WATER BILL REDUCTION – BY NOW YOU SHOULD HAV RECEIVED YOUR WATER BILL. THERE IS A REDUCTION ON EVERYONES BILL DUE TO A LOAN THAT HAS BEEN PAID OFF. THE FIXED RATE HAS BEEN REDUCED FROM 85.00 TO 45.00. AS A RESULT OF OTHER LOANS THAT WILL SOON BE PAID OFF, THE WATER BILLS SHOULD CONTINUE TO DECREASE. WE DID GO OUT TO BID FOR OUR WATER CONTRACTORS WHICH REDUCED OUR EXPENSE, AND HAVE NOT INCURRED ANY NEW DEBT.

LETTER FROM MAYOR TO TOWN BOARD – REGARDING BUDGET REQUESTS- RIGHT NOW WE GET $6,000 TOWARDS SENIOR CITIZENS, $26,000 TOWARDS YOUTH AND $17,000 TOWARDS NAVIGATION EXPENSES. IN ADDITION TO THOSE ITEMS, WE HAVE REQUESTED $5,000 TO GO TOWARDS THE HEALTH AND MAINTENANCE OF OUR LAKE. IT IS ONE OF OUR GREATEST ASSESTS. THE LETTER READS AS FOLLOWS:

 

DEAR SUPERVISOR SWEETON AND MEMBERS OF THE TOWN COUNCIL,

 

RATHER THAN SUBMITTING A LIST OF NUMBERS, I WOULD REQUEST THAT THE TOWN BOARD MAINTAIN THE SAME ASSISTANCE REGARDING SENIORS ($6,000), YOUTH ($26,000) AND NAVIGATION ($17,000). IN ADDITION TO THE AFOREMENTIONED FIGURES, I WOULD ASK THE BOARD TO CONSIDER COMMITTING $,5000 A YEAR TO THE HEALTH AND WELL BEING OF OUR VILLAGES GREATEST ASSET, THE LAKE. AS YOU MAY HAVE SEEN OVER THE PAST SEVERAL YEARS, THE VILLAGE OF GREENWOOD LAKE HAS COMMITTED MANY RESOURCES TO THE PRESERVATION AND ENHANCEMENT OF THE LAKE. WE ARE AT A CRITICAL STAGE RIGHT NOW AND IF WE DO NOT ACT, WE WILK LOSE THE NORTH ARM OF OUR LAKE. LAST YEAR THE VILLAGE WAS ABLE TO APPLY OVER $100,000 IN GRANT FUNDS TO THE RESTOATION OF OUR NORTH ARM. IN ADDITION, WE HAVE DEVELOPED AND EXECUTED AN ANNUAL PLAN OF HERBICIDEUSE WHICH HAS HAD TREMENDOUS RESULTS OF IMPROVING WATER QUALITY. THIS, I WOULD ARGUE HAS A DIRECT CORRELATION OF INCREASING HOME VALUES NOT ONLY ON THE LAKE, BUT THOSE ALL THROUGHOUT THE VILLAGE. VISITING ELECTED OFFICIALS.

 

TOWN COUNCILMAN FLOYD DEANGELO – WE ARE WORKING ON NEXT YEARS BUDGET AND WILL CONSIDER YOUR REQUEST. ON SATURDAY FROM ONE TO FIVE WE ARE HAVING A CELEBRATION ON THE OLD PRISON PROPERTY, A BASEBALL GAME FOR SAVE THE CHILDREN. THEY WANT TO PUT UP A RUBBERIZED FIELD FOR CHILDREN WITH DISABILITIES. THERE WILL BE REFRESHMENTS AVAILABLE.

 

COUNTY LEGISLATOR BARRY CHANEY – IT’S NICE TO BE HERE. THE COUNTY LEGISLATURE LAST WEEK SUPPORTED THE EFFORT TO CHALLENGE IN COURT THE DECISION TO ALLOW ANNEXATION OF THE 160 ACRE PIECE TO THE VILLAGE OF KYRIS JOEL. I HAVE HEARD FROM A NUMBER OF CONSTITUENTS IN GREENWOOD LAKE AND ALL OVER THE COUNTY ASKING FOR MY SUPPORT. THE COUNTY HAS THE MONEY TO MOUNT A CHALLENGE. EIGHT COMUNITIES HAVE PUT UP 25,000 AND THE COUNTY HAS $200,000. THE DECONSTRUCTION OF THE OLD GOVERNMENT CENTER IS UNDERWAY IN GOSHEN.

 

MAYOR DWYER – WHEN DO YOU THINK IT MIGHT REOPEN?

