BUILDING INSPCTOR DODY NICHOLAS STATED FOR THE MONTH OF APRIL THE BUILDING DEPARTMENT TOOK IN $5,782.00. I SENT OUT 33 ORDER TO REMEDY’S, ISSUED 24 BUIDING PERMITS, 13 CC/CO’S, SENT OUT 64 SEPTIC LETTERS, 6 EXPIRED PERMIT LETTERS, 13 RENTAL INSPECTIONS LETTERS AND 5 FIRE INSPECTION LETTERS. IN ADDITION I DID 27 RENTAQL INSPECTIONS, 6 COMMERCIAL FIRE INSPECTIONS, 6 MUNICIPAL SEARCHES AND SENT 5 ACCUSATORIES TO COURT. I AM ENFORCING PROPERTY MAINENTANCE ISSUES, SO IF YOU RECEIVE AN ORDER TO REMEDY FROM ME, CONTACT ME AND I WILL WORK WITH YOU TO SOLVE THE ISSUE. I ALSO ATTENDED ONE ZBA AND 1 PLANNING BOARD MEETING IN APRIL.

 

POLICE REPORT

 

CHIEF HANSEN REPORTED FOR THE MONTH OF APRIL THE POLICE DEPARTMENT HANDLED 1, 226 COMPLAINTS. WE ISSUED 123 CITATIONS, MADE 32 ARRESTS, AND INVESTIGATED FOUR MOTOR VEHICLE ACCIDENTS. WE ARE HAVING A BOATERS SAFETY COURSE MAY 20TH AND 22ND AND THERE ARE STILL SEATS AVAILABLE. ON APRIL 25TH THE COALITON AND POLICE DEPARTMENT HAD A PILL DROP AND ACCUMULATED 3-4 BAGS OF PILLS TO BE DISPOSED OF. THE YOUTH OFFICER IS PLANNING A FISHING DERBY FOR UNDER 15 AT THE THOMAS MORAHAN WATERFRONT PARK. DETAILS WILL FOLLOW. THE PBA IS HAVING A BIKE RODEO ON MAY 31ST FROM 1-3 AT THE AMERICAN LEGION FOR 12 YEAR OLDS AND UNDER.

 

 

TRUSTEE KELM – I WANTED TO CONGRATULATE THE OFFICERS THAT WENT AROUND GIVING OUT ICE CREAM CERTIFICATES TO ALL THE CHILDREN THAT WERE SEEN WEARING THEIR BIKE HELMETS. THEY WERE VERY EXCITED, SO IT DOES WORK.

 

DPW REPORT

 

DEPUTY COMMISSIONER BEN ASTORINO STATED WE HAVE BEEN OUT WITH THE SWEEPER. IT’S A TRYING PROCESS THIS SPRING; IT’S TAKING THREE OR FOUR TIMES SEWEEPING EACH STREET TO PICK UP ALL THE STONES. THEY WILL BE OUT UNTIL IT IS ALL PICKED UP. WE WILL START VACUMMING OUT CATCH BASINS NEXT WEEK. WE HAVE DONE A FEW. WE DID SOME WORK WITH THE WATER DEPARTMENT UP IN WAH TA WAH ON SUMMER WATER. THE MECHANIC IS TAKING CARE OF VEHICLE MAINTENANCE AS NEEDED. WE MADE SIGNS AND ARE REPAIRING OTHERS. WE FILLED POTHOLES AND DID SOME IRRIGATION WORK ON GREENWOOD LAKE PARK. WE ARE WORKING ON THE BEACH SO IT IS SET TO OPEN AT THE END OF THE MONTH.

 

JUSTICE REPORT

 

JUDGE KEITH GARLEY STATED IT’S BEEN VERY BUSY. WE HAVE NEW CARPETING THANKS TO THE WORK OF FORMER JUDGE NANCY DEANGELO. JCAP WILL BE OPENING IN JULY AND WE WILL BE ACTIVELY SEEKING MORE GRANTS FOR THE COURTHOUSE. IN THE MONTH OF APRIL WE CLOSED OUT 22 PENAL LAW CASES, 133 VTL, 4 CIVIL MATTERS, 5 CONSERVTION LAWS, 1 PUBLIC HEALTH LAW AND 2 NAVIGATION LAW FOR A TOTAL OF 171 CASES. WE TOOK IN ANOTHER 31 PENAL CASES. THE FINANCIAL REPORT WAS FORWARDED TO THE VILLAGE BOARD.

