STATED WE HAVE HAD SEVERAL BUDGET WORKSHOPS FOR THE UPCOMING 2015/2016 BUDGET WHICH STARTS JUNE 1ST.  WE WILL BE HAVING A PUBLIC HEARING ON APRIL 20TH AT 7:00PM.  WE HAVE DONE A LOT WITH WHAT WE ARE GIVEN TO MAKE SURE WE HAVE A BUDGET THAT IS WITHIN OUR MEANS WHILE MAINTAINING THE SERVICES THAT OUR RESIDENTS RELY ON.  WE ARE GETTING ALL KINDS OF RESTRICTIONS AND UNFUNDED MANDATES FROM THE GOVERNMENT AND A REQUIREMENT IS TO SUPPLY THE NEW YORKS TATE GOVERNMENT WITH AN EFFICIENCY PLAN.  I THINK WE HAVE OUR OWN STANDARDS AND HAVE ALREADY BEGUN WORKING ON IT.  WE HAVE CONSOLIDATED STAFF AND NEGOTIATED CONTRACTS AND ALL WILL BE DONE BY JUNE 1ST.  OUR BUDGET WILL BE BELOW THE TAX CAP. 

 

SHARED SERVICES MEETING – MAYOR DWYER STATED THIS IS TOMORROW WITH THE TOWN AND COUNTY LEGISLATORS AS WELL AS COUNCILMEN AND MAYORS FROM WARWICK AND FLORIDA.  WE WILL BE MEETING TO DISCUSS ANY POSSIBLE SHARED SERVICES TO BENEFIT OUR RESIDENTS.     

 

SOLAR ENERGY – MAYOR DWYER STATED ATTORNEY BUCHKHEIT AND I HAVE BEEN WORKING VERY HARD WITH THE SOLAR COMPANY THAT CAME IN A COUPLE OF MONTHS AGO.  THIS IS NOT SOMETHING WE WANT TO ENTER INTO LIGHTLY OR QUICKLY.  IT IS A TWENTY YEAR CONTRACT WITH A SOLAR COMPANY THAT WOULD BE OFFSETTING OUR ORANGE AND ROCKLAND SERVICES.  THE BENEFITS COULD BE ENORMOUS AND IT IS VERY ENTICING, BUT WE WILL NOT ENTER INTO A 20 YEAR CONTRACT LIGHTLY OR WITHOUT THE BEST INTERESTS OF OUR COMMUNITY AT HEART.  WE HAVE SENT BACK FIVE REVISIONS OF THE CONTRACT OVER THE LAST TWO WEEKS.  HOPEFULLY BY THE 20TH THERE WILL BE A FINALIZED CONTRACT EITHER FOR OR AGAINST.  WE WILL NOT BE INSTALLING SOLAR PANELS IN THE VILLAGE, THERE IS A SOLAR FARM IN THE TOWN OF DEERPARK AND WE BASICALLY PURCHASE ENERGY FOR THEM.  THE REDUCTION IS APPROXIMATELY $30,000 PER YEAR.  THIS TECHNOLOGY IS CONSTANTLY EVOLVING.

 

NEW BUSINESS

 

INDEPENDENCE DAY CELEBRATION – MAYOR DWYER STATED THE FIREWORKS AND THE PARADE WILL BOTH BE ON SUNDAY JULY 5TH IN THE VILLAGE.  WE ARE GOING TO USE THE SAME FIREWORKS COMPANY, FIREWORKS EXTRAVAGANZA, AT A VERY MINIMAL INCREASE OVER LAST YEAR.  THEY PUT ON A GREAT SHOW AND WE LOOK FORWARD TO ANOTHER GREAT INDEPENDENCE DAY SHOW IN THE VILLAGE. 

 

RE-ENTERING PBA NEGOTIATIONS – WE ARE REENTERING NEGOTIATIONS WITH THE PBA A YEAR EARLY TO INSURE THAT WE ARE GETTING THE BEST SERVICES POSSIBLE.  THE PBA IS WORKING WITH THE VILLAGE BOARD TO MAKE SURE WE CAN STAY BELOW THE TAX CAP AND MAINTAIN A FAIR AND REASONABLE TAX RATE.  AT THE END OF THIS MEETING WE WILL BE GOING INTO EXECUTIVE SESSION TO DISCUSS CONTRACT NEGOTIATIONS THAT I HAVE ALREADY HAD WITH THE PBA AND HOPEFULLY WE COME TO A RESOLUTION. 

 

DISCUSSION ON WATER BILL LETTERS – MAYOR DWYER STATED WE RECEIVED SEVERAL LETTERS AFTER THE SPRING WATER BILLING WENT OUT, REFLECTING BURSTING PIPES, OR FROZEN PIPES.  WE HAVE AS A BOARD DECIDED TO SEND OUR WATER OPERATOR OUT TO INVESTIGATE EACH INCIDENCE ON A CASE BY CASE BASIS.  THIS IS FOR UNINTENDED WATER USAGE. 

 

LEAF PICK UP – AS THE VILLAGE CLERK MENTIONED THIS HAS STARTED ON MONDAY OR THURSDAY DEPENDING ON WHERE YOU LIVE. LETS ALL GET OUT THERE AND START CLEANING UP OUR COMMUNITY.  CLEAN SWEEP IS SCHEDULED FOR APRIL 25TH, SATURDAY.

MAYOR DWYER – IT’S BEEN A LONG STANDING DEBATE OVER WHO CONTROLS THE WATERSHED AND THE DAM. 

 

RESIDENT DAWN HENDERSON – AS FAR AS PROPERTY MAINTENANCE GOES, HOW DO WE PROCEED WITH PROPERTIES THAT ARE VACANT.  I HAVE ONE NEXT DOOR TO ME AND IT IS GOING TO BECOME OVERGROWN. 

 

MAYOR DWYER – IT DEPENDS.  IT DEPENDS IF THE BANK OWNS IT OR IF THEY HAVE A PROPERTY MANAGER.  WE WILL SEND NOTICE OF VIOLATIONS AND EVERYTHING THAT WE CAN.  HAVE YOU NOTIFIED THE BUILDING INSPECTOR?

 

DAWN HENDERSON – NO, THIS IS GOING TO BE THE FIRST SUMMER THAT IT’S ABANDONED.  I BELIEVE IT’S IN FORECLOSURE.

RESIDENT ERIC KELM – ANY UPDATES ON GETTING THE STREETS SWEPT?

 

MAYOR DWYER – THEY HAVE BEEN TRYING TO GO AROUND.  A LOT OF THE STREETS WERE SWEPT BUT WE HAD ANOTHER WEATHER EVENT AND THEY HAD TO PUT MORE SALT DOWN SO THEY WILL ALL BE SWEPT AGAIN.  THERE IS ONLY ONE SWEEPER AND IT GOES VERY SLOW AND THERE IS A LOT OF OTHER WORK THAT NEEDS TO BE DONE. 

 

RESIDENT ERIC KELM – ALL OF THAT STONE ENDS UP IN THE LAKE EVENTUALLY IF IT’S NOT SWEPT UP.

FROM A.1110.101 COURT OFFICER PERSONNEL  $180.00 TO A.1110.400 COURT CONTRACTUAL.  FROM F. 8340.417 WATER LOAN REPAYMENT $3,078.83 TO F.9950.020 INTERFUND WATER CAPITAL PROJECT TO MOVE MONEY TO PAY FOR WATER METER CAP REPLACEMENT PROJECT.