 

BARRY CHANEY – THE FOURTH QUARTER OF 2017. THEY EXPECT TO GO OUT TO BID IN THE SPRING.

 

MAYOR DWYER – ARE YOU MOVING ALL THE COUNTY OFFICES THAT USED TO BE THERE BACK?

 

BARRY CHANEY – NOT ALL, BUT MOST OF THEM FOR SURE.

 

STATE ASSEMBLYMAN KARL BRABANEC – THANK YOU FOR HAVING ME. I HAD A BUSY SESSION IN ALBANY FROM JANUARY TO JUNE. THERE WERE MANY CHANGES. WE HAVE BEEN ACTIVE IN TRYING TO ENACT ETHICS REFORM BUT HAVE BEEN BLOCKED EVERY STEP OF THE WAY. WE ARE LOOKING TO HAVE CHANGES TO COMMON CORE. WE PASSED BIPARTISAN LEGISLATION IN THE ASSEMBLY REGARDING THE KIRYAS JOEL ANNEXATION WHICH WOULD HAVE GIVEN ORANGE COUNTY MORE SAY ON THE ISSUE, BUT THE GOVERNOR VETOED IT AFTER THE SESSION ENDED. WE WERE HOPING IT WOULD HAVE FAILED ON THE LCOAL LEVEL BUT IT DID NOT SO UNFORTUNATELY WE ARE IN A LITIGATION PHASE. I HAVE BEEN TO MANY EVENTS OVER THE SUMMER AND AM DOING A DISTRICT WIDE TOUR WITH CONSTITUENT MEET AND GREETS ALL OVER. THE GREENWOOD LAKE MEET AND GREET IS GOING TO BE OCTOBER 15TH FROM 5:30 TO 7:30 AT THE VILLAGE HALL. PLEASE COME OUT AND LET ME KNOW YOUR CONCERNS, OCTOBER 1ST WE ARE GOING TO HAVE A HEROIN AND OPIUM FORUM AT PORT JERVIS HIGH SCHOOL WITH A HOST OF AGENCIES THERE, THE HEROIN EPIDEMIC HAS BEEN HITTING COMMUNITIES HARD ALL AROUND THE DISTRICT AND WE WANT TO EDUCATE PEOPLE ON THE HELP THAT IS AVAILABLE. MY OFFICE IS LOCATED AT ANNIE RABBITS OLD OFFICE IN GOSHEN OFF ROUTE 94. PLEASE STOP BY DURING MY NORMAL BUSINESS HOURS.

THEY HAVE BEEN FILLING POTHOLES THROUGHOUT THE VILLAGE, BLACKTOPPING AND PATCHING IN LAKELANDS, SWEEPING, TRIMMING TREES. THEY CLEANED UP AT THE BUS GARAGE AND FIXED SOME GRAFITTI ON THE ROAD IN FRONT OF THE EAST ARM ROWING CLUB. THEY REPAINTED CROSSWALKS. MANY OF THE STOP SIGNS ARE NOT VISIBLE DUE TO GROWTH, SO WE ARE PAINTING A STOP BAR ON THE ROAD AS WELL. THERE ARE A LOT OF CHILDREN THAT WALK TO SCHOOL, SO PLEASE FOLLOW THE SPEED LIMIT, AND MAKE SURE TO STOP AT STOP SIGNS.

 

TRUSTEE KELM – CAN WE PLEASE FIX THE WHITE LINE BY THE BRIDGE INN. IT IS TWO SEPARATE LINES RIGHT NOW AND SHOULD JUST BE ONE.

 

MAYOR DWYER – IT IS RIDICULOUS. I PULLED UP THERE THE OTHER DAY AND SOMEONE TRIED TO GO AROUND ME. THAT WILL NOT BE REPAINTED THE WAY IT IS.

FOR THE MONTH OF AUGUST 2015, THE POLICE DEPARTMENT HANDLED 1,464 COMPLAINTS, ISSUED 146 CITATONS, MADE 20 ARRESTS, ISSUED 2 PARKING TICKETS, INVESTIGATED 9 MOTOR VEHICLE ACCIDENTS, ISSUED 1 VILLAGE CODE VOLATION, INVESTIGATED 44 NAVIGATION COMPLAINTS AND ISSUED 14 NAVIGATION TICKETS.

THE LIBRARY HAS STARTED ALL OF THEIR FALL PROGRAMS. I REALLY SUGGEST THAT EVERYONE SUPPORT THEM. TONIGHT THERE WAS A MOVIE NIGHT IN THE YOUNG ADULT ROOM. THERE ARE MANY ADULT PROGRAMS INCLUDING KNITTING AND COOKING. TO REGISTER PLEASE CALL THE FRONT DESK.