 

WATER REPORT

 

MAYOR DWYER STATED THE WELLS HAVE BEEN FULLY REHABBED AND ARE UP AND RUNNING BETTER THAN THEY WERE BEFORE. THEY LEFT US WITH SOME RUTS IN THE GROUND BUT THEY CAME BACK AND REPAIRED THEM. THE WELLS ARE PRODUCING MORE WATER THAN WE CAN HANDLE AND THE OPERATOR HAD TO MAKE SOME ADJUSTMENTS TO THE VOLUME. WE DID OPEN UP THE SUMMER WATER SYSTEM IN WAH TA WAH WHICH IS ALWAYS AN ORDEAL WITH LEAKS SPRINGING UP EVERYWHERE. WE ARE DISCUSSING IMPROVING INFRASTURCTURE WITH 9OUR WATER LINES AS ORANGE AND ROCKLAND IS INSTALLING GAS LINES UP THERE. IT’S A SLOW PROCESS.

SCHOOL REPORT – FIFTY THREE PERCENT OF OUR SCHOOL DISTRICT HAS OPTED OUT OF STATE TESTING. GRANDPARENTS DAY IS TUESDAY 19TH AT 9:30AM AT THE ELEMENTARY SCHOOL GYM. FOLLOWING A BRIEF ASSEMBLY, GUESTS WILL BE INVITED TO VISIT THEIR GRANDCHILDRENS CLASSES. THERE IS ALSO A SCHOOL BUDGET AND BOARD MEMBER VOTE WITH 3 BOARD SEATS OPEN AND EIGHT RUNNING, INCLUDING JOHN FINN, AND GREG GIBEL FOR REELECTION, AND MARY FAVA MARCH, VALERIA DEJEAN, RALPH CONETTA, LEE STANTON, SUE SELSER AND ROBBIE JACOBS RUNNING AS WELL. THE BOARD OF ED MEETING WILL ALSO BE THAT NIGHT AT 6:30 AT THE ELEMENTARY SCHOOL AS WELL. ON MAY 13TH THERE IS A TECHNOLOGY FAIR FROM 6:30 – 7:30PM AT THE MIDDLE SCHOOL. ON MAY 21ST IS KINDERGARTEN ORIENTATION AT 10:00AM. ON MAY 27TH THE SPRING CONCERTS ARE K-1ST AT 10:00AM AND 2ND-4TH AT 2:00PM. MAY 7TH WAS THE NATIONAL JUNIOR HONOR SOCIETY INDUCTION.

 

RECREATION – THE SUMMER CONCERT SERIES CARDS ARE AVAILABLE AT VILLAGE HALL AND ALSO POSTED ON THE VILLAGE WEBSITE. I AM WORKING ON A CONCERT FACEBOOK PAGE AND I WANT TO THANK SUE BARESEL FOR THE BEAUTIFUL PICTURE OF A SUNSET ON THE LAKE THAT SHE TOOK AND ALLOWED US TO USE ON THE CARDS.

 

CUB SCOUT PACK 121 REGISTRATION IS FRIDAY MAY 15TH FROM 5:30 TO 7:30PM. THE PICNIC WILL BE ON JUNE 6TH AT THE GREENWOOD LAKE ELKS LODGE. THANK YOU TO THE ELKS FOR PROVIDING A LOCATION FOR THE KIDS. THIS IS FOR GRADES 1-4.

 

SOCCER CLUB REGISTRATON WILL BE OPENING UP FOR ALL PLAYERS AND YOU MUST BE REGISTERED BY JUNE 18TH. THE SOCCER CLUB PICNIC WILL BE JUNE 7TH AT THE AMERICAN LEGION. THE TRAVEL TEAM IS VISITING HERSHEY PARK TO 0PLAY A TOURNAMENT AGAINST TEAMS FROM OTHER STATES SO WE WISH THEM LUCK.

