PLEDGE OF ALLEGIANCE TO THE FLAG. 

 

VILLAGE CLERK PAT OLSEN CALLED THE ROLL. 

 

ALL PRESENT EXCEPT TRUSTEE HOWLEY AND TRUSTEE SELLIER. 

 

MAYOR DWYER STATED THE PURPOSE OF THIS MEETING IS TO ADOPT OUR 2015/2016 BUDGET.  WE ALSO HAVE A PRESENTATION BY EDWARD COX FROM THE WARWICK ARTS FESTIVAL. 

 

  1. COX STATED I GREW UP IN GREENWOOD LAKE, JOINED THE ARMY IN 1966 AND WENT TO VIETNAM. I HAVE RUN A LOT OF PROGRAMS OVER THE LAST FEW YEARS WITH VETERANS INCLUDING THE VETERAN THEATRE. LAST YEAR I BROUGHT THAT THEATRE TO THE WARWICK SUMMER ARTS FESTIVAL AND HAD A PERFORMANCE IN THE AMERICAN LEGION IN WARWICK.  THIS YEAR THEY HAVE ASKED ME TO DO THAT AGAIN, AND TO ORGANIZE A VETERANS ARTS DAY.  I SUGGESTED THAT I APPROACH THE GREENWOOD LAKE AMERICAN LEGION AND THEY LIKED THAT IDEA.  I AM WORKING TO PUT TOGETHER A PROGRAM FOR THEATRE, A WRITING WORKSHOP, A DANCE WORKSHOP AND COMBAT PAPER.  COMBAT PAPER IS AN ORGANIZATION THAT TAKES OLD UNIFORMS AND TURNS IT INTO PAPER AND THE VETS USE THAT PAPER TO CREATE ART.  WE WILL HAVE AN ART EXHIBIT FOR THAT AS WELL.  TO END THE EVENING THEY WOULD LIKE TO END AT THE THOMAS P MORAHAN BEACH WITH A DRUMMING CIRLE AND A REDUCED PERFORMANCE OF THE WARWICK HIGH SCHOOL CLASS PLAY.  I WOULD LIKE TO ASK IF THE VILLAGE WOULD LIKE TO BE INVOLVED AS A COMMUNITY.  I HAVE SOME FLYERS WITH ME.  I AM A PART TIME EMPLOYEE WITH AN ORANGE COUNTY VET TO VET PEER PROGRAM.  I AM ALSO WORKING ON A VETERANS HIRING FAIR ON MAY 2ND

 

MAYOR DWYER – ANY AND ALL SUPPORT THAT YOU NEED FOR THIS EVENT WE WOULD BE HAPPY TO PROVIDE.  DO YOU H AVE ANY SUGGESTIONS OF WHAT YOU ARE LOOKING FOR FROM US? 

 

  1. COX – I WANTED TO LEAVE IT UP TO THE COMMUNITY. I HAVE SPOKEN TO THE COMMANDER OF THE LEGION BUT THAT’S ALL SO FAR. WE HAVE THE DATE AND IT LOOKS AS IF IT WILL HAPPEN.  I DIDN’T WANT TO BRING IDEAS FOR YOU. 

 

MAYOR DWYER – YOUR VISION FOR THAT DAY IS ARTS, SO SOMETHING ALONG THAT LINE. 

 

TRUSTEE HOLDER – HAVE YOU GOTTEN IN CONTACT WITH RICH MCKENNA WHO IS GOING TO BE THE NEW COMMANDER IN JUNE. 

 

MAYOR DWYER – WE WILL DISCUSS THIS AS A BOARD AND COME UP WITH SOME IDEAS.  IF THERE IS ANYTHING ELSE YOU NEED, JUST LET US KNOW. 

 

PROCLAMATION FOR ANIMAL CRUELTY.

 

Whereas, the Village of Greenwood Lake, the citizens of the Village of

Greenwood Lake and the Warwick Valley Humane Society are concerned with the humane treatment of animals, and

Whereas, the kind and humane treatment of animals has a strong correlation to the kind and humane treatment of people, and

Whereas, animal cruelty is proven to directly parallel violent and criminal acts on people, and

Whereas, together with the Warwick Valley Humane Society, the Village of Greenwood Lake urges the vigorous enforcement of existing animal cruelty laws and want to make the public more aware of these laws in hope of eliminating cruelty to all animals, wild or tame, and,

Now, Therefore, the Village of Greenwood Lake, does hereby proclaim April 2015.