 

RECREATION – SIGN UPS FOR CYO BASKETBALL WERE LAST NIGHT.   RECREATION IS FOR 2ND AND 3RD GRADE, TRAVEL FOR 4TH THROUGH 8TH. PLEASE CONTACT JOHN CERNUTO TO SIGN UP AT 845-742-8455.

 

SCHOOL BOARD – I REALLY SUGGEST THAT EVERYONE START ATTENDING THE MEETINGS. THEY ARE TALKING ABOUT THE HIGH SCHOOL FUND, WHICH HAS ABOUT 4 MILLION DOLLARS IN IT AND WHETHER OR NOT TO PUT IT OUT TO VOTE TO BRING IT BACK TO THE TAXPAYERS OR SPEND IT. THERE WAS A TWO HOUR MEETING WITH AN ARCHITECT BASED ON SPENDING THE MONEY.

 

MAYOR DWYER – WHICH WAY ARE THEY LEANING?

 

TRUSTEE HO DER – ONE THING THEY ARE LOOKING AT, IS MOVING THE BUS GARAGE FROM THE DPW TO THE MIDDLE SCHOOL.

 

MAYOR DWYER – SO THE VILLAGE LOSING THAT INCOME SO YOU ARE BASICALLY BEING TAXED TWICE.

 

TRUSTEE KELM – THAT MONEY WAS PUT ASIDE TO BUILD A HIGH SCHOOL. IF THEY CAN’T BUILD ONE THAT MONEY SHOULD GO BACK TO THE TAXPAYERS.

 

TRUSTEE HOLDER – THE ARCHITECT SHOWED PRIORITIES ONE THROUGH FOUR, 1 AND 2 WERE BASED ON CODES, AESTHETICS, BUILD OUT, BIGGER WINDOWS,. PRIORITY 4 WAS THE OVERHANGS ON BUILDINGS, THE BUS GARAGE. IT WAS SUGGESTED THAT THEY BRING A WORKSHOP TO THE COMMUNITY SO THAT WE CAN HAVE A SAY ON HOW THAT MONEY IS BEING SPENT. ONE BOARD MEMBER WAS ADAMANT ABOUT HOW THE MONEY SHOUD BE SPENT.

 

VILLAGE CLERK PAT OLSEN – WOULDN’T THAT HAVE TO GO TO A VOTE?

 

TRUSTEE HOLDER – THAT WAS BEING DISCUSSED.

 

MAYOR DWYER – A PUBLIC REFERENDUM OR A SCHOOL BOARD VOTE?

 

TRUSTEE HOLDER – ONE OF THE BOARD MEMBERS SAID THE COMMUNITY VOTED FOR A HIGH SCHOOL AND THAT TAX MONEY TO BE PUT IN RESERVE FOR THAT, SO IT SHOULD GO BACK TO THEM TO SAY HOW THIS MONEY IS GOING TO BE SPENT.

 

MAYOR DWYER – RIGHT – WE SHOULD BE ABLE TO VOTE ON ANYTHING BESIDES A HIGH SCHOOL.

 

TRUSTEE HOLDER – I WOULD ALSO LIKE TO WISH ALL THE MODIFIED, JV AND VARSITY ATHLETES GOOD LUCK THIS YEAR. THE HIGH SCHOOL KIDS ARE NOW PLAYING AGAINST EACH OTHER.

 

MAYOR DWYER – I AM HEARING THAT THE ENROLLMENT FOR HIGH SCHOOL IS NOW 60-40? IS THAT TRUE?

 

TRUSTEE HOLDER – NO, A LOT MORE WENT TO CHESTER.

 

TRUSTEE KELM – SOME KIDS THAT SIGNED UP FOR WARWICK TRANSFERRED TO CHESTER TWO WEEKS BEFORE SCHOOL STARTED.

 

TRUSTEE HOLDER – THIS EIGHTH GRADE CLASS IS MOSTLY GOING TO CHESTER,

 

TRUSTEE SELLIER – ANY RESOURCE ISSUES WITH CHESTER TAKING ON THE KIDS?

 

TRUSTEE HOLDER – NO. I KNOW IN CHESTER ALL THE KIDS HAVE BEEN MAKING THE TEAMS, EVEN THOSE THAT HAVE NOT PLAYED FOOTBALL BEFORE. ONE OF THE GIRLS FROM GREENWOOD LAKE IS NOW THE CAPTAIN OF THE GIRLS SOCCER TEAM THERE SO THEY ARE TRANSITIONING WELL. IN WARWICK I KNOW SOME KIDS WERE CUT FROM TEAMS. BUT WARWICK ADDED ANOTHER JV TEAM SO MORE KIDS COULD PLAY SPORTS.