 

GREENWOOD LAKE LIBRARY BUDGET VOTE IS MAY 21ST FROM 12:00 – 8:00PM AT THE LIBRARY. SUMMER READING REGISTRATION IS JUNE 25TH, 26TH AND 27TH AND THE THEME THIS YEAR IS “EVERY HERO HAS A STORY” AND “UNMASKED FOR GRADES 7TH THROUGH 12TH.

THIS SATUDAY THERE IS GOING TO BE A BIKE BLESSING AT GRACE LUTHERAN CHURCH. THIS IS THE 8TH YEAR THEY ARE DOING IT BEGINNING AT 10:00AM. THERE IS A SIXTY MILE RIDE AND THEN A BARBECUE BACK AT GRACE LUTHERAN CHURCH,. ON JUNE 6TH IT IS THE EAST ARM ROWING REGATTA AT 8:00AM. JUNE 13TH IS THE ANNUAL STREET FAIR FROM 11:00 TO 5:00 AND THERE ARE STILL SOME SPOTS AVAILABLE. IF YOU WOULD LIKE AN APPLICATION YOU CAN DOWNLOAD IT FROM THE VILLAGE WEBSITE OR THE CHAMBER WEBSITE. DEADLINE IS JUNE 1ST.

 

TRUSTEE SELLIER

 

IN THE MONTH OF APRIL I ATTENDED A PLANNING BOARD MEETING. AN APPLICANT WAS GRANTED USE OF A MUSIC STUDIO ON THE SECOND AND THIRD FLOOR OF WHAT IS COMMONLY KNOWN AS THE BACK PACK CLUB. I ALSO ATTENDED A ZBA MEETING WHERE AN APPLICANT WAS GRANTED A USE VARIANCE FOR AN APARTMENT ABOVE THEIR BUSINESS ON WINDERMERE AVENUE. THERE WAS A COMPREHENSIVE PLAN MEETING IN APRIL AS WELL AND WE REVIEWED THE ZONING IN THE VILLAGE. WE LOOKED AT INITIATIVES IN OUR ZONING TO MAKE SURE THEY WERE BEING USED OPTIMALLY. WE ARE WRAPPING UP THE FIRST DRAFT OF THIS PLAN. THE NEXT STEP IS IMPLEMENTATION BEFORE WE PRESENT THE FIRST DRAFT TO THE BOARD FOR REVIEW. I AM HOLDING A KICK OFF MEETING THIS WEDNESDAY WITH AN EXPLORATORY GROUP TO DEVELP A BUSINESS PLAN TO COME UP WITH FUNDING, A BUILD OUT PLAN, RULES AND REGULATIONS, ETC. WE WILL OPEN THE GROUP TO MORE AS WE GO ON. WE WANT TO HAVE AN AGRESSIVE PLAN TO GET THE DOG PARK INSTALLED THIS SUMMER.

 

ATTORNEY BUCKHEIT

 

I AM DOING EXTENSIVE RESEARCH IN TO HOW OTHER MUNICIPALITIES DEAL WITH AIR BED AND BREAKFASTS. IT’S A COMPLEX ISSUE AND WE ARE DOING RESEARCH BEFORE WE ADOPT A POLICY REGARDING THIS ISSUE. WE ARE ALSO LOOKING INTO REGULATIONS REGARDING CELL TOWERS IN OTHER MUNICIPALITIES. I COORDINATED FOR COLONEL JOHN GRAHAM TO PARTICIPATE IN THE FOURTH OF JULY CELEBRATION. HE IS A VERY DECORATED WEST POINT GRADUATE WHO JUST RETURNED FROM AFGHANISTAN. I ALSO COORDINATED WITH VENDORS TO COME AND BE A PART OF OUR STREET FAIR. THE BULDING INSPECTOR, MAYOR AND I VISITED SOME PROPERTY OWNERS THAT WERE HAVING ISSUES AND WE REMAIN COMMITTED TO LISTENING TO THE RESIDENTS AND EXPLAINING THE VILLAGE CODE.