Prevention of Animal Cruelty Month

 

and call upon the residents to treat any and all animals with kindness, consideration and respect, and to report the abuse, neglect cruelty of all animals to law enforcement agencies or to the Warwick Valley Humane Society.

VISITING ELECTED OFFICIALS

 

COUNCILMAN FLOYD DEANGELO – I WANT TO THANK YOU FOR READING THAT PROCLAMATION.  WE ARE WORKING ON THE BEACH AND PERMITS.  WE ARE ALSO TALKING ABOUT PUTTING IN SOME BATHROOMS AT WINSTANLEY PARK.

 

MAYOR DWYER – I HAVE BEEN SPEAKING TO SUPERVISOR SWEETON ABOUT POSSIBLY USING HUD FUNDING TO PAY FOR THE BATHROOMS.  THE PRESIDENT OF THE LIONS CLUB IS LOOKING TO PUT IN A CONCESSION STAND THERE.  OUR ENGINEER CAME UP WITH THE IDEA OF USING HUD TO PAY FOR HANDICAPPED BATHROOMS.  IF THEY APPROVE, IT WOULD INCLUDE FOUNDATION, SEPTIC, DRYWELL AND BUILDING.  I WAS HOPING WE WOULD HAVE THE PLANS BY TONIGHT. 

 

MAYOR DWYER ASKED NANCY DEANGELO TO COME UP TO THE FRONT TO RECEIVE A CERTIFICATE OF RECOGNITION FOR ALL OF HER YEARS OF SERVICE AS JUDGE TO THE VILLAGE OF GREENWOOD LAKE

 

 MAYOR DWYER STATED NOTHING HAS REALLY HAPPENED WITH THE SOLAR COMPANY.  THEY HAVEN’T AGREED TO OUR TERMS FOR A CONTRACT AS OF YET. 

 

BUDGET – MAYOR DWYER STATED WE HAVE HAD SEVERAL BUDGET WORKSHOPS FOR THE 2015/2016 BUDGET.  THROUGHOUT THE PAST YEAR WE HAVE BEEN WORKING VERY HARD TO MAKE SURE THE VILLAGE IS RUN IN AN EFFICIENT AND SUSTAINABLE MANNER.  WE COMPLETED NEGOTIATIONS WITH THE PBA TO REDUCE FULL TIME STAFFING LEVELS AND OFFSET THOSE WITH PART TIME OFFICERS.  THIS HELPS TO REDUCE RETIREMENT AND HEALTN INSURANCE COSTS TO THE VILLAGE.  WE HAVE  CUT MUCH OF THE FAT INCLUDING ANY UNNECESSARY EXPENSES.  WE HAVE INCREASED FUNDING FOR YOUTH SERVICES ANDLAKE MAINTENANCE, REDUCED FUND BALANCE DEPENDABILITY BY 20%.  THIS IS BASICALLY OUR SAVINGS ACCOUNT AND TRADITIONALLY IN THE VILLAGE WE HAVE USED THIS TO BALANCE OUR CHECKBOOK.  IN WATER WE HAVE FINALLY PAID OFF THE LOAN TO GENERAL.  WE HAVE GONE OUT TO BID FOR OUR WATER OPERATORS AND INCREASED THE AMOUNT OF WATER TESTING.

 

WE HAVE ALLLOCATED FUNDS FOR CONTINUED INVESTMENT IN WATER INFRASTRUCTURE.  THE GENERAL BUDGET IS $3,463,313.00 WITH A TAX RATE OF $52.23 PER THOUSAND.  THAT IS AN INCREASE OF .91 ER THOUSAND AND WE REMAIN UNDRNEATH THE TAX CAP.  THE TOTAL WATER BUDGET WILL BE $692,672.00 WHICH IS A DECREASE OF $111,662.00 FROM LAST YEAR.  EACH YEAR FROM NOW ON WE WILL BE REDUCING THE FIXED RATE TO $45.00 PER BILL INSTEAD OF $85.00 PER BILL.  WE HAD OUR PUBLIC HEARING TONIGHT BEFORE THIS MEETING. 