 

TRUSTEE KELM – I KNOW A LOT OF GIRLS FROM TUXEDO’S VOLLEYBALL TEAM ARE ON CHESTER NOW. AND THEY ARE UNDEFEATED SO FAR.

 

TRUSTEE HOWLEY REPORT

 

WE HAD ARBITRATION WITH THE PART TIME POLICE UNION AND THE ARBITRATOR RULED IN OUR FAVOR. WE HASHED OUT A NEW CONTRCT AND ARE WAITING TO SEE IF THE PART TIME UNION WILL RATIFY THE DECISION OF THE ARBITRATOR. WE RECENTLY HIRED TWO NEW PART TIMERS TO AUGMENT OUR FORCE

 

WATER – THE RECENT MONTHS IN THE VILLAGE HAVE SHOWN AN INCREASING RISE IN SPORADIC WATER QUALITY ISSUES AND COMPLAINTS AS A RESULT OF THE PHOSPHATE REMOVAL FORM THE VILLAGES TREATMENT PROCESS. ORTHOPOLYPHOSPHATE WAS INTRODUCED SHORTLY AFTER THE TREATMENT PLANT WAS BUILT IN ORDER TO SEQESTER FINISHED MAGNESIUM THAT WAS MAKING IT PAST THE FILTER UNITS AND OUT INTO THE DISTRIBUTION SYSTEM. TYPICALLY PHOSPHATES ARE USED FOR CORROSION CONTROL AND THEY ADHERE TO ANY METALS THEY COME IN CONTACT WITH. PRIMARILY THE FINISHED MAGNESIUM THAT REMAINS IN THE DISTRIBUTION SYSTEM ESPECIALLY IN THE OLDER CAST IRON WATER MAINS WHERE THE QUALITY ISSUES ARE MOST COMMON.   IN MAY 2013 UNDER ORDER OF THE NY STATE DEC, THE VILLAGE WAS FORCED TO DISCONTINUE PHOSPHATE USE AS A REQUIREMENT TO OBTAIN A SPEDES PERMIT. ENVIRONMENTAL CONSULTANTS AND THE COUNTY HEALTH DEPARTMENT AGREED THAT THE PHOSPHATE TREATMENT WAS NO LONGER NECESSARY AS THE VILLAGE NEVER HAD LEAD AND COPPER CORROSION LEVELS PRIOR TO ITS USE AND WAS NOW SUCCESSFULLY REMOVING MAGNESIUM AT TH PLANT. THE CURRENT SITUATION AND WATER CONTRACTOR HAVE SINCE BEEN LEFT TO DEAL WITH THE RESULTING ISSUES THAT THESE EVENTS HAVE CREATED. THE DEC STRICT ENVIRONMEMNTAL REGULATIONS HAVE PLACED SPECULATIVE WEED GROWTH AS A PRIORITY OVER CONSUMER WATER QUALITY AND RISING NUMBERS OR RESIDUAL LEAD AND COPPER NOW IN OUR DRINKING WATER. THE VILLAGE HAS SINCE TAKEN ACTION TO HAVE A DESKTOP STUDY DONE AND AN AGGRESSIVE AND THOROUGH FLUSHING TO IMPROVE THE WATER QUALITY.

 

EVERY RESIDENT WILL BE GETTING A LETTER THAT EXPLAINS THIS A LITTLE MORE IN DETAIL AND SOME WAYS TO HELP IMPROVE ANY LEAD ISSUES. THE HYDRANT FLUSH IS UNDERWAY FOR THE WEEK. THE WATER DEPARTMENT HAS REPAIRED SEVERAL LEAKS ALONG WITH THE HELP OF THE DPW. THE WATER DEPARTMENT ALSO INSTALLED NEW METER CAP REPLACEMENTS AND THE WATER METERS HAVE BEEN READ AND BILLS ARE OUT.

 

AT THE LAST VILLAGE BOARD MEETING WE VOTED TO RENAME THE BASKETBALL COURTS FOR A LONG AGO TRUSTEE OF THE VILLAGE AND A GUY THAT RESURRECTYED THE CYO BASKETBALL PROGRAM – BOB LANGAN. ON SATURDAY OCTOBER 10TH THEY WILL BE DEDICATED AT 11:00M. WE WILL SEND OUT CORRRESPONDENCE TO THE LOCAL DIGNITARIES AND WOULD LIKE THE PUBLIC TO COME OUT.