VILLAGE CLERK REPORT

 

VILLAGE CLERK PATRICIA OLSEN STATED WE ARE WORKING DILIGENTLY TO CLOSE OUT THIS YEAR AND PREPARE FOR NEXT YEAR. TAX BILLS WILL BE GOING OUT BY JUNE 1ST. IF YOU DO NOT RECEIVE YOUR BILL AND DO NOT HAVE A MORTGAGE ESCROW ACCOUNT PLEASE GIVE US A CALL AND WE WILL BE GLAD TO PRINT ANOTHER ONE FOR YOU. WE ARE COLLECTING LEAVES AND BRUSH EVERY WEEK ON MONDAYS OR THURSDAYS DEPENDING ON WHERE YOU LIVE, IN BROWN BAGS. IF YOU HAVE ANY COMPLAINTS ABOUT POTHOLES OR STREET SWEEPING PLEASE CALL OUR OFFICE AND WE WILL TAKE CARE OF IT.

 

OLD BUSINESS

 

SOLAR CONTRACT – MAYOR DWYER STATED THE VILLAGE BOARD IS NOT MOVING FORWARD WITH THE SOLAR COMPANY TO PROVIDE POWER TO THE VILLAGE FOR A TWENTY YEAR PERIOD. THEY WERE BASICALLY NOT ABLE TO MEET THE CRITERIA THAT WE SET FOR THE MUNCIPALITY TO ENTER INTO A TWENTY YEAR CONTRACT WITH NO OUT CLAUSE THAT WAS REASONABLE. I BELIEVE THE TECHNOLOGY WILL ONLY GET BETTER AND CAN’T ASK THE BOARD TO LOCK US INTO A 20 YEAR AGREEMENT WITHOUT MEETING CERTAIN TERMS. THERE ARE OTHER SOLAR COMPANIES OUT THERE BUT UNFORTUNATELY THEY ARE ALL LOOKING FOR LONG TERM COMMITMENTS IN ORDER TO MEET THEIR FINANCING NEEDS. ANY COMPANY THAT IS UNABLE TO GUARANTEE A SET AMOUNT OF ENERGY AND IS NOT WILLING TO PROVIDE US WITH AN OUT CLAUSE CANNOT BE CONSIDERED.

 

GOVERNMENT EFFICIENCY PLAN – THIS IS DUE BY MAY 31ST. WE ARE WORKING VERY HARD ON THIS AND HAVE DONE EVERYTHING POSSIBLE TO BE EFFICIENT AND CUT OUT THE FAT. WE ARE PAYING OFF DEBT, ELIMINATED UNNECESSARY EMPLOYEES, AND DOING EVERYTHING IMAGINABLE. I WILL PRESENT THE PLAN TO THE BOARD AND THE PUBLIC IN JUNE.

 

PART TIME POLICE UNION – MAYOR DWYER STATED WE CAME OUT OF THE LAST EXECUTIVE SESSION AND VOTED TO REJECT THE OEA CONTRACT PROPOSAL AS IT WAS NOT IN THE BEST INTEREST OF THE MUNICIPALITY AND THE BURDEN OF COST WOULD BE TOO GREAT. WE RE ENTERED NEGOTIATIONS ABOUT A WEEK AGO AND CAME TO A MUTUAL AGREEMENT OF IMPASSE. NOW WE WILL GO TO MEDIATION. WE HAVE BEEN UNABLE TO COME TO AGREEMENT AND WILL HAVE A MEDIATOR SIT WITH US AND COME TO A MUTUALLY BENEFICIAL AGREEMENT.

 

GROSS RECEIPTS AND AUDIT RECOVERY – WE ENTERED INTO AN AGREEMENT TO HIRE MORWOOD OAKS MGMT ASSOCIATES TO DO AN AUDIT OF OUR GROSS RECEIPTS AND THEY HAVE ALREADY SENT LETTER ENCLOSING A CHECK FROM AMBIT ENERGY HOLDINGS LLC WHICH WAS A VENDOR THAT DID NOT FILE WITH THE VILLAGE FOR 2011 AND 2012. WE GET 50% AND THEY GET 50%. THIS IS MONEY WE WOULD HAVE NEVER FOUND AND IT IS JUST A START. I BELIEVE THERE IS THOUSANDS OF DOLLARS OUT THERE THAT THIS COMPANY WILL BE ABLE TO RETRIEVE.