 

EVENTS

 

APRIL 25TH SATURDAY – CLEAN SWEEP IS THIS WEEKEND.  IF ANYONE WOULD LIKE TO CLEAN UP THEIR NEIGHBORHOOD LET VILLAGE HALL KNOW WHERE YOU WILL BE PUTTING THE BAGS.  WE WILL BE MEETING AT THE SENIOR CENTER AT 8:00AM.  THERE IS ALSO A PILL DROP AT THE GREENWOOD LAKE POLICE STATION FROM 10:00 TO 2:00.  FROM 9:00 – 12:00 THERE IS ALSO PAPER SHREDDING AT GRACE LUTHERAN CHURCH.    THERE IS ALSO AN EAGLE SCOUT FUNDRAISER THAT EVENING FROM 5:00-8:00 AT THE ELKS. 

 

PRIVILIGE OF THE FLOOR.

 

RESIDENT TOM TUTHILL – ITS’ BEEN SUCH A POSITIVE MEETING.  MY WIFE AND I HAVE LIVED IN GREENWOOD LAKE SINCE 1982 AND OUR FAMILIES BEEN HERE SINCE THE 1930’S.  WE CAME HERE FOR THE LAKE.  WE LIVE ON EDGEMERE AVENUE AND I HAVE SOME QUALITY OF LIFE ISSUES THAT I WOULD LIKE THE BOARD TO BE AWARE OF.  THE FIRST ONE, THE MAYOR KNOWS ABOUT, A COUPLE OF OUR NEIGHBORS CUT DOWN TREES, DRAGGED THEM OUT ONTO THE ICE AND BURNED THEM.  I SPENT A COUPLE OF DAYS CLEANING UP THE RESIDUE THAT FLOATED IN AFTER THE ICE MELTED.  THERE IS ALWAYS CLEAN UP IN THE SPRING ANYWAY, BUT AT LEAST I GOT MOST OF IT OUT OF THE LAKE.  MY CONCERN IS THIS WAS NEIGHBORS AND I AM WORRIED THAT IT BECOMES EASY FOR ANYONE THAT LIVES ON THE LAKE TO CUT DOWN TREES, CALL IT A CELEBRATION AND BURN THEM INSTEAD OF CALLING IN A TREE COMPANY TO TAKE THEM DOWN.  MAYBE WE NEED TO ADD TO THE REGULATIONS FOR OUTDOOR BURNING SO IT DOESN’T BECOME A BIGGER PROBLEM.

 

THE SECOND THING I HAVE ON MY LIST IS I HAVE A COUPLE OF NEIGHBORS THAT ARE INVOLVED INT THIS AIR B&B WHICH IS AN INTERNET RENTING SERVICE OF SOME SORT.  IT  GETS AROUND ALL THE RULES.  IT’S NOT A BED AND BREAKFAST BECAUSE THE OWNERS AREN’T THERE.  THERE ARE DIFFERENT RENTERS EVERY WEEKEND.  IT HASN’T BEEN TOO ANNOYING YET, BUT LAST YEAR THE POLICE HAD TO BE CALLED A COUPLE OF TIMES.  IT’S UNFAIR TO THE PEOPLE THAT ACTUALLY HAVE A BED AND BREAKFAST, AND THE PEOPLE THAT LIVE IN RESIDENTIAL AREAS HAVE TO DEAL WITH PARTIERS AND DISRUPTIONS.  IT’S A LITTLE DISTURBING TO HAVE TO DEAL WITH THIS EVERY WEEKEND. 

 

THE THIRD THING,  I NOTICE ON 17A IN THE MORNING THE POLICE CAR SITS VERY DAY, AND ON JERSEY AVENUE EVERY EVENING.  ON EDGEMERE WHERE WE HAVE HUNDREDS OF MOTORCYCLES EVERY WEEKEND GOING FAST, IT MIGHT BE PRUDENT TO HAVE THE POLICE DEPARTMENT KEEP A BETTER EYE ON THAT AREA. 