 

DEPUTY MAYOR KELM

 

SENIOR CENTER – THERE ARE A LOT OF EXCITING THINGS GOING ON FOR THE FALL. THEY JUST STARTED DOING CHAIR YOGA TWICE A WEEK ON TUESDAYS AND THURSDAY AT A COST FO $2.00. THE ELKS LUNCHEOONS ARE OCTOBER 14TH, NOVEMBER 18TH AND DECEMBER 16T. THEY HAVE TRIPS TO MT HAVEN PLANNED FOR OCTOBER 7TH, NOVEMBER 5TH AAND DECEMBER 11TH. THE PENNY SOCIAL IS AT THE ELKS ON NOVEMBER 21ST. FOR ANY MORE INFORMATION OR QUESTIONS PLEASE CALL DONNA AT THE SENIOR CENTER AT 477-8482.

 

WEBSITE – OVER THE SUMMER THE MAYOR AND I WORKED WITH OUR IT PERSON TO MAKE THE VILLAGE WEB SITE MORE MOBILE FRIENDLY AND IT IS NOW MUCH EASIER TO READ ON YOUR PHONE.

 

TRUSTEE SELLIER REPORT

 

BUILDING REPORT – IN THE MONTH OF AUGUST THE BUILDING DEPARTMENT COLLECTED 3975.00 THERE WERE 6 ORDER TO REMEDY, 22 BUILDING PERMITS ISSUED, 12 CO’S, 47 SEPTIC LETTERS SENT, 10 EXPIRED PERMIT LETTERS SENT, 21 RENTAL INSPECTIONS LETTERS SENT, 4 FIRE INSEPCTION LETTERS SENT, 30 RENTAL INSPECTIONS WERE COMPLETED, 3 FIRE INSPECTIONS WERE COMPLETED AND 1 MUNICIPAL SEARCH WAS COMPLETED. IN ADDITION THE BUILDING INSPECTOR ATTENDED A PLANNING BOARD MEETING AND A ZBA MEETING.

 

PLANNING BOARD – TRUSTEE SELLIER STATED THERE WAS ONE APPLICATON FOR A GARAGE ON LINDEN AND THAT WAS APPROVED.

 

ZONING BOARD – THERE WERE THREE ZBA APPLICATIONS. ONE WAS POSTPONED. THE SECOND WAS FOR A SECOND STORY ADDITION ON JERSEY AVENUE AND THAT APPLICATION WAS WITHDRAWN. THERE WAS A LOT OF PEOPLE AGAINST IT AT THE MEETING. THE THIRD APPLICATION WAS FOR MIXED USE ON WINDERMERE AVENUE AND THAT WAS UNANIMOUSLY APPROVED. THIS BOARD AND THE COMPREHENSIVE PLAN COMMITTEE ARE VERY MUCH IN FAVOR OF MIXED USE ON WINDERMERE AVENUE AS THE CENTRAL BUSINESS DISTRICT.

 

THE COMPREHENSIVE PLAN COMMITTEE DID NOT MEET BUT ARE PLANNING ON MEETING IN OCTOBER TO FINISH UP OUR WORK ON THE FIRST DRAFT OF THE COMPREHENSIVE PLAN. SOME NEW THINGS HAVE COME UP SUCH AS THE CELL TOWER LAW.

 

DOG PARK – TRUSTEE SELLIER STATED THE COMMITTEE GOT TOGETHER IN MAY AND WE HAVE MADE SIGNIFICANT PROGRESS. IT IS NEARLY COMPLETE. PHASE1 WAS DONE WITH THE PARTNERSHIP OF THE VILLAGE AND THE GRANT. THERE WERE DRAINAGE ISSUES THAT WERE FIXED BY THE VILLAGE. ALL OF THE REST OF THE FUNDS WILL BE PROVIDED BY DONATIONS AND GRANTS. SCHEDUULE WISE, THIS SUNDAY THERE IS A RESPONSIBLE DOG OWNERSHIP DAY SPONSORED BY THE CHAMBER OF COMMERCE. THERE ARE A BUNCH OF EVENTS TAKING PLACE ON VINE STREET BETWEEN CHESTER AND OAK. FROM, 11:00 to 5:00 ON SUNDAY THERE WILL BE AGILITY DEMONSTRATIONS, OBEDIANCE DEMONSTRATIONS, K-NINE DEMONSTRATIONS, A DOG BITE PREVENTATIVE FOR KIDS, SHELTERS, COSTUME LOOK ALIKE CONTEST, FRISBEE DEMONSTRATIONS, ETC. IT IS AN OPPORTUNITY FOR THE RESIDENTS TO COME OUT AND SEE THE DOG PARK. IN EARLY OCTOBER WE PLAN TO ALLOW ACCESS TO THE PARK. WE WILL HAVE A COMMEMORATIVE BRICK PATH DEDICATION IN EARLY NOVEMBER. IT IS NEARLY COMPLETE AND IS RECEIVING A LOT OF SUPPORT FROM INSIDE AND OUTSIDE OF THE VILLAGE. THE GROUP HAS ACCOMPLISHED A LOT IN A SHORT TIME. THERE IS A FACEBOOK PAGE, GWL BARK PARK AND A WEBPAGE AND WOULD APPRECIATE YOUR DONATIONS.