 

LAKE MANAGEMENT – MAYOR DWYER STATED WE HAVE INCLUDED THE USE OF HERBICIDE IN OUR LONG TERM LAKE MANAGEMENT PLAN. WE HAVE APPLIED FOR AND RECEIVED PERMITS TO APPLY SONAR NEXT WEEK, EITHER TUESDAY OR WEDNESDAY, WEATHER PERMITTING. I HAVE PUBLISHED THIS IN THE NEWSPAPER AND STATED IT AT THE BOARD MEETING. WE WILL ALSO HAVE IT ON OUR WEBSITE AND FACEBOOK PAGE. THE GOAL WAS TO HAVE IT DONE BEFORE MEMORIAL DAY. THE RESTRICTIONS ARE ONLY 24 HOURS FOR SWIMMING AND FISHING, AND 7 DAYS FOR IRRIGATION. I ASKED THE DEC IF THEY HAVE RECEIVED ANY INQUIRIES FOR OR AGAINST THE CHEMICALS AND THEY ONLY RECEIVED A HANDFUL. THE GENERAL TONE WAS THAT IT WAS SO SUCCESSFUL LAST YEAR PLEASE APPROVE IT AGAIN THIS YEAR. NOT ONE OBJECTION WAS SENT THIS YEAR. I AM OPEN TO SUGGESTION, CRITICISM, ETC AND MY DOOR IS ALWAYS OPEN. MY CELL PHONE IS LISTED ON THE WEBSITE. WE ALL LIVE HERE AND WE BELIEVE THE SUCCESSES OF THE USE OF HERBICIDE FAR OUTWEIGH ANY CONSEQUENCES. AIR B&B’S – ATTORNEY BUCKHEIT IS DOING RESEARCH AS IS THE BOARD INTO THIS ISSUE.

 

WELCOME SIGN ON THE MOUNTAIN – MY PREDESESSOR PUT A WELCOME TO GREENWOOD LAKE SIGN ON PRIVATE PROPERTY WITHOUT ASKING PERMISSION OF THAT PROPERTY OWNER AND THEY ARE NOW TELLING US THAT WE HAVE TO REMOVE THAT SIGN COMING DOWN THE WARWICK MOUNTAIN AND RELOCATE IT IF POSSIBLE. I HAVE CALLED THEM AND WE ARE SENDING THEM A LETTER ASKING FOR PERMISSION TO LEAVE THE SIGN THERE. IT LOOKS REALLY NICE AND IT WAS A GREAT IDEA BUT PERMISSION SHOULD HAVE BEEN ASKED OF THE PROPERTY OWNER. IF THAT SIGN COMES DOWN, THAT IS THE REASON. IT WAS PUT ON PRIVATE PROPERTY WITHOUT THAT THEIR CONSENT.

 

WAH TA WAH NATURAL GAS AND INFRASTRUCTURE – MAYOR DWYER STATED WE ARE MEETING WITH DPW, AND O & R STAFF, TO CONTINUE THE PROCESS OF INSTALLING NATURAL GAS IN WAH TA WAH PARK. RIGHT NOW IT IS ONLY UP TO SECOND ROAD. WE ARE TRYING TO WORK WITH O& R TO GET IT ALL THE WAY TO THE TOP. NATURAL GAS IS FAR MORE BENEFICIAL, LESS EXPENSIVE, MORE RELIABLE AND MOST OF THE RESIDENTS UP THERE WANT IT. WHETHER THEY CAN AFFORD IT OR NOT REMAINS TO BE SEEN. THERE ARE 47 RESIDENTS IN WAH TA WAH THAT ARE REQUESTING HOOK UPS. WE WILL BE ASSESSING THE FEASIBILITY OF ASSESSIG AND UPGRADING THE WATER LINES THAT RUN THROUGHOUT WAH TA WAH.