 

MAYOR DWYER – I WILL TALK TO THE POLICE CHIEF ABOUT THAT RIGHT AWAY.  ON THE AIR B&B’S I HAVE SPOKEN TO DODY IN THE PAST AND IT IS UNFAIR TO OUR ESTABLISHED BED AND BREAKFASTS BECAUSE THEY PAY AN EXTRA TAX.   I HAVE ASKED DODY TO MAKE SURE THEY ARE ESTABLISHED RENTALS, AND HAVE REGULAR RENTAL INSPECTIONS, WHICH THEY DO.  DODY HAS GONE ON AIR B&B TO SEE WHAT IS LISTED THERE AND CONTACTED THEM TO MAKE SURE THEY ARE REGISTERED.  THIS IS SOMETHING THAT PERHAPS OUR COMPREHENSIVE PLAN COMMITTEE CAN LOOK INTO.  IT’S A NEW THING THAT IS AROUND AND THERE REALLY AREN’T ANY REGULATIONS THAT COVER IT.  I JUST WENT TO SAN FRANCISCO AND STAYED AT A HOTEL, BUT I MET UP WITH PEOPLE THAT WERE STAYING IN AN AIR B&B AND THEY LOVED IT.  IN A WAY WE ARE LIMITED IN WHERE PEOPLE CAN STAY AND WE TRY TO ENCOURAGE TOURISM, BUT WE HAVE TO BE RESPONSIBLE TO OUR RESIDENTS THAT PAY TAXES AND ASSURE THAT THEIR QUALITY OF LIFE ISN’T AFFECTED.  YOU DIDN’T MOVE IN NEXT TO A MOTEL.  IT’S A BROADER DISCUSSION THAT NEEDS TO TAKE PLACE.  WE WILL BE LOOKING INTO OPTIONS.  IT IS A VERY NEW THING. 

 

MAYOR DWYER – THE LAST THING YOU MENTIONED WAS THE FIRE YOUR NEIGHBORS HAD ON THE ICE.  I THINK WE SHOULD CONSIDER ISSUING A PERMIT FOR A FIRE.  THE BREEZY HAS THE HUGE BONFIRE AT THE WINTER CARNIVAL EVERY YEAR AND I WOULDN’T WANT TO STOP THAT.  I CAN’T LEGALLY SAY IT IS SAFE FOR YOU TO GO OUT ON THE LAKE AND BURN SOMETHING. 

 

TOM TUTHILL – IT BECOMES A VERY CHEAP AND EASY WAY TO GET RID OF STUFF, BY DRAGGING IT OUT ONTO THE LAKE AND BURNING IT. 

 

MAYOR DWYER STATED WE CALLED THE DEC WHEN WE KNEW ABOUT IT AND THERE WAS REALLY NOTHING THAT WE COULD DO ABOUT IT.  I WILL BE TAKING A LOOK AT ALL THREE OF THESE ISSUES. 

 

TOM TUTHILL – THE SEAPLANES ARE OUT ON THE LAKE TOO AND THERE ARE ABOUT THREE OF THEM.

 

TOWN COUNCILMAN FLOYD DEANGELO – ISN’T THERE ANY HEALTH DEPARTMENT RESTRICTIONS REGARDING THOSE AIR B&B’S?

ATTORNEY BUCKHEIT – WE HAVE VERY LIMITED ABILITY TO REGULATE IT BECAUSE IT IS RENTING YOUR HOME WHICH IS ALLOWED.

MAYOR DWYER STATED AT THE LAST MEETING WE DISCUSSED SOME WATER BILLING ISSUES THAT A FEW RESIDENTS HAD.  IF THERE ARE UNDETECTED LEAKS, WHICH GO UNNOTICED FOR SOME TIME, THE WATER CHARGES CAN GET REALLY HIGH.  AS A BOARD WE DECIDED TO SEND OUR WATER OPERATOR OUT TO CHECK TO SEE IF THE LEAKS WERE CORRECTED SO THEY DIDN’T CONTINUE.  ON A CASE BY CASE BASIS WE DID LOOK AT THESE AND DECIDED TO CUT THE BILLS BY HALF.  WE HAD A LEAK DETECTION COMPANY COME IN AS WELL TO CHECK FOR ADDITIONAL LEAKS.