 

MAYOR DWYER – I WANT TO CLARIFY THAT THE GWLBARK PARK IS A 501C ORGANIZATION AND THE DONATIONS ARE TO BE SENT TO THEM, NOT THE VILLAGE.

 

ATTORNEY BUCKHEIT REPORT – THERE ARE MANY ORGANIZATIONS IN OUR VILLAGE AND THEY OFTEN JOIN WITH THE VILLAGE, BUT THE VILLAGE ITSELF DOES NOT SOLICIT DONATIONS.   THERE HAVE BEEN A NUMBER OF QUESTIONS OVER THE PAST FEW WEEKS CONCERNING ASBESTOS AND I WANT PROPERTY OWNERS TO KNOW THAT ASBESTOS IS STRICTLY REGULATED IN THE STATE OF NEW YORK BY THE DEPARTMENT OF LABOR. IF YOU ARE DOING ANY WORK ON YOUR HOUSE OR ROOF AND THINK THERE MIGHT BE ASBETOS INVOLVED YOU CAN SPEAK TO THE BUILDING INSPECTOR AND LOOK UP THE PRINTED REGULATIONS FROM THE DEPARTMENT OF LABOR AND LEAVE YOUR SELF OPEN TO FINES IN THE THOUSANDS OF DOLLARS.

 

THIS PAST MONTH I ATTENDED THE BI STATE COMMISSION MEETING WITH THE MAYOR. WE HAVE BEEN TRYING  TO INSURE FUNDING FOR PROJECTS FOR OUR LAKE WHICH IS THE KEYSTONE OF OUR COMMUNITY. MANY OF US HAVE MOVED HERE BECAUSE OF THE LAKE AND THIS ADMINISTRATION IS COMMITTED TO INSURING THE VIABIITY AND HEALTH OF OUR LAKE.

 

WITH REGARDS TO CELL TOWERS, I ACCOMPANIED THE MAYOR TO MEETINGS AND WE CONTINUE TO HAVE OUR PUBLIC HEARING WHICH IS ONGOING IN TRYING TO AMEND OUR CELL TOWER CODE. IF YOU WANT TO SEND IN ANY WRITTEN COMMENTS PLEASE DO SO AND WE WILL CONTINUE THEM.

THE WATER BILLS WENT OUT FRIDAY SEPTEMBER 18TH IN THE MAIL. IF YOU DON’T RECEIVE IT IN THE NEXT COUPLE OF DAYS PLEASE GIVE MY OFFICE A CALL AND WE CAN PRINT ANOTHER ONE FOR YOU. AS THE MAYOR MENTIONED THERE IS A REDUCTION ON THE FIXED RATE ON THIS CURRENT WATER BILL. IF YOU HAVE ANY PROBLEMS OR COMPLAINTS, WITH BRUSH PICK UP,. POT HOLES, ETC. PLEASE GIVE US A CALL AT 477-9215 AND WE WILL GET IT TAKEN CARE OF FOR YOU.

 

OLD BUSINESS

 

DURING OUR WORKSHOP BEFORE THE MEETING, WE DISCUSS ALL OF THESE ISSUES AS WELL.

PART TIME CONTRACT – AS TRUSTEE HOWLEY MENTIONED, WE MET WITH THE PART TIME POLICE UNION AS WELL AS THEIR REPRESENTATIVE AND A MEDIATOR. THE RESULT WAS THAT THE VILLAGE WON AND THERE WAS NO RESOLUTION IN TERMS. THE PART TIME UNION DID NOT GET WHAT THEY ORIGINALLY WANTED, BUT WE DECIDED TO GIVE THEM CERTAIN THINGS THAT WE FELT WERE IMPORTANT. ONE OF THOSE BEING BULLETPROOF VESTS TO REPLACE THOSE THAT WERE EXPIRED. WE ARE MAKING SURE THAT EVERYONE HAS ONE. THERE ARE NO CHANGES TO THE CONTRACT FOR THE LAST TWO YEARS. WE DID ENTER INTO NEGOTIATION FOR A NEW CONTRACT GOING FORWARD AND WERE ABLE TO COME TO TERMS. WE WILL GO INTO EXECUTIVE SESSION AFTER THIS MEETING TO DISCUSS THOSE TERMS AND CONTRACT. WE HAVE BEEN ABLE TO SECURE A GOOD DEAL WITH OUR FULL TIME POLICE UNION AS WELL.