 

WATER LETTERS – WE HAVE LOOKED AT AND ANALYZED ANY HARDSHIPS AS A RESULT OF MISCALCULATED METER READINGS. WE HAVE UPGRADES THE METER BATTERY PACKS TO PROVIDE ACCURATE READINGS. SOME RESIDENTS FOUND THAT THEIR WATER USAGE WAS INCONSISTANT AND WE ANALYZED EACH CUSTOMER AND DETERMINED TO GIVE HALF OFF.

 

RESOLUTION #36 OF 2014/2015

 

AUTHORIZES THE FOLLOWING REDUCTIONS IN WATER BILLS: 308712 AND 314121 DUE TO THE LEAK PROBLEMS AT EACH SITE TO HALF THE WATER CHARGE PLUS THE FILTER PLANT AND ADMIINISTRATIVE FEES.

NANCY BRENNER DEANGELO – THE AMBULANCE CORP HAS ANSWERED 171 CALLS SINCE THE BEGINNING OF THIS YEAR. LAST MONTH WE HAD 40 CALLS AND THERE IS A THROWDOWN BARBECUE CHALLENGE AND ON JUNE 28TH THERE WILL BE A $10.00 ALL YOU CAN EAT EVENT AT THE ELKS FROM 3-6PM SPONSORED BY THE LIONS CLUB AS WELL.

 

RESIDENT SUE LAYDEN – HOW SOON DO YOU THINK THE VILLAGE WILL ADDRESS THE PROBLEM OF CELL PHONE TOWERS IN RESIDENTIAL AREAS?

 

MAYOR DWYER – WE JUST RECEIVED THE LETTER OF WITHDRAWAL A COUPLE OF DAYS AGO.. IT’S VERY HARD TO FIGHT THE FCC. THEY HAVE REQUIREMENTS AND WE WILL MOST DEFINITELY PUSH THEM BECAUSE I AGREE AND I DON’T PREFER CELL PHONE TOWERS IN RESIDENTIAL AREAS AND I’D PREFER NONE IN THE VILLAGE, BUT WE WILL DO WHATEVER WE CAN AND WE WILL ADDRESS THIS ISSUE.

MAYOR DWYER – THE LONG TERM COMPREHENSIVE PLAN IS IN THE PROCESS RIGHT NOW AND TRUSTEE SELLIER IS WORKING ON THAT WITH A COMMITTEE AND THEY WILL BE PRESENTING TO OUR BOARD, ALONG WITH THE PLANNING BOARD AND ZONING BOARD. WE WILL BE RESEARCHING THE ISSUE AND I UNDERSTAND YOUR CONCERNS.

 

SUE LAYDEN – THEY WERE GOING TO CUT DOWN 87 TREES TO PUT UP THAT CELL TOWER AND IT DIDN’T SHOW ON ANY OF THE PLANS.

 

MAYOR DWYER – THE PLANNING BOARD DID A GREAT JOB OF LEAVING NO STONE UNTURNED.

 

MAYOR DWYER – THE CELL TOWER LAW WAS PUT INTO EFFECT BEFORE I WAS EVEN ELECTED TO THE BOARD. IT IS PRETTY STRICT, BUT WE WILL ANALYZE IT FURTHER. WE COULDN’T REVIEW THE LAW WHILE THERE WAS AN ACTIVE APPLICATION BEFORE THE BOARD.

 

TRUSTEE SELLIER – I WILL MAKE SURE IT IS AN ACTIVE TOPIC ON OUR AGENDA THIS MONTH.

 

JUDGE GARLEY – AT THE END OF WATERSTONE WHERE IT MEETS STERLING THERE IS A TREE THAT IS GROWING AND BLOCKING THE STOP SIGN. IN ANOTHER MONTH YOU WON’T BE ABLE TO SEE THE SIGN. THERE IS ALSO A LOT OF GRAVEL ON THE WALKWAY WHICH IS VERY DANGEROUS.