 

LEAD AND COPPER – MAYOR DWYER STATED WE IDENTIFIED THROUGH VARIOUS TESTS THAT THERE ARE DETECTABLE LEAD LEVELS THAT EXCEED THE FEDERAL MAXIMUM IN A FEW HOMES. THIS REQUIRES US AS A MUNICIPALITY TO TAKE CERTAIN MEASURES AMONG WHICH ARE INTRODUCTING A PUBLIC EDUCATION SYSTEM ON REDUCING YOUR EXPOSURE TO LEAD AND ALSO TO COME UP WITH A CORROSION CONTROL TREATMENT PROGRAM. THE VILLAGE IS UNDERGOING A COMPREHENSIVE DESKTOP STUDY RIGHT NOW TO SEE WHAT CAN BE DONE TO REDUCE THE CORROSIVENESS OF OUR WATER. NATURALLY, WE PUT CHEMICALS IN THE WATER WHICH ARE REQUIRED BY THE GOVERNMENT SUCH AS CHLORINE, BUT THEY ARE VERY CORROSIVE TO CERTAIN METALS. WE ARE AWAITING THE RESULTS OF THE STUDY TO DECIDE THE DIRRECTION TO GO IN. EVERY WATER USER IN THE VILLAGE WILL RECEIVE A LETTER FROM THE VILLAGE. SOME STEPS THAT CAN BE DONE ARE LET THE WATER RUN FOR 20-30 SECONDS BEFORE DRINKING IT. DO NOT USE HOT TAP WATER FOR DRINKING OR COOKING. IF YOU HAVE ANY QUESTIONS CONTACT VILLAGE HALL. THE DEPARTMENT OF HEATH IS GIVING US TWO YEARS TO COME UP WITH A PLAN, BUT WE ARE WORKING ON IT ALREADY.

 

CELL TOWER LAW – MAYOR DWYER STATED ATTORNEY BUCKHEIT COVERED MOST OF THIS. TRUSTEE SELLIER, ATTORNEY BUCKHEIT AND I DID HAVE A MEETING WITH MEMBERS OF THE PLANNING BOARD AND THEIR ATTORNEY AND AN RF EXPERT CLINT SMITH. WE ARE ANALYZING THE ENTIRE CELL TOWER LAW TO SEE WHERE THE LOOPHOLES MIGHT BE. THEY CAN BE VERY UNSIGHTLY AND BURDENSOME TO THE COMMUNITY. WE HAVE AN ONGOING OPEN PUBLIC HEARING AND ANY COMMENTS SUBMITTED TO VILLAGE HALL WIILL BE INCLUDING IN THE PUBLIC HEARING MINUTES.

 

NEW BUSINESS

 

RESIDENTS WATER BILL – THERE WAS A LEAK AFTER THE METER THAT WAS FIXED BY THE OWNER. THERE WAS A HIGH WATER USAGE THAT WAS IDENTIFIED BY THE NEW METER CAP READING.   AS A RESULT OF A LEAK. WE WILL BE REDUCING THE WATER FEE TO 367.58 ON SECTION 31114. THE OTHER FEES REMAIN THE SAME.

COYOTES – WE HAVE BEEN HEARING A LOT ABOUT COYOTES ARROUND THE VILLAGE LATELY. THERE HAVE BEEN SIGHTINGS IN FOREST PARK AND SEVERAL CAT AND DOG DEATHS AS A RESULT. JUST THIS PAST WEEK WE HAD ONE ON NORTHSIDE LANE THAT HAD TO BE PUT DOWN BY A POLICE OFFICER. WE CANNOT HAVE THEM RUNNING AROUND RESIDENTIAL NEIGHBORHOODS. I HAVE REACHED OUT TO THE STERLING FOREST PARK MANAGER AS WELL AS THE DEC WILDLIFE BIOLOGIST AND WE HAVE A MEETING AT VILLAGE HALL NEXT WEEK TO DISCUSS POSSIBLE OPTIONS FOR REDUCING COYOTES IN RESIDENTIAL NEIGHBORHOODS. THEY HAVE SEEN THESE ISSUS IN OTHER COMMUNITIES AND THEY HAVE COME OUT WITH GOOD RESPONSES. WE HAVE A BEAUTIFUL STATE PARK RIGHT IN OUR BACYARDS BUT WITH THAT WE GET BEARS AND COYOTES AND OTHER THINGS. THIS IS A DANGEROUS SITUATION SO I WILL KEEP THE BOARD AND THE PUBLIC APPRISED.

 

BUDGET REQUESTS – WE DID DISCUSS THIS ALREADY.

 

APPLYING FOR GRANT SENATOR BONACIC – I DID RECEIVE CORRESPONDENCE FROM SENATOR BONACIC SAYING THAT HIS OFFICE WILL BE ADMINISTERING SEVERAL GRANTS FROM BETWEEN $50,000 AND 100,000. WE ASKED THEM LAST YEAR TO HELP FUND A SIDEWALK ALONG WATERSTONE ROAD. WE HAVE THIS PACKAGED, ENGINEERED AND READY TO GO SO WE WILL BE PASSING A RESOLUTION TO APPLY FOR THE FUNDS FOR THIS SIDEWALK.

40TH ANNUAL BED RACE – AT 12:00PM FROM THE AMBULANCE CORP ON SATURDAY SEPTEMBER 26TH. MARCHING DOWN WINDERMERE AVENUE TO CHESTNUT STREET. THE RACES WILL START AT CHESTNUT STREET AND THERE WILL BE LIVE MUSIC AT MURPHY;S.

 

ELKS CLUB WING FLING – THIS IS SEPTEMBER 26TH AS WELL AT 1:00PM.

 

RESPONSIBLE DOG OWNER DAY IS SEPTEMBER 27TH AT 12:00PM.

 

OCTOBER 17TH MEDICINE DROP FROM 10:00AM TO 2:00PM AT THE POLICE STATION.

TRUSTEE HOWLEY – YES IT BREAKS DOWN, YOU WEAR IT UP AGAINST YOUR SKIN, SO YOU SWEAT 8-10 HOURS A DAY. THE MANUFACTURERS RECOMMENDATION IS TO REPLACE EVERY FIVE YEARS.   MORE THAN LIKELY IT WOULD STILL WORK BUT YOU DON’T WANT TO QUESTION IT.

 

ATTORNEY BUCKHEIT- THE FIBERS OXIDIZE AND BEECOME MORE BRITTLE. AS THEY BECOME MORE BRITTLE THEY LOSE THERE ELASTICITY AND THAT STOPS THEIR ABIILITY TO STOP PENETRATION.

 

MAYOR DWYER – WE HAD ONE RESIDENT WHO CONTACTED THE VILLAGE CLERK TO MAKE A DONATION TOWARDS VESTS SO THANK YOU TO RITA SAULLO FOR KEEPING OUR POLICE SAFE.

 

RESIDENT GEALD DICHARRIA – IN REFERENCE TO CELL TOWERS, BESIDES AT &T WERE THERE ANY OTHER CELL PROVIDERS INTERESTED?

 

MAYOR DWYER – WE DIDN’T SOLICIT THEM. THEY CAME TO US WITH A NEED FOR COVERAGE IN CERTAIN AREAS OF AT & T COVERAGE. RIGHT NOW THERE IS A VERIZON TOWER ON WARWICK MOUNTAIN AND THEY DIDN’T WANT TO HOOK UP TO THAT ONE BECAUSE IT WOULDN’T PROVIDE THE COVERAGE THEY NEEDED. THEY FOUND AN AREA ON PRIVATE PROPERTY. THEY ENDED UP WITHDRAWING THEIR APPLCIATION AND WE HERD THAT IT WAS MONETARY CONCERNS ON THEIR PART AND THEY WILL PROBABLY REAPPLY AT SOME POINT.

 

GERALD DICHARRA – THEY COULD LOCATE ON TO THE VERIZON TOWER, SO SPRINT COULD DO THAT AS WELL? I HAVE SPOKEN TO MANY PEOPLE WHO HAVE PROBLEMS WITH COVERAGE AS WELL WITH SPRINT. MY PHONE ROAMS CONSTANTLY.

 

TRUSTEE CHAD SELLIER – WITH THE ATT APPLICATON, THE COVERAGE DEFICIENCY WASN’T IN THE VILLAGE, IT WAS IN NEW JERSEY, BUT THE TOWER NEEDED TO BE HERE.
